unless other models dell laptops have a special charging circuit called the ps_id, it detect your charger watt.

charging issue can either come from this section or charging section.
To confirm if this section is working fine, boot into bios setup, locate battery information and see if it detects your charger, if it does you will get the charger watt if it doesn't you will get UNKNOWN.

AC adapter wattage can't be detected...

Most double cell span from 5hrs and above and this is dependent on their wattage... 95wh happens to be the starting point for double cell while 65wh happens to be the highest for most single cells; except there are exceptions. That's my analysis based on a Dell latitude e6450 I've worked with, Sir.
