Nevertheless, INEC had already established it that the non use of the smart card readers contravenes the Electoral Act, insisting that the smart card readers were integral part of the electoral process and therefore mandatory for it to be used during the election.

In 2015 or 2019? I don't get you. In 2015, "it was not declared as in integral part of election" because it was test run by INEC that's why manual voting abound in many places. In 2019, INEC declared it to be "an integral part of election and therefore fulfil the provision of electoral act" as stated in the post up there. Can you understand why Supreme Court will definitely not talk about Smart Card Reader the way he did in 2015 when matter of discrepancies in voting is raised in this year?

 INEC said it will use card reader during the 2019 general elections - The electoral body dismissed rumour that the president's withdrawal of assent to the electoral bill will stop use of card reader - It said there has been improvement in the card reader use from 2015 The chairman of the Independent National Electoral Commission (INEC), Prof Mahmood Yakubu, on Monday, December 10, assured Nigerians that the smart card readers would be used in the conduct of the 2019 general elections. Yakubu gave the assurance amidst controversy over President Muhammadu Buhari’s withholding of assent to the 2018 Electoral Act Amendment Bill transmitted to him for the fourth time. Speaking at the Nigeria Civil Society Situation Room National Stakeholders’ Forum on Elections in Abuja, Yakubu said the technological device had become an integral part of the country’s electoral process. "The Independent National Electoral Commission will continue to follow its timetable and schedule of activities as well as its strategic plan. The commission assures Nigerians that the smart card reader has become an integral part of the electoral process and will be deployed for the conduct of the 2019 general elections," he said.  

The INEC chairman, who was represented by National Commissioner Festus Okoye said the commission had improved on its 2015 experience on the use of smart card readers. "The commission has taken onboard the challenges and glitches faced in the use and deployment of smart card readers in 2015 and has made significant improvements and upgrade to the said smart card readers. The upgraded smart card reader is faster, more robust and has new features that enable it to store additional data and transmit results," he said. Yakubu stressed that the electoral umpire would not compromise on its use for the 2019 elections. 

He said the commission had also redesigned the voters’ register and abolished the use of incident forms. He called on all Nigerians to collaborate with INEC toward guaranteeing of free and fair polls. The chairman, House committee on electoral and political parties matters, Rep Aishatu Dukku, said "as INEC takes the lead as the electoral umpire, all hands must be on deck to provide necessary support for the smooth conduct of the election," urging Nigerians to shun do-or-die politics. "We must therefore be watchful and not to do anything that would hinder the smooth conduct of the polls. Politics should not be seen as a do-or-die affair; rather, it should be seen as a contest that must produce a winner based on popular votes,” she said.

This Year (2019) Elections Smart Card Reader As A Proof Of Evidence!

I believe strongly as a Nigerian, I am a stakeholder in this Country! Therefore, I deserve to exercise my civic duties in consonant with the law of the land without any infringement whatsoever from anyone be it institution or individual. I must confess, if we are to score this government in the just concluded election, it will be right and just to say this is the "Worst Government To Conduct The Worst Elections In The Political History Of This Nation" going by the floppy arrangements of voting materials to designated places as recorded in some places across the nation, shoddy logistic supports, and the attendant complaints recorded by the electorates against INEC despite having a war chest of almost N200 billion to deliver a free and fair election to the Nation. The truth is, by the free gift of hindsight judging from what transpired across the Nation in the 2015 Presidential and Gubernatorial elections, shouldn't INEC have perfected the flawed areas in last election and give Nigerians worthy and credible elections we all can always make reference to as the best ever? Alas, it is on record now that this year *Election of 2019 is worst than 2015 election* and holds the record as the *Worst Ever* judging from political analysts and electoral scholars. It will surprise Nigerians that the *Best Election Ever In The History Of This Nation Remains The June 12 Presidential Election Of 1993*, guess what, it was not conducted under a democratic government but under the military junta we all abhor like an Anathema, the General Ibrahim Badamasi Babangida military rule!

Before I proceed with my postulation, let me submit the following facts about the Smart Card Reader used for this year (2019) elections for your perusal and guide for optimum education; 

*Once configured, the Smart Card Reader can read your fingerprints and Permanent Voter Cards (PVCs) issued by the Independent National Electoral Commission (INEC).  Therefore, any person that shows up at the polling unit without a PVC or with a card not issued by INEC will not be able to vote. It can also collate results under its "E-collation" interphase and stored the captured figures in INEC's back end server!*

*The Smart Card Reader reads the embedded chip on the PVC, not the barcode, and it shares a secret code with the PVC; thus it is impossible to falsify the cards. (In the case of cloned PVCs being captured by Smart Card Reader as being reported in some quarters, definitely these are not Smart Card Readers deployed by INEC)*

*The Smart Card Reader authenticates the identity of the voter by cross-matching his/her fingerprints with that stored on the embedded chip and in a situation where your fingerprints are not captured a Voter's Register form (replacing the incidence form) must be filled which already have your photograph, name and Voter's number and you only need to thumbprint on a space provided and write out your phone number for authentication. No person can vote using another person’s PVC.*

