Obasanjo gave his blessings to this despot in 2015 thinking he will perform and now as his term is winding to a close, Buhari had failed in virtually all the sectors he promised to deliver on in 2015 right from; power, security, economy policies, foreign direct investments, education, agriculture, food supply, basic amenities, portfolio sharing, rule of law, etc unfortunately for the damned souls backing this despot to his disgrace and defeat in 2019, they couldn't trace Obasanjo's link to the gross failures of Buhari in the above mentioned indices so I wonder why a reasonable soul will be yearning for a Buhari's comeback if it is not madness. Buhari will perish if he tries to rig himself back to power in Jesus Name (Amen)! The suffering in the land under him is too much as a result of his unfriendly and harsh fiscal policies targeted towards the innocent masses. Woe betide this demonic man called Buhari may God continue to bless and empower Baba Obasanjo and grant him long life. (Amen)!

Olisa Agbakoba, a senior advocate of Nigeria (SAN), has asked the national assembly to override President Muhammadu Buhari and pass the electoral act amendment bill, 2018.

He said the bill would improve the credibility of elections conducted by the Independent National Electoral Commission (INEC) and also give legal backing to the use of card readers in the polls.

Buhari had rejected the bill for the fourth time, citing disruption to the 2019 elections as his reason.

In a letter sent to the national assembly, Buhari said he is “concerned that passing a new electoral bill this far into the electoral process for the 2019 general election which commenced under the 2015 Electoral Act, could create some uncertainty about the applicable legislation to govern the process.”

But in a letter addressed to the national assembly leadership, Agbakoba said Buhari’s stance “makes no sense.”

He said giving legal backing to the use of card readers in the election was necessary after the supreme ruled out their use in elections because the electoral act 2010 which is being amended does not provide for them.

“It will be recalled that the Supreme Court declared use of Smart Cards as contrary to the Electoral Act 2010, so the 2018 amendment is intended to give INEC a legal basis to use Smart Cards and Electronic Technology,” the letter dated December 10 read.

“The 2018 bill also introduced the extremely important procedure of transmitting results of votes from Polling Units by electronic means. Electronic transmission will remove rigging and enhance the credibility of the Vote Count.

“INEC says it is familiar with the amendments contained in the 2018 Electoral Bill. INEC has used smart cards at all elections from 2015. INEC has submitted an election budget which provides for Smart Cards and transmission equipment.

“The President claims that part of the reason for withholding Assent, is that INEC will not have enough time to become familiar with the 2018 Bill and that a new Act will generate confusion. This is simply incorrect and flies in the face of INEC’s announcement that it will not use incident forms or manual voting in 2019 elections.”

He said circumstances show INEC is ready to deploy electronic technology for 2019 elections and “only requires that the Electoral Act provides a legal framework.”

“Distinguished and Honourable Members of NASS, are please urged to override Mr. President and enact 2018 Electoral Act,” Agbakoba said.

WHY YOU WILL WIN THE FEBRUARY 16, 2019 PRESIDENTIAL ELECTION?- I want to refresh your memory on my recent open letter to President Muhammadu Buhari last week. In that open missive, I listed three major reasons why he would not serve a second term as president. The first reason is his open declaration that he would serve for one-term only. No matter President Buhari's superlative performance as president as being bandied about by his phalanx of agitpropist; the True Lord God Almighty Who called me in truth and indeed cannot act contrary to His Written Words as contained in the Book of Life, the Holy Bible. "God is not human, that he should lie, not a human being, that he should change his mind. Does he speak and then not act? Does he promise and not fulfill?" (Numbers 23:19); and "God, who does not lie, (Titus 1:2) because; "it is impossible for God to lie." (Hebrews 6:18).
President Muhammadu Buhari and his supporters may give the lame excuse that all politicians lie and thus their principal should be given a slap in the wrist for telling us a lie that he would not seek re-election in 2019; those of us the Almighty God has genuinely called and made watchmen over their respective nations (Jeremiah 6:17; Ezekiel 3:17, 33:7; ) will not drop the ball in our Spiritual Duty. On this alone and alone as I pointed out last week, President Muhammadu Buhari will not return as president for a second term in 2019 as my prophecy declares. Perceptive Nigerians and those in the know are fully aware of the current terrible state of the Nigerian nation. The fact of the matter is that the presidency has been outsourced. Buhari isn't the one actually in charge. The man is seriously battling with his health challenges and has no time for governing. The trio of Abba Kyari, Mamman Daura and Isa Funtua including one boy called "Tunde"-not real name, but named after late Gen. Babatunde Idiagbon- are the ones directing the affairs of Nigerian state. It is so sad and tragic that in a nation of 170 million human beings; with the finest brains and intellect on earth, this is what we have been reduced to. We had that unfortunate misfortune during the era of the military brigands that messed our nation for many years until few of us stood up and said it was enough and we got rid of those rascals. But thank God, we are in a democracy now and we will ensure that low-lifers and nonentities will not ruin our future and the futures of our children and generations yet unborn, and so Buhari and his cabal are on their way out.

The Lord God Almighty, the Creator of the heavens and earth hate proud, arrogant and pompous people. Lucifer and his angels lost their abode in heaven on account of this sin of pride. King Saul, Nebuchadnezzar and Belshazzar were handed over to their enemies because of the demonic spirit of pride. The Arrogant, Proud and Careless Party known as APC has reached its full cycle and the party and its presidential candidate; incumbent President Muhammadu Buhari would be brought low and humbled on Saturday February 16, 2019 as my prophecy declares. As the Lord Jesus Christ said: "For those who exalt themselves will be humbled, and those who humble themselves will be exalted" (Matthew 23:12; Luke 14:11). Finally, the True Lord God Almighty, the Sovereign Lord of the heavens and the universe and the I AM THAT I AM is bringing you up as Nigeria's next president because of Mr. Peter Obi just as He revealed to us about Mr. Yemi Osinbajo. The latter has derailed. He has given the excuse that he has been marginalized and thus what the Lord God Almighty instructed Yemi Osinbajo to do under this administration, he has either forgotten or simply incapable of doing those things. Consequently, Buhari and Osinbajo are not coming back and in their places, you Alhaji Atiku Abubakar and Peter Obi have been raised up to take their positions. As I indicated in 2014, I am indicating again in 2018 that I will cause a letter to be written to you -an open letter of course since we do not do anything under the table-next year when you listen to spiritual advice and follow the instructions of the Holy Spirit and become president. The letter will spell out three basic things your administration should do which President Jonathan failed to do and led to his defeat in 2015 and which President Buhari has failed to do and which will lead to his defeat in February 2019 as my prophecy declares.

