Am not a detective but have worked with few defense ministries around the world... I can simply say that things are not adding up... EFCC has been contradicting their selves further down the road.

I have kept every thing called news on this atm scam to have my own leads but things are not adding....

You are very correct that F 15 Eagle is the only proven air superiority combat aircraft. The air craft every other is trying to be. The next is the newer F 22. F 35 has another 5 years of correcting bugs but it will get there.

Nigeria needs to acquire a good 4++ Russian combat aircraft with the right service history and proven reliability. The only thing I can trust is what they are using currently in Syria, the SU 34/32.

Nigeria started the deal in 2014 but the deal stalled for some sensitive reasons but now maybe it will go through.
