In the 1930s, two boxing bouts took place between fighters of the United States and German origins; both fights were proxies for the political conflicts between their countries. In 1936, when Joe Louis, an African-American, and Max Schelling, a German, met in New York to exchange punches, their fight became emblematic of the contestation between democracy the US purportedly represented and the fascism of Adolf Hitler’s Germany. When Schelling defeated Louis, Hitler made a huge capital out of it and Americans, understanding the broader implication of their loss, wept loudly. That match was no ordinary entertainment; citizens of both countries had fervently invested themselves and their nationalistic ideals into the blows both men exchanged. The boxing arena became a symbolic space where the political legitimacy of either country was staged. Two years later, the fighters met again. This time Louis trumped Schelling in a knockout by the third round but the sweet victory came with a bitter after taste for Americans. The match was not simply two disparate nations trying to prove their superiority over one another; it also reflected racial fissures within America. The victory of a black man over a white, regardless of his nationality, was a message to racist America about the power a black man embodies and what it could do to a white body. There were white Americans who supported Schelling against Louis because a black man knocking a white man out carried a realist import that, considering the history of their tenuous racial relationships, rightly made them uneasy. In history, sporting activities have been a continuation of politics by other means. People have used sports to push their country’s diplomatic efforts, to launder their national image, or to force a government to a certain level of responsibility. We can recall the role sports played in challenging apartheid; sportsmen have raised their black power fists before the eyes of the world to create awareness for their cause at home; countries have boycotted games to assert their stand; Muhammed Ali called attention to social injustice in the US by refusing to be drafted into Vietnam War. When the black American sprinter, Jesse Owens, won medals at the 1936 Berlin summer Olympics, he once again (like Louis did) upset Hitler’s calculations about the superiority of the Aryan race. Countries have used the imagery of sports – healthy and disciplined bodies adhering to the principles of fair competition – to promote themselves as a healthy nation. Sports have never been solely about the exercise, and Nigerians, with their fanatic support for European leagues should know this best. When Nigerians exultantly applaud foreign teams, what they enjoy is not solely the sight of the men running around the pitch. They equally express an underlying vicarious desire of the sophistication these countries represent. A country that is unaware of the symbolic implications of sport competitions has no business participating. In a matter of days, the 2016 Olympics Games will start and Nigeria will be represented at Rio, Brazil, by a team of barely motivated athletes whose sprits have already been defeated before the games start. Despite the Sports Minister, Solomon Dalung’s self-delusion about Nigeria winning at least five medals, we will likely come back home all washed in disgrace just like the 2012 Olympics; a global proof of the tardiness of black and African peoples. Nigeria is not prepared for this event and the first blatant confirmation was a July 19 report that President Muhammadu Buhari had “ordered” that funds for the Olympics be released! What country does that for a major event less than a month to the opening of the Games? Nigeria, meanwhile, will be competing with countries that take themselves seriously and started preparation for the Games as soon as the last Olympics ended. Nigeria did not wake up to a surprise that they would be going to the Olympics. They knew all the while that Rio 2016 would come; we were just too characteristically undisciplined to devote ourselves to the challenge of long-term preparation. We are the proverbial lazy person who constantly fantasises about the good things of this world. Just a matter of days to the Games, athletes are complaining about how poorly they are being treated by Nigerian officials. They have complained about their mismatched sports kit; they have rather low morale, a consequence of being ignored by the officials and politicians who grant media interviews dictating the number of medals they should bring home. Some were interviewed and ruing poor preparation during their travel to camp, stated they were not fed for three days; that they were not sure they could properly compete under such stress. Two of the athletes turned to a crowdsourcing fund website to raise money to go represent Nigeria. Perhaps, the worst part of things was the email purportedly sent by the Secretary-General