CONCLUSION:- Now that the coast is clear for you to take the mantle of leadership from President Muhammadu Buhari on Wednesday June 12, 2019, you must ensure that your victory at the polls is convincing and indisputable. As I have explained in this column numerous times, every blessing of the True Lord God Almighty is tied to Divine Instruction and Spiritual Action, because Faith without Works is dead (James 2:14-26).
The True Lord God Almighty told Joshua that He had handed over the Land of Jericho into his hands and that of his army, yet He instructed them to march around the Walls of the City to claim the land: "Now the gates of Jericho were securely barred because of the Israelites. No one went out and no one came in. Then the LORD said to Joshua, "See, I have delivered Jericho into your hands, along with its king and it's fighting men. March around the city once with all the armed men. Do this for six days. Have seven priests carry trumpets of rams' horns in front of the ark. On the seventh day, march around the city seven times, with the priests blowing the trumpets. When you hear them sound a long blast on the trumpets, have the whole army give a loud shout; then the wall of the city will collapse and the army will go up, everyone straight in." (Joshua 6:1-5). Our Lord Jesus Christ Who is God in the flesh told the blind man in John 9:7 to go and bathe at the Siloam Pool and he would recover his sight. The Lord Jesus Christ could have just touched his eyes and the man would have recovered his sight, but the Lord God Almighty in the flesh wanted the blind man to demonstrate his faith in the Lord Jesus Christ by his action.
When Elisha told Gen Naaman of the Syrian Army to go wash in River Jordan and he would be cured of his leprosy, the general was upset. 2 Kings 5:11-12: "But Naaman went away angry and said, "I thought that he would surely come out to me and stand and call on the name of the LORD his God, wave his handover the spot and cure me of my leprosy. Are not Abana and Pharpar, the rivers of Damascus, better than all the waters of Israel? Couldn't I wash in them and be cleansed?" So he turned and went off in a rage." Can you imagine a leprous military general upset about instruction to be cured of his disease because of his foolish pride? Much later, he came to his senses and carried out the instructions of the man of God and got his miracles. Praise the Lord! Some so-called big-men and women on earth think they can dictate to the Holy Spirit when and how they shall obtain their miracles! Arrogant souls! I was in a country and an important personality had a problem. He was told I was in town and pronto, he sent his emissaries to me but the Holy Spirit instructed me not to go and see him. "Tell him he should find a way to come and see you at your guest house. He needs you more than you need him. My anointing on you is not to be traded for anything on earth. Didn't I tell you when I was physically with you down there that; What people value highly is detestable in God's sight? Luke 16:15)'. The big shot eventually ate the humble pie and later got his miracles. In 2014 when the Holy Spirit instructed me to tell Dr Moses Wokili to relocate from his base in Kaduna and move to Lokoja, Kogi State and open his campaign office as the Lord God Almighty told me He would make him the next governor of Kogi State, Wokili doubted our prophecy. He didn't carry out the instruction we gave him through the Holy Spirit, because he was afraid of then Prince Abubakar Audu. We told him the latter would be removed miraculously and he-Wokili- would become the governor of Kogi State. He baulked and missed his destiny. In the last APC governorship party primary in Oyo State 2018, the young man who would have become the governorship candidate and ultimately governor in 2019 also threw his destiny away by pride, arrogance and lack of tact. He consulted us and we told him what to do, but thinking he could do it on his own, he went for the primaries of his political party. I told him he would lose and he lost. Gov. Nyeson Wike would not have become the governor of Rivers State, if the APC Governorship Candidate in 2015, Dr Dakuku Peterside had listened to spiritual instructions and did what the Holy Spirit instructed me to tell him. He disregarded the instructions and threw destiny away. In another state, a wise man that believes and really has faith in the Jehovah Lord God Almighty of the Holy Bible did the same thing the Holy Spirit told us to tell Dr. Dakuku Peterside and became governor. Over and over again in the Book of Life, the True Lord God Almighty would give instructions when you pray to Him for a breakthrough. The instructions are meant to test you and find out if you indeed trust and have faith in the Lord God Almighty just as Moses told the Israelis: "Do not be afraid. God has come to test you, so that the fear of God will be with you to keep you from sinning." (Exodus 20:20). Many people say with their mouths they fear, trust and love the True Lord God Almighty, but when instructed to carry out some instructions, they refuse to obey prompting our Lord Jesus Christ to observe: "And why do you call Me Lord, Lord, and do not what I say?" (Luke 6:46).

Mr. Atiku Abubakar, this is your hour, this is your time and this is your moment; seize it and shine. If you do not do what the Holy Spirit instructed us to tell you, you will win the election, but you will not be declared the winner and will not be sworn in. If you trust some powerful people who are human beings like you to win in the forthcoming presidential elections, here was the Message of the True Lord God Almighty for you. The Lord Jesus Christ said I should tell you: "Don't put your confidence in powerful people; there is no help for you there" (Psalm 146: 3). There are many of your inner caucus and advisers who are double-dealing and working against your interests "This is what the Lord says: "Cursed are those who put their trust in mere humans, who rely on human strength and turn their hearts away from the Lord. They are like stunted shrubs in the desert, with no hope for the future. They will live in the barren wilderness, in an uninhabited salty land" Jeremiah 17:5-6). You are not going to win the Saturday February 16, 2019 Presidential Election, because of your financial power, experience, connections or wisdom, power and strength. The last time I checked, someone in Nigeria won the presidential election but was prevented from assuming office and died in the process. He had money, plenty of it, probably more than you; he had also connections, strength, reputation, power and more, but didn't make it. The True Lord God Almighty, the Sovereign Lord God Almighty of the heavens, the universe and all that are in them instructed me to declare to you Mr. Atiku Abubakar that; He is the Lord God Almighty and that is His Name; and He; "… the Most High is sovereign over all kingdoms on earth and gives them to anyone he wishes" (Daniel 4:25). Consequently, "This is the word of the LORD to Zerubbabel: 'Not by might nor by power, but by my Spirit,' says the LORD Almighty" (Zechariah 4:6).
A word to the wise is sufficient; enough said to the wise man and woman.

Dear Alhaji Atiku,
met you informally in Jos, Plateau State on March 27-29, 1993 during the national convention and presidential party primaries of the defunct Social Democratic Party-SDP- in 1993. It was at the Hill Station Hotel Jos where the late Chief MKO Abiola emerged as the presidential flag bearer of the party and you were supposed to be picked as his running mate. You will recall that at that historic party convention, the late retired Gen. Shehu Musa Yardua, the Tafida had held a meeting with you and Chief MKO Abiola at the residence of Ambassador Yahaya Kwande on Ibrahim Taiwo Road opposite the NUJ Secretariat with a view to edge out Ambassador Babagana Kingibe, who, as the chairman of the defunct SDP had, few months resigned his chairmanship to also put his hat into the presidential race against the advice of the Tafida which the latter considered perfidious. News waltzed out of that secret political alliance that the combined forces of Chief MKO Abiola and the Atiku Abubakar Presidential Campaigns should coalesce and edge out Ambassador Kingibe while Chief MKO Abiola would ultimately choose you as his vice-presidential running mate. As it turned out, Chief MKO Abiola baulked and betrayed you and the late Tafida by picking Ambassador Babagana Kingibe as his running mate after he won the presidential primary. The rest, as they say, is history.
I have gone into memory lane in this open missive to underscore your political odyssey in Nigerian politics. As I have pointed out in many of my published books and as other political analysts have similarly stressed, if the late Chief MKO Abiola had respected that gentlemanly agreement at Ambassador Kwande's residence in Jos in March 1993 which was brokered by the late Tafida, perhaps, the history of June 12, 1993 political logjam would have turned out differently. The import of this historical rehash is its relevance to the forthcoming presidential election in 2019. For, if caution is thrown to the wind, as the Spanish philosopher, George Santayana reminded us; "Those who do not remember the past are condemned to repeat it." The past has a crueler way of repeating itself in Nigeria's contemporary political history.


