Even though I believed that my DS-160 was well detailed,I still need no one to tell me that I was lucky today.

Again what he did was not a review at all. If the person hadn’t gotten his/her visa already. He could have been demotivated by what you called a review. Review transcripts as a third party and not as the VO sharing the visa…

Anyways, that person got the visa with the same review that said he could not have gotten it

VO: Makes a move to give me the white paper. Your start date is August 1st?
ME: Yes, but my school has notified me of an introductory course commencing in July.

VO: But your start date is August 1st.
ME: Yes

VO: I cannot issue your visa now as it is more than 120 days to your start date. (Gives me the yellow slip) Bring this along with your passport and I-20 any date from 1st of April. You don't have to come in person, you can send it through DHL.
ME: Alright, Thank You.

Tips
1. Fill your DS160 yourself, be as detailed as possible
2. Get your story straight, if your story doesn't sound believable to you, you won't be able to convince the VO.
3. Watch you-tube videos from ARGO VISA, this really helped a lot.
4. Lastly, PRAY.

I'm sorry for the delay, but tell your friend it's not about his stutter. I stutter too, and it gets pretty bad when I'm tensed. During my interview, before I started, I wrote on a piece of paper boldly "I STUTTER" and showed the lady, she smiled and said alright. Gave me enough time to say everything I had to say.

Call the SEVIS help line to help rectify it, probably it’s a mixup from human error or so.
It’s not a biggie, there’s solution. Call / email SEVIS helpline.