of the Athletics Federation of Nigeria, Olumide Bamiduro, asking athletes to buy their own tickets to Rio and they would be refunded. Whoever goes to war at his or her own expense? If Nigeria cannot do right by herself, we can stop making the efforts to go to these tournaments. We do not need to continue to embarrass ourselves internationally. Has Nigeria considered the damage being done to the psyche of not only these young athletes who desire to wear her colours but also other young people who will lose taste for ever serving Nigeria? Dalung has since refuted the claim about athletes buying their own tickets. The same Bamiduro too sent a follow-up email clarifying the initial correspondence but unless his other claim was that he was drunk when he typed the initial message, the message was clear enough. What is also clear was that he could not have acted alone; asking athletes to buy their own ticket to Rio is not an isolated incident but one of the many instances of the dysfunctionality of the nation’s sporting agencies. During the 2014 World Cup, Nigerian footballers bitterly complained about deficient preparations towards the tournament. The logistics were poor, players’ morale so low it had to be propped with cash. Nobody could insist that these players take the high road of patriotism because we all can see that Nigeria does not induce such ideals that make one want to sacrifice everything, or anything at all, for her. Our relationship with our country is transactional, cash and carry; we do not serve Nigeria with all our strength, we do so because we are forced. While we are still on the subject of the perennial dysfunctionality that haunts Nigerian sports, can we also talk about the fellow that currently heads the sports ministry? Dalung is a joke. He does not seem to have a clue about the huge potential of sports. Rather, he spends time on social media writing syrupy religious articles and some sycophantic claptrap that shows he is not conscious of the gravitas of his official appointment. On July 3, he posted a picture of himself at a stadium in Paris claiming that Multichoice had sponsored him and some others to witness a UEFA Champions League quarterfinal match. Dalung, apparently oblivious that the joke was on him, asked his social media company to predict the result of the match. The Economic and Financial Crimes Commission has invited a contractor with the Ekiti State Government, Samchese Nigeria Limited, for allegedly giving kickbacks to Governor Ayodele Fayose. In a letter addressed to the chairman of the firm, the EFCC asked him to appear before it on Thursday (today). The commission is investigating the company for alleged conspiracy, abuse of office, money laundering and theft. Samchese Nigeria Limited is one of the firm, that allegedly used kickbacks to buy properties for Fayose. Meanwhile, the EFCC is set to probe some state governments that allegedly embezzled the ecological funds given to them. It was learnt on Wednesday that the anti-graft agency had received some petitions against some state governors who diverted the funds. A source at the agency said, “We will probe some states involved in the diversion of ecological funds but it will not be all the states and it will not be at the same time. It will be on a case-by-case basis.” Besides the state governments, it will be recalled that the Ecological Fund Office was in 2014 directed by the Federal Executive Council to fund the procurement and nationwide distribution of over 750,000 clean cooking stoves and 18,000 wonder bags, at a cost of over N9.2bn. The Senate Committee on Environment and Ecology raised the alarm that it could be a ploy to fund the 2015 elections by the Goodluck Jonathan government. Two per cent of the monthly allocation from the Federation Account is allocated to the Ecological Fund Office. Based on an analysis of the table of distribution from FAAC obtained from the website of the Office of the Accountant General of the Federation, N107.79bn was allocated for ecology in 2014 and 2015. According to the analysis, N46.89bn was allocated in 2014 while 2015 had an allocation of N60.9bn. The Katsina State Governor, Alhaji Bello Masari, had in an interview with journalists in Abuja on Friday faulted the execution of N1.9bn drainage contract in the Katsina metropolis by the former administration in the state. The money was sourced from the Ecological Fund Office. The contract was given at N1.99bn and the contractor collected 90 per cent of the payment. He has collected over N1.7bn. “He said he had done the job with the best material. We got an independent person to do an assessment of the job. We said he should be as generous as possible but he valued the contractor’s maximum work at N700m. “The contractor has abandoned the site. The money given to him was not covered by any bank guarantee or insurance guarantee. It was just given to him. We said, if you cannot complete the work as