YOUR SPIRITUAL POLITICAL LIFE: - According to the Book of Life; the Holy Bible, there are seven types of power on earth. These are: Intellectual Power (I Kings 4:29-30); Physical Power (Judges 14:5-7); Financial Power (Job 1:1-3); Aesthetic/ Artistic Power (Exodus 35:30-35); Feminine/Sexual Power (Genesis 34:1-31; Gen. 49:1-4 , Judges 16:1-22, I Kings 11:4, Proverbs 6:20-27) ; Political Power (Exodus 1:8-18. Exodus 5:5; Daniel 4:19-27 and lastly, Spiritual Power (Exodus 12:12; Joshua 2:11; Matthew 28:18; Mark 16:16-18). The seven power domains above are also referred to as "talents" (Matthew 25:14-30) "gifts" (I Corinthians 12: 1-11; Ephesians 4:11-16) given to every human being on earth by the Creator to give honor and glory to Him in the first place as "The Giver of all good gifts" (James 1:17) and to serve the rest members of humanity in love and harmony. Every human being that has passed through this earthly realm, who is now on the earth, or will ever be born on this dimension has one of the above seven power-gifts or power-talents given him or her by the Creator. Your power-gift or talent is your purpose and reason the True Lord God Almighty, the Creator sent you to this planet earth. Your attainment and accomplishment of this power-talent is predicated on your first discovering it and then fulfill it.


The Saturday February 16, 2019 Presidential Election should be convincingly won by Triple A so that it would be difficult to finagle with its final outcome as my prophecy declares. Triple A needs to obey Spiritual Instructions and Divine Order to achieve this in Jesus Mighty Name, Amen.
Most human beings do not even know the raison d'être of their existence and thus will not fulfill that power-purpose. After the True Lord God Almighty had decided the 12 issues of life before you and I arrived here among such pre-determined issues of life referred to as "purpose in election" (Romans 9:10-13) among which are; the power of life, race, gender, nationality, family, mother's womb etc; the first decision of the Holy Spirit as soon as you are "knitted" together in your mother's womb, which is medically referred to as your DNA is your power-purpose. We know of this spiritual truth from the Book of Jeremiah 1:4-5: "The word of the Lord came to me saying; "Before I formed you in the womb I knew you, before you were born I set you apart; I appointed you as a prophet to the nations." Every human being on this planet earth is a finished product. Your creator has put into you everything you need to fulfill His plan and purpose for your existence while you are here. Your duty is to find out that purpose-talent or purpose-gift and discover those things He has put into you for you to carry out your earthly assignment.
Satan and his demons do not decide your power-purpose, power talent or power-gift; rather, their mission is to replace your purpose and ensure you don't discover it. If that is not achieved, they ensure that you use your power-purpose or power-talent to glorify yourself or glorify Satan and his demons instead of glorifying your Creator, the True Lord God Almighty Who gave you the power-purpose or power-talent in the first place. For instance, if you have been given the power-purpose or power-talent of singing which is part of Aesthetics/Artistic Power like the late Michael Jackson or Prince for examples, Satan would convince you to sing to glorify yourself or glorify Satan instead of glorifying God. Take the late Donna Summer for instance, if you listen to her testimony after she gave her life to the Lord Jesus Christ as a born-again Christian in 1979 as a songstress, you will understand what we are talking about here.


Mr. Abubakar Atiku, your power-purpose and power-talent is political power via leadership, just like other political figures in Nigeria and all over the world. In order for you to fulfill this Godly-purpose in your life; indeed anyone gifted with Political Power, you need three Destiny Helpers to achieve it and these Destiny-Helper are known to Satan and his demons and very early in life, Satan and his demons attack these Destiny-Helpers so that the purpose of the Lord God Almighty will not be fulfilled in the lives of individuals. These three major Destiny-Helpers are: Natural/Biological Counselors, Leadership Counselors and thirdly, Spiritual Guides. From Abraham Lincoln, to Barack Obama and in our clime here; from Obafemi Awolowo, Nnamdi Azikiwe, Olusegun Obasanjo and many others gifted with Political Power, there is one trait common to most of them; they lost their parents very early in life. Even Muhammadu Buhari, the current president of Nigeria, who has 70 days in office as president grew up as half-orphan and so you too; Alhaji Atiku Abubakar, who will take over from the incumbent on Wednesday June 12, 2019 also grew up as half- orphan. Satan and his demons do this in the lives of Political Power-Talents in order to kybosh the plan of God in their lives.

The second Destiny Helper is a Leadership Counselor which you had in the late Gen. Shehu Musa YarÁdua, the Tafida. If you have read the autobiographies of most of the political leaders of the world, they normally mention one person in their lives apart from their parents, who gave them a break in life by opening their eyes and interests in political power. The 42nd President of the United States, Bill Clinton was adopted because his biological father died three months before he was born. If you have read his autobiography; My Life, he mentioned one Senator William Fulbright as the Leadership Counselor that propelled his political gift or talent. If you have read the autobiography of the 44th President of the United States; Barrack Obama, you would discover the same similar trend in his political tutelage. He barely knew his father and could count the number of times he saw the man before he lost him at the age of 21 years. In Dreams from My Father: A Story of Race and Inheritance and Audacity of Hope, two works about the philosophical and ideological metamorphoses of the first African-American President of the greatest country on earth, Obama also mentioned the name of his Destiny-Helper in Leadership. In the Holy Bible, no political leader made it to the throne without first recognizing their second Destiny Helpers as Leadership Counselors.

