States Under The Control Of The "Assumed Dead PDP"!

The Independent National Electoral Commission (INEC) conducted the governorship election in 29 states, except in Edo, Osun, Ekiti, Ondo, Bayelsa, Kogi, and Anambra States. As it stands today, PDP, a party ignorantly assumed to be dead won convincingly in 14 States with the latest one being Rivers State while the ruling party, APC won in 15 States. If we are to factor in the possibility of PDP reclaiming its' stolen mandates in Kano, Osun with the addition of Bayelsa already under PDP, it will bring PDP's total controlled States to 17 out of 36 States which is not bad at all for an "assumed dead party" by political neophytes. At the moment, it is assumed that APC is controlling 20 States (that is if we add Kano and Osun) but the truth is from the political standing, APC is really in firm grip of 18 States! My position is, based on the outcome of this just concluded elections, future elections in Edo, Osun, Ekiti, Ondo, Bayelsa, Kogi, and Anambra States will see PDP sweeping about 6 out of the 7, which will further swell up the States under the control of the party to 23. Interesting times lie ahead as we progress on in this dispensation.

PDP-Controlled States:
1. Abia
2. Adamawa
3. Akwa Ibom
4. Bauchi
5. Bayelsa
6. Benue
7. Cross River
8. Delta
9. Ebonyi
10. Enugu
11. Imo
12. Oyo
13. Rivers
14. Sokoto
15. Taraba

Likely States to Become PDP's:
1. Kano
2. Osun

PoliticsRe: Onnoghen Stands To Get N2.5bn Benefits In ‘soft Landing’ Option - The Cable by Ratello: 10:59am On Apr 04, 2019
phyllosilicate:
If President Muhammadu Buhari goes by the recommendation of the National Judicial Council (NJC), Walter Onnoghen, the chief justice of Nigeria (CJN) could get retirement benefits in cash and kind up to N2.5 billion, checks by TheCable have revealed.

As part of the package for a retired chief justice, a house will be built for him in Abuja with a nine-digit sum for furnishing — in addition to a severance gratuity that is 300% of his annual basic salary of N3,363,972.50, as well as pension for life.

Just like state governors, a retired chief justice is entitled to a number of domestic staff and sundry allowances for personal upkeep.

This package for judicial officers was put together by the NJC long before Onnoghen became the CJN in 2017.

However, if he is dismissed, he will not be entitled to any benefits.

TheCable reported on Wednesday that the NJC has recommended the embattled CJN for compulsory retirement after deliberating on a petition by the Economic and Financial Crimes Commission (EFCC) which alleges “financial impropriety, infidelity to the constitution and other economic and financial crimes related laws”.

Onnoghen, who denies all allegations, is also undergoing trial at the Code of Conduct Tribunal (CCT) over charges of false asset declaration.

TheCable understands that members of the NJC were not convinced by his defence but also decided that he should be offered a “soft landing” through retirement.

This option may also include withdrawing criminal charges against him.

“The major problem Onnoghen’s defence had was that even though he claimed those funds found in his accounts were his, he could not provide evidence on how he made the money,” a source in the know of the deliberations told TheCable.

“He provided evidence of source of income from one investment but that went nowhere near the $200,000 per annum deposits in his account. Unfortunately, there is a supreme court judgement that says where your assets exceed your income, the burden of proof is on you, not on the prosecution.

“It also did not help Onnoghen that he never touched his salary account for so many years. He said he was living off the proceeds from his farms, but he did not provide a single proof to back this up.

“Also, money paid into his account by senior lawyers is completely unethical. You can say they do not amount to much, but you cannot justify such impunity. It was a very difficult case to make.”

NOT THAT EASY

Presidency sources, however, told TheCable that the option of “soft landing” will be difficult to justify “given the anti-corruption efforts of President Buhari”.

TheCable learnt that before the scandal blew into the open, Onnoghen was given the option of early voluntary retirement.

“Under this arrangement, he would have kept all the monies found in his accounts and received all his benefits from the system, but he chose to fight till the very end,” the source said.

“The implication now is that the criminal charges may go on, his assets will be frozen and will most likely be forfeited to the federal government after his trial and he will be banned from holding public office for at least 10 years.”

Onnoghen has closed his defence at the CCT and the tribunal is expected to give its judgment at the next sitting on April 15.

But for the crisis, Onnoghen, who is 68, was due for retirement in 2020.

BREAKING: NJC Decides On Onnoghen, Muhammad; Writes Buhari

The National Judicial Council says it has reached decisions on the petitions written against the suspended Chief Justice of Nigeria, Walter Onnoghen, and the justice acting in his stead, Tanko Muhammad.

The decisions have been communicated to President Muhammadu Buhari for action, the council said Wednesday.
Mr Onnoghen is accused by the Code of Conduct Bureau of not declaring all his assets as a public official, and is standing trial at the Code of Conduct Tribunal for the alleged offence.

Separately, the Economic and Financial Crimes Commission accuses Mr Onnoghen of receiving bribes in money and gifts from lawyers, and receiving illicit payments from public funds.

The embattled CJN has denied all charges. In a written submission to the NJC, published by PREMIUM TIMES Wednesday, Mr Onnoghen said the allegations were baseless, and accused the EFCC of ignorance, and attempting to tarnish his image.

The NJC also received petitions against Mr Muhammad who is accused of allowing himself to be used as an acting CJN after the controversial suspension of Mr Onnoghen by President Buhari in January.

The suspension, only the second in the history of the nation’s judiciary, was widely criticised as unconstitutional as CJN can only be removed with the approval of the Senate.