designed, this money was collected from the Ecological Fund account in Abuja, return it. An audit of the Ecological Fund between 2007 and 2011 by the House of Representatives early this year revealed that money was released to people outside the purpose of setting up the fund. The Governor of Bauchi State, Alhaji Muhammad Abubakar, has accused the administration of his predecessor, Alhaji Isah Yuguda, of withdrawing N1bn from one of the state’s accounts in a single day. Abubakar said this during a press briefing in Abuja on Wednesday. He alleged that the N1bn was withdrawn from one of the state government’s accounts with multiple N10m cheques. Going by the governor’s submissions, the N1bn was withdrawn by the officials of the former administration who made 100 withdrawals on the day in question. Abubakar, who constituted a panel to probe all contracts awarded by the previous administration, said while he had not been able to come up with the total amount allegedly looted by the previous administration, the ongoing probe would expose it. He said, “I always feel shy of churning out figures I am not certain of. All I can say is definitely, there will be great revelations because the little I have seen, for example, I know of a situation in which in one day the sum of N1bn was taken out of one account of the government with N10m cheques. “Several N10m cheques but I would not be able to put a figure on the total recovery because like I said, the work of the committee is ongoing.” But the former governor has denied all these allegations. One of his aides, who spoke to our correspondent on condition of anonymity because he had yet to get clearance from his boss to speak officially, described Abubakar’s assertions as part of a smear campaign. He said, “This has become the strategy of the present administration, it wants to divert attention from its failings. Since it has set up a committee to probe, let them probe. We will advise them to avoid a witch-hunt. “From what the governor has said, it is clear that a script has been prepared to ensure that the outcome of this probe indicts the Yuguda administration.” But the incumbent governor said he would probe the immediate past administration because a lot of money that was paid into the coffers of the state could not be accounted for. Abubakar stressed that there was nothing to show for the N2bn ecological funds which the Federal Government gave to all the PDP states during the last administration. He lamented that the former administration which was in power for eight years did not do anything with the huge amount of resources that was received by the state during the period. The governor also commented on the recent directive to the Nigerian National Petroleum Corporation to prospect for oil in the state, explaining that he was at the NNPC to rekindle attention on the issue which had been abandoned for years. According to him, the Shell Petroleum Development Company and Chevron Nigeria Limited struck oil in the state but left because it was not in commercial quantity. He insisted that it was pertinent for more efforts to be made to make further discovery in accordance with standard practice. He added that the multinational oil firms struck gas in OPL 809 which according to him was the fuel for the future. In his comment on the crisis rocking the ruling All Progressives Congress, the governor said the party was having issues because it was new to being in government. He said that the APC governors visited the President on the issue and it was agreed that committees of the party’s governors forum should be set up to look into the problems and resolve them in the interest of the party, “The APC is a party that has come to power recently. And it has come to power from an opposition political party, and I must confess that we are experiencing teething problems in the APC because being in government is a new phenomenon for us. “I cannot say that things are going on smoothly, and that is why yesterday (on Tuesday) we paid a visit to Mr. President and we expressed the need for governors to delve into the problem with a view to reinvigorating the party so that it can continue to perform the functions of the party in power,” he said. Senate President Bukola Saraki, factional Chairman of the Peoples Democratic Party, Ali Modu Sheriff; and Senate Minority Leader, Godswill Akpabio, are among 31 former governors whose alleged corruption cases investigated by the anti-graft agencies are likely to be reopened soon. The PUNCH had exclusively reported on Tuesday that the Attorney General of the Federation and Minister of Justice, Mr. Abubakar Malami, had written to the Chairman of the Independent Corrupt Practices and other related offences Commission, directing the reopening of the cases of the ex-governors. It was learnt on Wednesday that the AGF had called for the case files of the former state governors. The PUNCH obtained the list of the former