The last Destiny-Helper is a Spiritual Guide. This is the most important of the three Destiny-Helpers which you, Atiku Abubakar haven't had since 1993. Although you are surrounded by many spiritual advisers, but they aren't those approved by the True Lord God Almighty. In the Word of Life, you would discover that King Saul had Samuel; King David had Nathan; King Jeroboam had Ahijah, King Asa had Hanani, King Hezekiah had Elijah, King Josiah had Jeremiah and many more. Each time any of these kings rebelled and discarded the spiritual advice of the prophets assigned to them as Spiritual Guides, they always missed their ways and ended up tragically like Saul, Jeroboam and many others. Those who listened to genuine prophets of God turned out good and their citizens rejoice, because the resultant effects of having good, genuine and Godly-directed Spiritual Counselors in the corridors of power are purposeful and good leadership. No wonder the Book of Proverbs reminds us that:"Plans fail for lack of counsel, but with many (Godly) advisers they succeed" (Proverbs 15:22). Satan and his demons know that for each of us to fulfill our God-given purpose on earth, we each individually need Spiritual Guide so; Satan and his minions ensure they send charlatans, liars, and their human agents to political leaders and others in order to take us off the radar of our God-given purpose in the Journey of Life. It was not by accident that the daughter of Ethbaal King of Sidon, Princess Jezebel married King Ahab of Israel and through that filial relationship succeeded in bringing 900 satanic priests of Baal into the land and ultimately led to the fall and eventual disintegration of the kingdom.
From Genesis to Revelation, every highly successful political leader had at least two or all three of these Destiny Helpers; Moses had his Natural Counselors from Pharaoh's Palace where he grew up (Exodus 2:5-10); his Leadership Counselor was his father-in-law, Jethro (Exodus 18:1--27) and his Spiritual Guide was Aaron, his elder brother (Exodus 4:27-31). Similarly, the success of King David before he ascended the throne of Judah/Israel and during his 40 year reign could also be attributed to these three Destiny Helpers: Natural/Biological Counselors provided by Jesses his father and seven of his elder brothers both in Moab when he and his entire family went into exile from murderous King Saul; and also when he returned from exile and officially took the reins of power as King of Israel. But paradoxically David's Leadership Counselor was King Saul who requested for his service in his court in the palace at a young age (I Samuel 16:14-23) and finally, Prophet Nathan, who was his Spiritual Counselor. Of course, King David had more than one Spiritual Counselor, but his success even after that brief blot of Bathsheba was his wisdom in surrounding himself with genuine men of God. Even our Lord Jesus Christ satisfied these three requirements of Destiny Helpers; at home, Joseph provided that Godly and conducive atmosphere for the King of kings and Lord of lords to grow and ward off the opprobrium and gossip the Virgin Mary would have to endure in the community (Matthew 1:18-25) and of course, John the Baptist played the role of Leadership Counselor as herald of our Lord and Savior Jesus Christ ( Luke 1:5-23; 67-80 ) while as God-in-the-flesh, our Lord Jesus Christ didn't need a Spiritual Counselor, because; "The people were amazed at his teaching, because he taught them as one who had authority, not as the teachers of the law" (Mark 1:22).
In the Journey of Life, each of us must confront Satan and his demons in the inevitable spiritual warfare between Good and Bad, Light versus Darkness, Heavens versus Hell and God versus Satan. The spiritual warfare entails not only Satan and his demons attacking and displacing our Three Destiny Helpers; Satan and his minions have also devised Six Destiny Destroyers to prevent us from fulfilling our Purpose on this planet earth. These Seven Destiny Destroyers are: Premature Death/Abortion (Revelation 12:1-6); Sexual Indiscretion: (Genesis 49:3-4); Wrong Marriage Partner and Unholy Spouse (Genesis 24:1-8; Deuteronomy 7:3; Ezra 9:12); Pride and Arrogance ( I Samuel 15:23; Matthew 23:12); Love for Money and Materialism (I Timothy 6:10); Pride of Life and Love for the World(I John 2:15).

The second deft political move made by you was insistence and persistent resolve to reconcile and make up with former President Olusegun Obasanjo. Many Nigerians often wonder why the support of Obasanjo matters in Nigerian politics; against the ugly backdrop of the fact he has no electoral value. In Presidential Politics, these initial political moves are very significant, because they give voters inkling on how the presidential aspirant will govern ultimately as president. Here are some more of my background thoughts for preaching on Sunday’s Gospel text for the Second Sunday in Lent: Luke 13:31-35.

I have been wondering why Jesus told the Pharisees “Go and tell that fox for me . . .” after they had warned him to leave town because of Herod. Why call Herod a “fox”?

Herod was the tetrarch (meaning “ruler of a fourth,” for the kingdom was divided) of Galilee, in whose territory Jesus was active. We all know about Herod the Great, the one who was in power when Jesus was born and who slaughtered the innocent children after the Magi told him about the Christ child, but this is his son, Herod Antipas.

What do we know about him? Well, when Jesus calls him “that fox,” he is not saying that he is as sly as a fox, although he might well have been. No, Jesus is actually insulting him, for a fox is an unclean animal in the Israelite holiness codes. We need a little history lesson to know why Jesus thought Herod fit to be insulted in such a way.

Though Herod often tried to appear the pious Jewish leader, he had more than a few problems maintaining the loyalty of his Jewish subjects. His first problem was his very authority. He had been put in power by Caesar Augustus, the Roman Emperor, in 4 BC. And then in 17 AD, to honor his Roman overlords, he build a grand new capital city named Tiberius, after the current emperer, only to discover that it was built on top of an old Jewish cemetery. No pious Jew ever entered it, and it was inhabited almost exclusively by Greeks and Romans.

Then he also had serious women problems. He divorced his first wife, which had been a political union, as she was the daughter of an Arab ruler, in order to marry Herodius. She had been the wife of his half brother, also called Herod just to confuse us.  It was not unheard of in those days to marry the ex-wife of one’s brother, but she was also the daughter of another half-brother, Aristobulus. Marriage to one’s niece was also permitted, but marriage to a woman who was both one’s sister-in-law and ones’ niece was irregular, or as my kids might say, “sketchy.”

It was this Herod who had John the Baptist killed. John had been a persistent critic of Herod for his dubious marriage and his general immorality. The Gospels say he had John killed because he had promised his daughter Salome anything she wanted if she danced for him, and John’s head on a platter is what she wanted. The historian Josephus wrote that Herod’s subjects believed that the war that broke out in 36 AD with the Arabs (recall the first divorced wife), and the subsequent Arab military successes, were divine punishment for Herod’s many transgressions.

So for these reasons, and for the fact that he let his daughter dance in public, which was considered a shameful act, the readers of this story would have understood that Herod Antipas was an unrighteous man and an unfit ruler.  No pious Jew would ever have let his daughter dance in front of strangers.

In short, Herod Antipas was an unsavory and unscrupulous puppet ruler of the Romans, and certainly not one to be trifled with. Jesus would have had every reason to have been afraid of him. This is the gist, I think, of the Pharisee’s warning to Jesus to stay away from him. They were no friend to Jesus, but most likely were even less enamored of Herod Antipas. Jesus was in danger from Herod, and so he left for the countryside, not because he was afraid of Herod, but because “his time had not yet come.”

Jerusalem, which figures prominently in this passage and in the larger story, was part of the Roman province of Judea, which is why Jesus, as the creed says, “suffered under Pontius Pilate‚” the Roman procurator. Herod’s role in turning Jesus over for trial to the Romans, as described in Luke, is much debated by historians. Most likely the reason was that Jesus was active in his district. But it was smart for someone who was attracting crowds as Jesus was to keep clear of Herod.  An unpopular puppet ruler with a tenuous grip on power was then, as now, someone to be afraid of.

A former Nigerian president, Olusegun Obasanjo, has denied media reports (not PREMIUM TIMES) that he has decided not to support any candidate for next year’s presidential election in Nigeria.

Mr Obasanjo made the clarification in a statement on Sunday by his media aide, Kehinde Akinyemi.

‘While Chief Olusegun Obasanjo is in Cairo to attend the maiden edition of the Intra-African Trade Fair (IATF), of which he is Chairman of the Advisory Council, his attention has been drawn to a report by the News Agency of Nigeria (NAN) with the headline “Atiku: Obasanjo Shifts Political Gear to Neutral.”

“It is disingenuous, if not malicious, for anyone to suggest that Chief Obasanjo was being neutral when he chose not to use the Owu Convention as a platform for political campaign but instead adopt a communal and familial approach in talking to members of his Owu family,” Mr Akinyemi said.

