By Sodiq Omolaoye The Independent National Electoral Commission (INEC) yesterday ruled out electronic transmission of results in the forthcoming Edo and Ondo states governorship elections, insisting that there would not be collection of Permanent Voter Cards (PVCs) for the polls and by-elections. National Commissioner and Chairman, Electoral Operations & Logistic Committee, Professor Okechukwu Ibeanu, disclosed this at the commission’s virtual meeting with media practitioners. He said the electoral act was clear on the mode of transmission of election results, adding that doing otherwise would amount to going against the rules, saying, “The law is clear on how election results are transmitted and as you are aware, we are working with the National Assembly to review the electoral act. “INEC wants to deepen the use of technology in the electoral process and we are hopeful that we would probably begin electronic voting in 2021.” He cautioned voters to avoid coming to polling stations with face masks branded with campaign symbols/words, adding that the use of face masks remains mandatory at polling units and all election locations and that any voter without them or who wears mask with campaign slant will be turned away. https://m.guardian.ng/news/inec-forecloses-electronic-transmission-of-edo-ondo-guber-poll-results/ |

COVID-19: INEC wants election declared as essential service ***mulls full deployment of e-voting from 2021 From Sodiq Omolaoye, Abuja The Independent National Electoral Commission (INEC) has said it would engage with relevant authorities, including the National Assembly, to designate election as an essential service due to the COVID-19 pandemic. The Guardian reports that election was not part of essential services announced by the Presidential Task Force on COVID-19 during the lockdown. But according to INEC, having election declared as essential service would enable the electoral body function effectively in times of national emergency. The commission also expressed readiness to pilot the use of Electronic voting machines at the earliest possible time and have a full introduction of the system in major elections starting from 2021. The pilot phase however, would not include the governorship elections in Edo and Ondo States slated for September 19, and October 10, 2020. These were contained in a policy document, signed by INEC’s chairman, Prof. Mahmood Yakubu, and titled “Policy on Conducting Elections in the context of COVID-19 pandemic” released on Monday. The policy covers health and legal issues, election planning and operations, election day and post-election activities, voter registration, political parties, election observation, electoral security and deployment of technology in the context of the COVID-19 pandemic. Regarding the forthcoming governorship polls Edo and Ondo, including the outstanding by-elections, the policy mandated the compulsory use of face mask at polling Units and all election locations, saying that voter without a face mask would be turned away from the polling unit. Yakubu advised political parties to develop appropriate guidelines and regulations for conduct of party primaries that take into account the COVID-19 prevention protocols. According to him, where such guidelines and regulations are in conflict with the constitutions of political parties and the commissions’ regulations and guidelines for the conduct of party primaries, it would draw the attention of the political party to the discrepancies. Yakubu regretted that not only has the pandemic, led to far-reaching disruptions in the electoral system, it has also led to the postponement of elections and created uncertainties about scheduled ones. He announced the suspension of Continuous Registration of Voters (CVR), saying that would prevent the health risks associated with it in the context of COVID-19. He added that a new election budget template to reflect the likely impact of the COVID-19 pandemic on the funding profile of electoral activities would be developed. Lateef passed away on Friday, April 25, and has since been buried in accordance with Muslim rites. Tinubu in a condolence message to the family members of the deceased claimed the CSO died at the age of 51 from diabetes and high blood pressure. “Following the death of our well-respected and beloved Chief Security Officer, Alhaji Lateef Raheem, NCDC medics took the wise precaution of taking samples from his body for testing to actually determine the cause of death,” Tinubu’s spokesman, Tunde Rahman, said in a statement on Monday. “Today, the test results are back. The samples tested positive for Covid-19.” The national leader spokesman said Tinubu and his wife, Remi, have both tested negative to the disease. ADDRESS BY H.E. MUHAMMADU BUHARI, PRESIDENT OF THE FEDERAL REPUBLIC OF NIGERIA ON THE COVID- 19 PANDEMIC SUNDAY 29TH MARCH, 2020 1. Fellow Nigerians, 2. From the first signs that Coronavirus, or COVID-19 was turning into an epidemic and was officially declared a world-wide emergency, the Federal Government started planning preventive, containment and curative measures in the event the disease hits Nigeria. 