*The Smart Card Reader keeps a tally of all cards read, comprising the details of all voters verified as well as those not verified, including results collated at the polling units and transmits the collected information to a central INEC server via GSM data service.*

*The Smart Card Reader ensures that information transmitted to the server will enable INEC to audit results from polling units, as well as do a range of statistical analysis of the demographics of voting.*

*Collation officers will also be able to use information transmitted by the Smart Card Reader to audit polling unit result sheets and determine whether accreditation figures have been altered.*

Like I indicated above, this year Smart Card Readers (the hand held device that looked like a POS machine) have an interphase on them that indicates "E-collation" once you are in this phase you send the total accredited number of voters and also the transmissions of results to INEC's server directly. The National Commissioner of INEC, Okoye said,  "The commission has taken onboard the challenges and glitches faced in the use and deployment of smart card readers in 2015 and has made significant improvements and upgrade to the said smart card readers. The upgraded smart card reader is faster, more robust and has new features that enable it to store additional data and transmit results," he said. So, in this case, Atiku is relying on this electronic transmission of results from polling units and collation centres across the nation as his strong points against the outcome of the Presidential Results. 

It must be noted that the importance of the Smart Card Reader was established firmly as an integral part of this year's election by INEC and this same INEC even threatened to cancel elections conducted in any polling units that fails to use the smart card reader. Judging from reports from INEC's field officers in the Presidential elections, it was confirmed that in Niger State, about 10 local governments out of the 25 local governments in the State did not make use of the smart card reader at all because presiding officers were forced to resort to manual voting on the excuse that the smart card reader failed to function which are not tenable. The truth is, there is no link whatsoever between the networks of telecommunications service providers and smart card readers. Smart Card Readers operate independently via GSM data service. If I am to talk about the rejection of the outcome of the Presidential Election by the Peoples Democratic Party (PDP) Presidential Aspirant, Alhaji Abubakar Atiku, GCON and looking at the shoddy preparations put up by INEC in this year (2019) elections, especially the Presidential Election, it can be summarised from the look of things that the "Smart Card Reader" will play significant roles in deciding who actually won in the election and that means areas where manual voting were conducted as against the Electoral Act, may be cancelled, leaving us with what had been stored in the back end server of INEC. Atiku had presented his *plethora of evidences* before the world so it is no longer a thing of the Court of Law alone but now before the Court of Public Opinion which involves the Social Media involvement. As a man of conscience that I am and swore to be till I breathe my last, I can declare it boldly that judging by the impacts of the social media in this age, and its strong influences in shaping our characters either as institutions or individuals, *no court of law will jettison the Smart Card Reader captured results data on this election for hand written collation of results which can easily be altered!*

*As the case between Atiku VS Buhari/INEC/APC is already set in motion, the whole world  now become the spectators in the amphitheatre's match of the gladiators. Let justice prevail Dear God!*

After independence, in order to build a great nation, each country went to work. But in Nigeria, after independence, our people went to pray and fast. So, while we were praying, Malaysia came here and took our palm seedlings and built a great factory of it. While we were praying, Singapore went into investment in technology. While we were praying, India went into ICT. While we were praying, China went to massive industrialization. While we were shouting Allah Alakuba! UAE went into massive infrastructural development. While we were binding and casting Lucifer, Japan went into technological development. While we were speaking in tongues, Denmark went into education of her citizens. While we were mounting big speakers in our places of worship, USA was mounting man on the moon.

After our prayers, God, being a wise God decided to reward us according to our labour. Since those that went into industrialization, technology, infrastructural development, ICT, education etc have been rewarded accordingly. It's only wise God rewards us with our efforts in prayers. That's why today, Nigerian pastors are competing in building the biggest churches. 

That's why there are more prayer houses and worship places than hospitals and schools. That's why people rush to prayer houses for medical and business solutions instead of hospitals. That's why we don't do business proposals before jumping into business since we are going to back it up with prayers. And when it collapse, we blame devil. That's why it's a sin to say anything negative about pastors and imams. That's why our pastors don't consider the opinion of engineers while building and blame devil when building collapse. That's why faith in God replaces building pillars and when it collapse we blame it on Lucifer. That's why our pastors are making sure they plant church branches instead of schools in every streets in Nigeria. That's why we always wait for gods to do that which ability to accomplish we already have in us. That's why we want our teachers to labour on earth and go to heaven for their rewards. Nigeria is a prayer loving, god fearing nation. Religion has taken the place of technology, infrastructure, education and all. When we are traveling, we ignore all the necessary road requirements, servicing of our vehicles and pray. And, once we pray, we can put a half fit vehicle on the road and blame our step mother or mother in law if anything goes wrong. That's why there are more people dying on our roads. Because, we pray and fast and leave everything to God when we have all we need to survive and build a nation....... I hope it made sense to you!