“For the records, and as accurately reported by some media organisations, what the former president said at the convention in Iwo was that while he would not impress any candidates on them, Nigerians should vote for credible candidates who will drive growth and development and make their lives better than it is now.”

He explained that Mr Obasanjo’s statement did not suggest his neutrality, as he believes that, “only a fool will sit on the fence or be neutral when his or her country is being destroyed with incompetence, corruption, lack of focus, insecurity, nepotism, brazen impunity and denial of the obvious.”

“Chief Obasanjo is no such fool nor is he so unwise,” the aide said.

The former president, who already declared his support for opposition presidential candidate, Atiku Abubakar, said he would not sit on the fence when he needs to be out and active for people to know where he stands in the best interest of Nigeria.

He urged Nigerians to stop complaining about their current situation and advised that they should and go out to get “beneficial change,” stating that, “they must know that such change will not come if they remain inactive just complaining and complacent and they allow themselves to be deceived by sycophants and enemies of Nigeria.”

“If they do not become active and get much needed change of the current administration to a government that will improve the economy, regain the confidence of investors and generally drive growth, development and economic progress with security, what is coming will be much worse than what Nigerians currently suffer.”



Mr Obasanjo said he would continue to speak against poor governance and nobody should manipulate his stance on the 2019 presidential election.

Mr Obasanjo was an ally of President Muhammadu Buhari, whom he supported for the 2015 general elections.



He has, however, accused the president of nepotism, poor performance, and sectionalism and declared his support for Mr Abubakar.

The presidency has however repeatedly asked Nigerians to ignore Mr Obasanjo, saying Mr Buhari’s performance in office was enough to earn him re-election.

Mr Buhari also accused Mr Obasanjo of corruption while in office.

HIGHLIGHTS:
A juror in the trial of US Congressman Jefferson says no evidence implicated Mr Atiku
International human rights lawyer warns USA not to join Buhari’s repression of opponents
Convicted us Congressman now freed on appeal
Due to issues of urgent national interest generated by the alleged US “cases” involving the leading challenger to former VP Abubakar Atiku, we have undertaken to shed more light on the above in a bid to provide the general public an informed analytical framework and to clarify the role of US Nigeria Law Group in the same.

THE CASE AGAINST CONGRESSMAN JEFFERSON – DEFENSE COUNSEL’S VIEW
Several years ago, we were approached by defense counsel to congressman Wilson to assist him in their defense of him in matters related to his interactions with VP Abubakar Atiku. We declined the offer. However a lawyer within the USNLG law group was ultimately retained by Jefferson’s counsel to assist them in the matter.

While not having been directly involved in the matter, we can state for a fact as follows:

The case was against Congressman Jefferson and not VP Abubakar Atiku

The interest of the defense counsel was not in VP Abubakar Atiku but in his Nigerian American wife

The interest in the wife was not as a co-accused or indicted co-conspirator but as a witness for the defense in the trial of the US congressman

It is our understanding that Nigerian counsel in the matter were unable to serve her and as a result she did not testify on behalf of the congressman who was subsequently jailed.

This is the extent of our direct knowledge in the case. We however add a historic footnote that congressman Jefferson had been pro Abacha during our prior efforts to engage the US Congress to press for democracy in Nigeria 20 years ago. Even back then there had been rumors of his unhealthy business interests in Nigeria under that military dictatorship.

THE CASE AGAINST CONGRESSMAN JEFFERSON – A JUROR’S VIEW
Over a period of time, we interviewed a member of the jury who voted for the conviction of Congressman Jefferson. It was indicated to us that:

The jurors reviewed video recordings of meetings in the VP’s Potomac mansion as well as audio of the wiretaps of conversations held with VP Abubakar Atiku. The juror intimated that in none of these did he incriminate himself in anyway insisting that the VP was noncommittal.

The juror in question revealed that a fellow juror was convinced that there was no proof that Abubakar Atiku was involved in the bribery scheme and therefore they agreed not to convict Jefferson on the count related to his alleged inducement of Atiku.

Specifically he stated to us thus: MY Impression during the US REP Jefferson trial regarding VP Atiku. “My experience as a Juror on the Congressman Jefferson Case was revelatory on how corruption is conducted by US government officials. Government officials have implicit way of taking bribes.

I was also amazed on how many American businessmen/women are willing to invest in Africa .The US Rep Jefferson had set up companies in his wife and children’s names to collect consultation fees for these business deals. We examined an bribery indictment….

The FBI wanted to connect the $100K as a bribe to get a contract in Nigeria for a caucasian lady from Virginia who had wiretapped conversation with the congressman . She also wiretapped her trip to the Vice President’s mansion in Potomac Maryland.

The Vice President was very careful with his dealings and his words during this particular meeting. On examining the evidence of bribery to Vice President we had one Juror who was not convinced and disagreed with the rest of us jurors therefore; Congressman was not found guilty on this particular indictment.

So Jefferson was not found guilty on this particular charge of bribery to the Vice President. It was really an experience of a life time and memorable event in my life. I got to see pictures of the mansion in Potomac .

I realized on thing that many US politicians and business investors find Africa as a place were they can do business under the table with no legal ramifications if the government officials are part of their deals. To them this is an adventure.

Jefferson exploited this opportunity to most of them .At the same time the Congressman Jefferson was playing the middle man in facilitating potential deals to enrich himself – pure greed.”

We wish to clarify that this is not a review of the record of proceedings but direct feedback of persons in the courtroom who determined the verdict on the congressman. The juror has requested anonymity at this time.

UPDATE: THE APPEAL OF CONGRESSMAN JEFFERSON SUCCESSFUL
The juror interviewed brought it our attention that Congressman Jefferson has since been released from prison following the overturning of his conviction on appeal. He shared with us this link that indicates that verdict was reversed not because of errors in the trial but because a new precedent by the Supreme Court in the corruption trial of a US Governor came into effect HERE.

In conclusion, the juror stated, “I feel that my time and tax payers money was wasted to hear that the case was overturned.” The Congressman was released last year.

The two chambers of the National Assembly on Friday addressed a joint press conference to push back on allegations made by President Muhammadu Buhari that federal lawmakers smuggled frivolous projects into the 2018 budgets.

The conference was addressed by the duo of Senator Aliyu Sabi Abdullahi (spokesperson for the Senate) and Abdulrazak Namdas (spokesperson for the House of representatives).

President Buhari had on Wednesday accused the National Assembly of tampering with the 2018 budget sent to them by cutting essential projects and inserting non-essential ones.

Mr Buhari stated this while signing the 2018 budget into law.

“I am concerned about some of the changes that the National Assembly has made to the budget proposals that I presented,” he said.

“Many of the projects cut are critical and may be difficult, if not impossible, to implement with the reduced allocation. Some of the new projects inserted by the National Assembly have not been properly conceptualized, designed and costed and will therefore be difficult to execute.”

But responding to the allegations, the lawmakers said, “We appreciate the fact that the 2018 Appropriations Law which was passed by the National Assembly on May 16th, 2018 was signed by President Muhammadu Buhari on Wednesday, June 20th, 2018.