The NJC reconvened Wednesday in an emergency meeting to consider the report of a five-member committee constituted to investigate the allegations.

A spokesperson for the council, Soji Oye, said the NJC decided that the allegations relating to assets declaration that were levelled against Mr. Onnoghen were “subjudice” and therefore abstained from considering them.

President Muhammadu Buhari swearing-in New Acting CJN, Justice Ibrahim Tanko Muhammad.

He said the council “reached a decision on the petitions written by Economic and Financial Crimes Commission (EFCC) and others and conveyed its decision to President Muhammadu Buhari, GCFR.”

Mr Oye said the council also resolved that, by the nature of the decision reached, it would be inappropriate to publicise it before conveying it to Mr Buhari.

Omoyele Sowore’s Africa Action Congress (AAC) has defeated the Peoples Democratic Party (PDP) in Ahaoda West in Rivers State.

Sowore, the founder of Sahara Reporters, contested the 2019 presidential election under the party.

According to the Okochikwu Francis, the Local Government Collation Officer who announced the governorship result in the LGA on Sunday, the new party polled a total vote of 44,857 compared to the miserly 5,866 votes polled by the PDP.

Awara Biokpomabo, who is the governorship aspirant of the AAC in Rivers, was endorsed by Rotimi Ameachi, Nigeria’s Minister of Transportation, following the disqualification of the All Progressives Congress from fielding candidate for the state elections.

Although, the national leadership of the AAC distanced itself from the endorsement, the endorsement no doubt contributed to the huge number the nascent party polled in some LGA in the state.

Also, the party won in the governorship election in Ikwerre LGA, of the state having polled 96,663 to dwarf PDP’s 7,554.

The results of the elections are still being collated across the 23 LGAs in the state.

Nigeria’s rice importation rises by 400,000 tonnes – US report

November 6, 2018 Blueprint
Nigeria imported three million metric tonnes of rice in 2018, which is 400,000 metric tonnes more than the quantity of the product imported in 2017, according to the 2018 United States Department of Agriculture World Markets and Trade Report.
The report also stated that Nigeria’s local rice production dropped from 2016 to 2018 compared to 2015.
The report is contrary to several claims by the Nigerian government that local rice production has increased while importation has dropped by up to 90%. The report, released in October, showed that since 2016, Nigeria had consistently milled 3,780,000 metric tonnes annually – a drop from 3,941,000 metric tonnes recorded in 2015.
Similar news Anambra has over 1,000 gully erosion sites - Commissioner
It also stated that Nigeria recorded a higher consumption of rice in 2018 at 6,900,000 metric tonnes – an increase of 200,000 metric tonnes over the previous year.
The report also stated that global rice milling production for 2018 was 487,759,000 metric tonnes; a drop of 3,758,000 metric tonnes against the 491,517,000 metric tonnes recorded in 2017.
The report said, “Global rice production rose in October 2018, due to a higher crop yield in India, partially offset by a reduction in rice production in Egypt.
“This is nonetheless still lower than the prior year’s record. Global consumption by comparison, is marginally higher. Trade is largely unchanged as higher imports for the Philippines are mostly offset by lower imports for China.

”The report listed Brazil as the top producer and consumer of rice in the Western Hemisphere. A significant import market, Brazil also became a net exporter as in 2016.
Due to higher supplies in 2018, Brazil has reverted to its position as not only a net exporter but also as the top South American supplier to the global market.
“Brazil is forecast to export one million tons (milled basis) in 2018, declining to 850,000 tons in 2019 due to increased competition from Paraguay, Guyana, and Argentina.

Nigeria election: INEC reveals fresh decision on Zamfara APC saga
Published on April 2, 2019 By John Owen Nwachukwu

The Independent National Electoral Commission, INEC, has said that the decision of the Supreme Court will determine the fate of those elected on the platform of the All Progressives Congress, APC, in Zamfara State.

The electoral umpire said it will wait for the pronouncement of the Supreme Court before taking any decision on the primary elections of the party in the State.

DAILY POST reported earlier that the commission had withheld certificates of return of the state Governor-elect, Alhaji Mukhtar Shehu, following the judgment of the Court of Appeal in Sokoto.

However, the APC wrote the commission last week, saying that the Court of Appeal did not nullify their primary elections in the State.

But speaking to reporters in Abuja yesterday, INEC’s Chairman of Information and Voter Education Committee, Festus Okoye, said the commission was law-abiding.

According to him, “The Independent National Electoral Commission is a law-abiding institution. It is the policy of the commission to obey court orders and court decisions.

“The commission took the decision to exclude the candidates of the All Progressives Congress from the list of nominated candidates on the grounds that the party did not conduct primary elections.

“The party has taken the matter to the Supreme Court and it is only rational and prudent to wait for the decision of the Supreme Court before proceeding.

“The commission took a cautionary approach in suspending further issuance of certificates of return to the members-elect of the state assembly, the deputy governor-elect and the governor-elect. The commission will abide by the decision of the Supreme Court on the matter.

“The commission does not have any interest in who becomes the governor of Zamfara State but is only interested in the processes and procedures leading to the declaration of results and issuance of certificates of return.

“We are confident that the Supreme Court will conclude the hearing of the matter and deliver its judgment before the inuguration of elected members of the national and state assemblies.

“We believe that the people of Zamfara State deserve to know who their governor and representatives are before the terminal date of this regime.

“The commission receives dozens of letters daily. The commission replies letters it receives but takes decisions based on the orders and judgments of courts.

“The commission studies the judgments and takes its decisions based on the judgements and orders and not based on the opinions and decisions of lawyers.”