3. The whole instruments of government are now mobilized to confront what has now become both a health emergency and an economic crisis. 4. Nigeria, unfortunately, confirmed its first case on 27th February 2020. Since then, we have seen the number of confirmed cases rise slowly. 5. By the morning of March 29th, 2020, the total confirmed cases within Nigeria had risen to ninety-seven. 6. Regrettably, we also had our first fatality, a former employee of PPMC, who died on 23rd March 2020. Our thoughts and prayers are with his family in this very difficult time. We also pray for quick recovery for those infected and undergoing treatment. 7. As of today, COVID-19 has no cure. Scientists around the world are working very hard to develop a vaccine. 8. Indeed, the Director General of the Nigeria Centre for Disease Control (NCDC) was one of ten global health leaders invited by the World Health Organisation to visit China and understudy their response approach. I am personally very proud of Dr Ihekweazu for doing this on behalf of all Nigerians. 13. Since his return, the NCDC has been implementing numerous strategies and programs in Nigeria to ensure that the adverse impact of this virus on our country is minimized. We ask all Nigerians to support the work the Federal Ministry of Health and NCDC are doing, led by the Presidential Task Force. 14. Although we have adopted strategies used globally, our implementation programs have been tailored to reflect our local realities. 15. In Nigeria, we are taking a two step approach. 16. First, to protect the lives of our fellow Nigerians and residents living here and second, to preserve the livelihoods of workers and business owners to ensure their families get through this very difficult time in dignity and with hope and peace of mind. 17. To date, we have introduced healthcare measures, border security, fiscal and monetary policies in our response. We shall continue to do so as the situation unfolds. 18. KADUNA UPDATE: Statement by Malam Nasir El-Rufai on his Covid-19 Test Results, 28 March 2020 Earlier this week, I submitted a sample for the Covid-19 test. The result came in this evening, and I regret to say that it is positive. According to the protocols for managing Covid-19, I am in self-isolation as required by the case management guidelines of the NCDC for a someone that is no showing symptoms. I wish to appeal to the people of Kaduna State to continue to closely observe the preventive measures already announced. It is most important that everybody should do their utmost to stay safe, stay home and stay alive. Buhari Tests Negative for COVID-19, Kyari is Positive Nigeria’s President Muhammadu Buhari has tested negative for the COVID-19 virus (Coronavirus), following a test for the disease that was carried out yesterday on the president by the Nigeria Centre for Disease Control (NCDC), THISDAY can report. The NCDC has informed the president on the outcome his negative result this morning in Abuja. According to presidential sources, the test for the president was necessitated after his Chief of Staff, Mr. Abba Kyari tested positive for COVID-19 on Monday. Kyari had travelled to Germany on Saturday, March 7th to meet with officials of Siemens in Munich on the Nigerian electricity expansion programme. He returned exactly one week later on Saturday, March 14th, but did not show any symptoms. He was said to have been at a meeting on containing the COVID-19 pandemic in Nigeria all through Sunday, where he reportedly started to cough. Subsequently, he voluntarily submitted himself for testing and was informed of his status yesterday. Kyari has however gone into absolute isolation following the test result. THISDAY gathered that he is hale and hearty and showing no symptoms apart from the occasional cough. Regional security outfits may split Nigeria, says Gambari By Kanayo Umeh and Sadiq Omolaoye, Abuja 02 March 2020 | 3:27 am Former Minister of Foreign Affairs, Professor Ibrahim Gambari has cautioned that the establishment of regional security outfits like Operation Amotekun, will cause disintegration of the country. The Nigeria’s former ambassador to the United Nations (UN) also said the cohesion and confidence in the project Nigeria was now shaky, as the country was going through some of its most trying moments in 60 years of nationhood. He noted that several of the challenges facing the nation have their root in history, while others are more recent and unexpected in their origin. Gambari, who is Chairman, Governing Council of Bayero University, Kano (BUK), spoke in Abuja at an event organized to honour former Defense Minister, General Domkat Bali (rtd.), who recently turned 80. He said Nigerians have to look at solutions to the securing challenges from a national prism, rather than moving regional, adding that there are serious reasons to be worried that the country was not in a good shape. He insisted that no one should be afraid of talking about