“In his speech at the signing ceremony, certain observations were raised about the work of the National Assembly and its Constitutional responsibility to modify and amend the budget estimates submitted to it by the Executive.

“You may recall that when the National Assembly passed the 2018 budget, it gave reasons why the budget was increased and why certain projects and programmes had to be provisioned for. However, due to recent developments, it is once again necessary to let Nigerians know …the justification for our actions on the 2018 budget, which were based on our Constitutional responsibilities.

“Adjustments and reductions in the locations, costs and number of projects approved were made in order to address geo-political imbalances that came with the Executive proposal. The introduction of new projects was done to ensure the promotion of the principles of Federal …Character as contained in Section 14, subsection (3) of the 1999 Constitution of the Federal Republic of Nigeria as amended which states that “the composition of the Government of the Federation or any of its agencies and the conduct of its affairs shall be carried out in …such manner as to reflect the federal character of Nigeria…” The number of projects had to be increased in order to give a sense of belonging to every geo-political zone of the country to ensure socio-economic justice, equity, fairness, and to command National loyalty.



“Within the context of the provisions of Sections 4, 80 and 81 of the Constitution, everything that the National Assembly has done is within its powers.

Furthermore, Chapter 2 of the Constitution emphasizes the need for balance, inclusivity, & equity in the distribution of national resources. The annual budget, which symbolizes the distribution of these resources must reflect the aforementioned values, which we swore to uphold.

These Constitutional provisions, in addition to a recent Court judgment have affirmed the fact that the budget process is a ‘joint effort’ that must reflect the input of both the executive and the legislature — the latter being the closest representatives of the people.

However, we are fully aware that the Executive has the exclusive responsibility to execute all parts of the Appropriation Act once it is signed into law.

It is our firm belief that if the President had been properly briefed by his appointees, he would not have raised most of the concerns that he did in his remarks at the budget signing. It is therefore inevitable for the legislature to give members of the public an insight into what transpired during the appropriations process and how we arrived at the decisions that are contained in the 2018 budget.

With the aforementioned background, let us respond to each of the issues raised.

10. On the issue of the period when the budget proposal was submitted & when it was passed by the National Assembly, it is necessary to remind Nigerians that although the budget was submitted in November, as at March 15th 2018 (5 months and 8 days after the budget submission) Mr. President was still directing the Secretary to the Government of the Federation to compel the Heads of Ministries, Departments and Agencies of the Federal Government to appear before the committees of the National Assembly to defend their respective budget.

In addition up till April (6 months after the budget submission), the Executive was still bringing new additions to the 2018 budget which the National Assembly in good faith and in the spirit of collaboration and harmonious working relationship accepted.

More importantly, the 2017 budget, was signed into law on June 5th, 2017 and by the provisions of Section 318 of the Constitution, which defines the Financial Year as “any period of 12 months beginning on the first day of January in any year, or other date as the National Assembly may prescribe” – the 2017 budget lapsed on the 5th of June 2018. This same provision is replicated in the 2017 Appropriation Act.

12. It is important to also note that if not for the fact that the 2017 budget elapsed on the 5th of June 2018, the Federal Government would not have recorded notable capital projects for the just ended financial year. This is because the Federal Government only started releasing funds for capital projects in December 2017 when the funds from the Federal Government’s loans were released and disbursed to contractors.



On the issue of an Organic Budget Law to improve the budgetary process, the proposed law is pending in the National Assembly and cannot be considered without the amendment of Section 81 of the 1999 Constitution (as amended) which gives the President the power to propose “estimates” at ANYTIME in the financial year. Nigerians need to know that during the last Constitutional Review exercise, the National Assembly in its wisdom amended this provision and it was approved by over two-thirds of the State Houses of Assembly.

The new Constitution Amendment requires the President to submit the budget not later than 90 days to the end of the financial year. As of today, the President has not yet signed this Constitutional Amendment Bill which would have helped us to have a proper budget alendar, which shall eventually lead to the realization of the proposed January to December budget cycle.

It was stated that the legislature made cuts amounting to N347 billion which were meant for 4,700 projects. Again, these reductions of N347 billion were made from low priority areas to higher priority areas to support the generation of employment for our youth by MSMEs.

We took the decision to reduce the funds in some areas in order to ensure balance and equity in the spread and utilization of our national funds. Additionally, the figures given amounts of the reductions made by the National Assembly were unduly exaggerated as we did not make any substantial reduction on any project to the extent of affecting its implementation.

To give the exact detail of the projects where we made deductions, it should be noted that the counterpart funding for the Mambilla Power Plant, Second Niger Bridge/Ancillary roads, the East-West Road, Bonny-Bodo Road, Lagos-Ibadan Express Road and Itakpe-Ajaokuta Rail ..Project, was reduced by only N3,956,400,290 – which represents only 1.78 % of the total N222,569,335,924 submitted by President Buhari. This left these projects with N218,612,935,634 which cannot negatively affect their implementation.

This obviously contradicts the claim that these projects lost “an aggregate of N11.5 billion”.

Specifically:
A. The counterpart Funding for 3050mw Mambilla Hydropower Project was reduced from N8.5billion to N8.2billion (a reduction of N300million);

B. The construction of the Second Niger bridge including access roads phases 2a and 2b in Anambra and Delta states and other projects in the South East were reduced from N10billion to N9.1billion (a reduction of N900million);

C. The construction of Bodo-Bonny road with a bridge across the Opobo channel in Rivers State was reduced from N10billion to N8.7billion (a reduction of N1.3billion);

D. The funding for the Lagos-Ibadan Expressway was reduced from N20billion to N18billion (a reduction of N2billion), which would not significantly affect the construction of the road in one appropriations cycle;

E. The Railway Projects (Counterpart Funds):
1. Lagos-Kano (ongoing)
2. Calabar-Lagos (Ongoing)
3. Ajaokuta-Itakpe-Aladja (Warri) (Ongoing)
4. Port Harcourt- Maiduguri (New)
5. Kano-Katsina-Jibiya-Maradi in Niger Republic (New)
6. Abuja-Itakpe and Aladja (Warri)-Warri Port and Refinery including Warri new Harbour (New)
7. Bonny deep Sea Port & Port Harcourt of N162,284,335,924 was retained by the National Assembly as presented by Mr. President; and

F. The @nassnigeria increased the aggregate funding for the East-West Road from N11,285,000,000 to N12,085,000,000 because we realized the strategic importance of the road to the entire oil producing areas of our country & the fact that the road project has lingered for too long;



Addressing the issue of the Second Niger Bridge project, apart from early works, as of today, there is no existing contract for the Second Niger Bridge in spite of frequent requests from the National Assembly. The N900million reduced from the N10billion proposed by the Executive was deployed to fund ancillary roads that connect to the Bridge. It should again be noted that the N12.5billion and the N7.5billion appropriated for the Second Niger Bridge in the 2016 and 2017 budget by the National Assembly were never utilized for the project.

We also need to call the attention of the public to the fact that the National Assembly allocated an additional N2billion to the Enugu-Port Harcourt Expressway project. This was more than the Executive proposed.