governors, who were named in the AGF’s letter, on Wednesday. The list contains the names of Saraki, a former Governor of Kwara State; Akpabio (a former Governor of Akwa Ibom State, and Sheriff (an ex-Governor of Borno State). Other former governors include Orji Uzor Kalu (Abia); Chimaroke Nnamani (Enugu); Saminu Turaki (Jigawa); Sule Lamido (Jigawa); Joshua Dariye (Plateau); Ahmed Yerima (Zamfara); Gabriel Suswam (Benue); Martin Elechi (Ebonyi); Danjuma Goje (Gombe) and Murtala Nyako (Adamawa). They also include Ikedi Ohakim (Imo); Obong Victor Attah (Akwa Ibom); Achike Udenwa (Imo); Abdullahi Adamu (Nasarawa); Gbenga Daniel (Ogun); Jolly Nyame (Taraba); Boni Haruna (Adamawa); George Akume (Benue); Rashidi Ladoja (Oyo); Attahiru Bafarawa (Sokoto) and Adebayo Alao-Akala. Others are Usman Dakingari (Kebbi); Adamu Mu’azu (Bauchi); Peter Odili (Rivers), and Lucky Igbindedion (Edo). Part of the AGF’s letter to the ICPC, sighted by our correspondent on Monday, indicated that the cases against some of the former governors were investigated some years ago but charges were never filed against them. The letter partly read, “It is clear that some of these governors and other politically-exposed persons have not been charged to court despite the fact that the ICPC has concluded their investigations, concerning allegations levelled against them, for one reason or the other. “It is the position of the present administration that all ex-governors, who the ICPC had long concluded investigations into the various allegations levelled against them, should be immediately prosecuted.” The letter also gave the Chairman of the ICPC a 14-day ultimatum to “remit the duplicate case files concerning the politically-exposed persons investigated by the ICPC over the years” to the office of the AGF. Our correspondent confirmed on Wednesday that the AGF had sent a similar request to the Economic and Financial Crimes Commission with the same list of former governors annexed to his letter. The PUNCH had reported that some of the ex-governors, according to one of the sources, include some, who had been convicted for charges preferred against them by the EFCC. Some of them also had their cases terminated before full blown trial could begin. Others are currently undergoing trial on charges initiated against them by the EFCC at either the various divisions of the Federal High Court or the High Courts of their home states. There are about five of the former governors, who are now said to be serving senators. The affected personalities, it was learnt, served as governors for either one or two terms between 1999 and 2015, and are from all the six geopolitical zones of the country. It was also confirmed that the majority of those on the list belonged to the two dominant political parties, the All Progressives Congress and the Peoples Democratic Party. Another source also confirmed that a former Governor of Delta State, James Ibori, who was convicted in the United Kingdom for fraud-related charges and still serving his prison terms, was on the list. Apart from Ibori, two former governors from the South-South, are said to be on the list. Five of the former governors are from the South-East, and three from the South-West. The PUNCH was informed that the ex-governors, whose cases would be reopened, included six from the North-West; six from the North-East, and eight from the North-Central. The AGF letter defines high-profile cases as cases “involving alleged misconduct amounting to economic sabotage; involving complex financial transactions or property movement; involving any of the suspects, who is a politician, a public officer or judicial officer; and where the subject matter involves government or corruption of its official or involves the abuse of office.” Such judiciary officers, it was learnt, would include judges allegedly involved in economic sabotage, including financial transactions. The AGF’s letter to both the ICPC and EFCC indicated that AGF’s request for the case files was in the exercise of his powers vested in the AGF by Section 174(1) of the Constitution as well as sections 105 (3) and 106 (a) of the Administration of Criminal Justice Act. The limit of our involvement in this voting process is to advice the nominees to engage their fans and solicit for their votes. Awards by nature, are and will always remain, controversial except every nominee gets one. We try to ensure that winners are within reach before announcing their category, as the whole essence of celebrating talents will be defeated without that. While it is not out of place for an artiste or a party to vent their disapproval, we strongly condemn all kinds of improper conduct and the use of profanity on live television. In the same manner, we condemn provocative comments. In all, we see no use or reason for a disgruntled artiste or party to destroy valuable properties put in place to give them extra comfort before they perform or come on stage.