restructuring, saying, “I am speaking at a time of a deepening sense of loss of national identity in our country where people are embarrassed or shocked and fearful to say they are proud of Nigeria.” Continuing, he said, “The many challenges we are facing are structural in nature. And if the structure is not working, we have a responsibility to make adjustments to the structure for no structure is perfect. “The United States has a longer year of practicing democracy made provisions for a constitutional amendment, so, why is it that we are praying to even agree that a structure that is not working should be adjusted to meet the demand and aspirations of our people. “But for the sectional and regional way we are addressing the challenges, which is not tied to the primacy of the national security apparatus. So, if something is wrong nationally, we should not find solution regionally and even if we are to take regional solution, it should be a temporary arrangement and not a divorce of the national security architecture. “The way we are going, God forbid we will have two countries, north, and South which could be increasingly unequal. I don’t see how that can contribute to the nation of our dreams. I am not a prophet of doom, I have never been and I will never become one. If I was one I would not have been proud and privileged to have served Nigeria during a difficult time for 10 years.” President Muhammadu Buhari described the retired military General as an intelligent officer who had fought for national cohesion. Matthew Hassan Kukah, and the Special Adviser to the President on Media and Publicity, Mr. Femi Adesina, yesterday traded words over the refusal of President Muhammadu Buhari to declare his assets publicly. It all happened at the public presentation and launch of the book Farida Waziri: One Step Ahead–Life as a Spy, Detective, and Anti-Graft Czar written by a former chairman of the Economic and Financial Crimes Commission (EFCC), Mrs. Farida Waziri. Revd. Fr. Patrick Alumuku of the Catholic Archdiocese of Abuja, who represented Kukah as the guest lecturer, spoke on the topic: “Is corruption A Biological Necessity or A political Invention?” The Catholic bishop had, while concluding his speech, queried: “On a final note, let me ask two or three questions that I have heard being asked. First, is it in the law that the chairman of EFCC must be from the police force and a Muslim from Northern Nigeria? Two, people have asked, how is it that the president used Justice Onnoghen’s asset declaration form to prove his corruption and proceeded to sack him, yet the president himself has not publicly declared his own assets as he promised during his campaigns? Thirdly, why has Mr. Magu not been confirmed as EFCC chairman and what is the state of the trial of those who attempted to kill him in December 2017?” In his reaction, Adesina said Buhari never promised to declare his assets publicly, adding that the president had not broken any law by not doing so. The presidential spokesman, therefore, challenged Kukah to produce evidence of where the president promised to publicly declare his assets if elected. He stated: “I remember I was appointed on May 31, 2015, and when I resumed work on June 1 2015, in a private meeting with the president, one of the first questions I asked him was: this promise about the public declaration of assets, when are you doing it? “And then he asked me: can you please show me where that promise was ever made? And behold, we searched everywhere, there was no place where the president ever said he would do a public declaration and he asked me what the law required. And he said: ‘The law requires you to declare your assets and that is what I will do.’ Yet, since that year, they keep repeating that he promised a public declaration. [d] “Sir, can you tell Bishop Kukah that I challenge him to produce that promise by the president because the president stands by it till tomorrow that he never promised a public declaration. “In 2015, he made his assets public, in 2019, he had declared, he has chosen not to go public, he has not broken any law. So, please let’s not continue to repeat what is untrue.” Earlier, Mrs. Waziri said she escaped several assassination attempts as the head of the country’s anti-graft agency. She explained that she wrote the book due to fabrications from malicious quarters that had created a distorted perception of her persona. “Along the way, there were assassination attempts, face-offs with cranks and officials in foreign lands, thrust and parry with criminals and personal tragedies of losing loved ones, particularly husband and daughter, within one year for which my predecessors did not express their condolence. “It is the story of a young girl’s journey through life, from being a Catholic girl to a Muslim; from being born of a Tiv family in Benue State to becoming a matriarch in Tangale family from Gombe; from a police officer who was the best recruit in 1967 to becoming an assistant inspector general of police, who also became a lawyer”, she said.