As part of the implementation of the 2017 budget, the contracts for 15 roads were awarded by the Federal Executive Council with no budgetary provisions. Realizing the importance of these projects, the National Assembly decided to spread the N3.9billion saved from the earlier mentioned projects funding to facilitate the take-off of these projects that include: the rehabilitation of Ikorodu-Shagamu road in Lagos State; the rehabilitation of 9th Mile-Orakam to Benue Border; and the general maintenance of Pankshin – Ballang – Nyelleng – Sararele – Gindiri road in Plateau State, etc. These are the projects purported to be “project inclusions without conceptualization.” On these projects, the National Assembly needs to be commended by Mr. President for helping to support the take-off of these awarded but unfunded projects.

Furthermore, it was stated that the budget of the FCT was cut by N 7.5 billion. This is true. The legislators stand by this decision because, through its ov
ersight of the Federal Capital Territory (FCT), the National Assembly discovered that in the 2016 and 2017 budget cycle, there was a severe non-performance of the budgetary allocations to the FCT. During the two years in question, over 50% of the funds that were allocated and released to the FCT were not utilized. These funds were ultimately returned to the treasury.

Hence, in order to ensure that scarce resources were allocated in accordance to ‘needs over wants’, funding for the FCT which has historically been under-utilised were allocated to other MDAs that have demonstrated the capacity to implement their allocation for the development of the nation and its people. It was part of the allocation that we spread over the roads for which contracts were awarded with no budgetary allocation.

On the provisions for strategic interventions in the health sector which were said to be cut by an aggregate of N7.45billion, it is on record that for the first time since the National Health Act was enacted in 2014, the National Assembly made provision of an additional N55billion for funding primary healthcare through the Basic Primary Healthcare Fund which will be sourced from 1% of the Consolidated Revenue Fund.

Thus, contrary to the claim that the health sector suffered any budgetary cuts, we actually provided more funds that will make access to health services possible for over 180 million Nigerians.

In each profession, there are the unique languages thanks to which people involved in a profession understand special terms. As the understanding is the key to success in any business, it is necessary to know them to achieve a lot in any communication. Legislative and executive powers of the government often talk in language unclear for other people. Therefore, they call it a plot. They act and tell words, which we can understand, but we don't understand their essence.



What is budget padding?

Padding the budget means to make the budget proposal bigger than the project actually demands. It is either increase in expenses of its projects or reduction of the expected incomes. The purpose of such addition consists in forcing committee on approval to provide the high level of financing to this or that offered project. There are some disagreements concerning this term and different types of budgets according to some people. Some people claim that budget padding is created to accept the expected inflation and is responsible anticipation instead of addition. Other people consider that budget padding is an addition.

At planning the budget heads face several incentives to add their budgets. First, they want to consider economic factors. It works in a situation of the budgetary increases which expect inflation or, in the case of the international projects, fluctuations of exchange rates. Secondly, they want to avoid bureaucracy. If the unexpected expense arises, addition gives the chance to cover this expense. Thirdly, they want to impress the chiefs. If they offer the bigger budget and then affairs will go well, then the group will be favorably considered by bosses. At last, they are afraid of reductions of the budget. Some people fight against reductions which they consider unfair.

In the theory, projects have to spend the actual sum of money to avoid misunderstanding. In practice, budget padding has specific consequences. Projects with the additional budget tend to use it. Projects spend spare cash to absorb all money from budgets that they have. Then the committee on approval doesn't reduce their budgetary appropriations next year.

Except for financial consequences, many people believe that such practice is a fraud. They say that it generates the bad corporate atmosphere. Defenders of such method approach its wide use as a justification. They also claim that unfair actions from bosses, such as reductions in the budget, lead to the budgetary inflation.

Budget padding definition in Nigeria

In 2016, the National assembly has added the new word to the political dictionary of Nigeria – the padded-budget. It was thought up by the group of people who were in search of the viable budgetary system for Nigeria. Having studied all available books and materials, nobody has found the exact definition that this word means. Even some residents of Nigeria can't precisely tell what means this term. Apparently, it is impossible to give accurate definition to this phenomenon, it can only be described. Such term demands explanations: first, the meaning of budget padding assumes that the National assembly has to adopt the bill of allocations. Also, it means that if the National assembly increases presidential estimates on N100, the Nigeria budget has to be added on N100.

Budget padding in Nigeria

According to section 81 of the constitution of the Federal Republic of Nigeria adopted in 1999, the president is obliged to send the annual Bill of allocations to National assembly for consideration. After obtaining the Bill of allocations the National assembly has the right to stop the presidential order. If the president doesn't like what the National assembly has made on the Bill of allocations, he can veto the Bill, having returned it to National assembly, having stated the basis of his objections. The president can use the veto also. In each of these cases, the National assembly can also reject the presidential veto if two-thirds or more participants don't agree with him. Then the president is obliged to carry out the budget as it is necessary.



Missing budget in Nigeria

But what about term budget padding? The matter is that the problem of padding budget belongs to the area of morals as officials have disproportionately allocated large sums to the constituencies. Now people call it padding the budget. Anyway, why people want to become the main official if they don't derive the additional benefit of other participants? The conspiracy theory indicates more and more that such tangled situation could be an excuse of National assembly to hide obvious failures. The national assembly always fights for independence and the right to check Executive power. But where it was when serious scandal with the weapon has run high? Maybe members of parliament are the same participants of APC who have come to the power by means of unfair methods and words about hostility to corruption? When do these people stop deceiving Nigerians?

The only thing which Nigerians desperately need today is protection against surplus, recklessness, and extravagant corruption in the National assembly. One question of Nigerians consists in whether the National assembly has experienced the full value. There is even an opinion that padding the budget in its absurd form includes cases where the leadership of chamber secretly takes smuggling in the budget without the knowledge of other participants. It is a criminal offense. Such criminals with their accomplices have to be pursued by the law.

Conclusion

As you can see, the term is used in different meanings. Many people believe that padding the budget is illegal use of resources. However, there are also supporters of this phenomenon believing that such practice is absolutely normal including in Nigeria and comes from the project management area.

Refusal to sign it is nothing but pure madness. In 2015, Buhari scored 1.9m votes from Kano state. Over 70% of these voters did not use PVC. All almajiris in Kano state were drafted to vote Buhari with incidence form. This is the main reason Buhari is not interested in the electoral amendment bill. He is relying on those almajiris again for 2019.

At least 13.5 million Nigerians voted manually in the 2015 presidential election, according to data from the Independent and National Electoral Commission (INEC).

Based on an analysis done by TheCable, 68 percent of votes cast manually were in states won by President Muhammadu Buhari, then candidate of the All Progressives Congress (APC).

The data, obtained by DeepDive Intelligence, also shows that Buhari won in nine of the 10 most-affected states.

When a voter’s fingerprint is not captured, it either means the voter is not the authentic owner of the PVC presented or that the INEC card reader malfunctioned.

The 2015 presidential election had two major contenders; Buhari and Goodluck Jonathan, Nigeria’s first incumbent president to lose a re-election bid.

Of the 31,746,490 accredited voters in the election, 13,536,311 representing 42.6 percent of voters voted without biometric accreditation.

Out of this number, 9,179,989 votes are from states won by Buhari and 4,356,322 votes came from states won by Jonathan, the Peoples Democratic Party (PDP) candidate, representing 68 percent and 32 percent of accredited voters respectively.

A former Minister of Works and a chieftain of the Peoples Democratic Party, PDP, Senator Adeseye Ogunlewe has stated that former Vice President, Atiku Abubakar, was going to defeat President Muhammadu Buhari in the 2019 presidential election.


According to the former lawmaker, Atiku will win the election through the political structure of late Ya’Adua.

Ogunlewe also told Sun that voters already know Atiku, who, according to him, has been contesting for twelve years now.


He said, “The election will be tough among the elite, but easy among the voters. The voters know Atiku because he has been contesting for the past 12 years.

“They have felt his impact as a member of the Peoples Democratic Movement (PDM), the Yar’Adua political structure.

“And there is hardly any politician in this country that does not know the ethics and the doctrines of the late Yar’Adua.


“So, that is what we are going to push now; it’s the Yar’Adua structure that we are going to use to win this election.

“And believe it or not, it is not going to be as difficult because we have the structure; we have a family and that is the Yar’Adua family.

“I am not saying that he would carry the day; but you need to plan. You must sit down and plan.

“You have to look at your strengths, weaknesses, opportunities and threats. You have to do that analysis to know where you have your strength and where you have to work harder.

“It is not going to be a story in the park, but we will work to be comfortable.”

There was apprehension in the Lagos State chapter of the All Progressives Congress (APC) on Tuesday when Wale Oluwo, Lagos State Commissioner for Energy and Mineral Resources, renounced his membership of the party, vowing to work for Jimi Agbaje, candidate of the Peoples Democratic Party (PDP), in the next governorship election.

This created fear among APC chieftains who said they now doubt the loyalty of Governor Akinwunmi Ambode to the party.

Oluwo, who hails from Epe, the hometown of Ambode, also said he had submitted his letter of resignation to the governor.

Though calls and text messages sent to Oluwo’s phone were not returned, a credible source in the party said that he had reached out to the camp of Agbaje ahead of the election, alongside his supporters.

In his resignation letter, Oluwo accused the leadership of the ruling party of being anti-democratic in the process through which Babajide Sanwo-Olu emerged as the flag bearer of the APC in the 2019 governorship election.

Sanwo-Olu, who enjoyed the support of Mandate Movement, a group loyal to Bola Tinubu, a national leader of the party, made history by beating a sitting governor to the ticket of the party.
Oluwo said the governorship primary had diminished the reputation of the APC in the state.

He alleged that a powerful group in the APC had been violating the principle of separation of powers and “intimidating critical institutions of democracy in the state”.

Part of the letter reads: “A few hours ago, I submitted to His Excellency, the Governor of Lagos State, a letter of resignation of my appointment as the Honourable Commissioner for Energy and Mineral Resources.

“Consequently, as a registered member of the All Progressives Congress, I have deemed it necessary to formally notify you of my intention to reconsider my membership status.

“My decision to resign is not unconnected with the events of the last few weeks, which have created a heavy moral burden for me.


“I have found it rather difficult to come to terms or rationalize the party’s conduct of the October 2018 primary elections, which were largely characterised by massive voter disenfranchisement, intimidation, violence, undue influence and non-compliance with all known principles of democracy.


“In the particular case of the gubernatorial primary, which was conducted using the ‘open ballot’ option in violation of the guidelines of the APC that specified the ‘open-secret ballot’ option, it is clear to me that the core principles of merit, competence, justice and fairness have been sacrificed by the APC on the altar of political expediency.


“The integrity-deficient nature of the primary has significantly diminished the hard-earned reputation of our state as a reference point for free and fair democratic practice.


“I have struggled for weeks to understand the rationale for the apparent desperation and brigandage brazenly displayed by the party apparatchik in the various elections. I had never thought such vicious attack could be unleashed on the progress that the state had made in its steady democratic journey.


“The indifference of the APC to the continued use of an arm of government by a powerful group within the party, to intimidate critical institutions of democracy in the state, undermines the doctrine of separation of powers, creates an atmosphere of uncertainty and impairs government’s ability to implement policies and programmes that will benefit the majority of the people.


“This is in conflict with my strongly held belief that group interest, no matter how powerful, must be subordinated to the interest of the majority.


“I am convinced that the present atmosphere of encirclement will not abate anytime soon. I, therefore, resign my membership of the All Progressives Congress, immediately.”

Speaking with Daily Independent on Wednesday, a chieftain of the party said though Governor Ambode had pledged his unalloyed support to the party and had promised to work for the success of President Muhammadu Buhari and Babajide Sanwo-Olu, the party’s governorship candidate, Oluwo’s actions had shown that there might be surprises ahead.

He said while Ambode had appealed to Epe residents to work for the APC, many of them who were still embittered were not listening to him and might work against the APC in the forthcoming election.

“To me, I am not surprised by the developments at all. After the primaries, the governor pledged to work for APC but a lot of people doubted him.
“So, if Oluwo, who hails from Epe like the governor, is now leaving the party, promising to work for our opponent, then we will begin to suspect the governor,” he said.

Another party chieftain who refused to be named also said like Oluwo, some loyalists of the governor might also leave the party.

“The coming days will be interesting. They thought they can rubbish a sitting governor like that?
“Ambode may have forgiven them and moved on but I can tell you a lot of his supporters and even Lagosians are unhappy,” he said.

Before we look at the NEXT LEVEL plans by the APC, can we take a look at their 2014 APC Manifesto and see what has been achieved so far.

Below are forty-one promises contained in the APC Manifesto as published by the party prior to the 2015 Presidential election. The promises below are extracted from the two official documents released by APC as their Manifesto titled ‘Securing Nigeria’s Future’ and ‘Roadmap to a New Nigeria’, all published by the APC and signed by the then Presidential candidate. Here we go.

1. Initiate action to amend the Nigerian Constitution with a view to devolving powers, duties, and responsibilities to states in order to entrench true Federalism and the Federal spirit. (This simply means that the APC actually promised to restructure Nigeria and entrench true federalism if voted into power). Page 6

2. Amend the Constitution to remove immunity from prosecution for elected officers in criminal cases. Page 6.

3. Require full disclosure in media outlets, of all government contracts over N100m prior to award and during implementation at regular intervals. Page 6

4. Amend the Constitution to require Local Governments to publish their meeting minutes, service performance data, and items of spending over N10M. Page 6.

5. Consult and amend the Constitution to enable States and Local Governments to create city, Local Government and State Policing systems. Page 7

6. Bring permanent peace and solutions to the insurgency issues in the North-East; the Niger Delta; and other conflict prone states and areas such as Plateau, Benue, Bauchi, Borno, Abia, Taraba, Yobe, and Kaduna. Page 8

7. Initiate policies to ensure that Nigerians are free to live and work in any part of the country by removing state of origin, tribe, ethnic and religious affiliations from documentation requirements in our identification of citizens and replace these with State of Residence and fashion out the appropriate minimal qualification for obtaining such a state of residency, nation-wide. Page 8.
