Crime › NFVCB Destroys Unclassified, Other Prohibited Films And Videos Worth N500 Milion by References(op): 10:21pm On Nov 29, 2019
The National Film and Video Censors Board (NFVCB) on Friday destroyed unclassified and other prohibited films and videos.

The News Agency of Nigeria (NAN) reports that the officials of the NFVCB, Nigeria Police Force and the Federal Fire Service were among stakeholders present at the exercise, which was held in Abuja.

The items destroyed included DVDs, CDs, copies of 20 in 1 video films, unclassified foreign and local films, as well as pornographic materials.

Mr Adedayo Thomas, Executive Director of the board, said that the items were confiscated during raid operations and enforcement drive in markets in the Federal Capital Territory and its neighbouring towns.

“Our enforcement drive within a period resulted in the removal of these unapproved film and video works with a street value of over N500 million.

“The creative industry is acclaimed to have contributed 1.4 per cent to Nigeria’s GDP, and it can do more for owners, producers and distributors of films and video works to get value from their investment.

“If the sector is in a mess, investors will not come, that is why we are cleaning the market for the film owners to enjoy the reward of their work,’’ he said.

Thomas added that the board has secured the collaboration of the NigeriaPolice Force, which has speed up the arrest and prosecution of marketers and distributors of illicit film and video works across Nigeria.

“One of the key facilitators of the objectives of President Muhammadu Buhari’s government is the continuous improvement on, respect for, and enforcement of intellectual property and ownership rights in the film industry.

“This is pursued by discouraging the distribution of unapproved, unclassified and unwholesome films and tackling other illicit activities in the film market.

“Industry players lose billions of naira to adulterated, smuggled and unclassified works through agents and distributors, which ultimately denies the government its statutory revenues.

“It is on this premise that the National Film and Video Censors Board, about two years ago, re-constituted the National Task Force on unapproved movies with the support of the Minister of Information and Culture.”

In his remarks, the Inspector General of Police (IGP), Mohammed Adamu, commended the NFVCB for remaining resolute in raiding Nigerian film market of unwholesome products, adding that the force was willing to always work with it.

The IGP, who was represented by AIG David Folawiyo, in charge of Training and Development, pledged the police willingness to provide training and technical support for the board.

“The NFVCB has by this milestone strengthen our laws, and the Nigerian Police Force is willing to work with it, even more.

“All states command have been given signals to always release officers to provide support for the NFVCB, nationwide whenever needed.”

The minister, represented by Mr Augustus Babajide, Director of Entertainment and Creative Services, said: “This kind of enforcement will encourage creativity and attract investors to the creative sector”.

Like Buratai, Airforce Chief establishes Military university in hometown

The decision of the Chief of Army Staff, Lt.Gen Tukur Buratai; and the Chief of Air Staff, Air Marshal Sadique Abubakar; to situate the Nigerian Army University and Nigerian Air Force University in their respective hometowns has become a topic of debate.

The army university was established in 2018 in Biu, Borno State, where Buratai hails from while the proposed Airforce University will be located in Bauchi, where Abubakar is from.

The Army University has already been approved by the National Universities Commission even as the Federal Executive Council gave its nod for a N2bn take-off grant for the university which would be accessed from Tertiary Education Trust Fund.

Less than a year later, the Chief of Air staff has decided to replicate Buratai’s feat.

In a statement recently, Bauchi State Governor, Bala Mohammed, hailed Abubakar for using his good offices to establish a university in the state.

Mohammed also commended the CAS for the earlier establishment of the Air Force Special Operation Command in Bauchi.

The governor observed that the Airforce boss, being a “worthy son of the state”, has contributed immensely towards the development of the state.

While responding, Abubakar said arrangements had reached an advanced stage for the establishment of Air Force University in Bauchi as well as renovation and expansion of Azare airport.

Speaking with PUNCH, however, a human rights lawyer, Mr. Femi Falana (SAN), described the establishment of universities in the hometowns of service chiefs as an abuse of office.

Falana said it was unfortunate that service chiefs were taking actions in contravention of the federal character principle.

He said, “The Nigerian Defence Academy already exists and it awards certificates. The same NDA is not well funded and yet the military is establishing new universities in the hometowns of service chiefs. Interestingly, NDA, the army university and the new air force university and other institutions are mostly concentrated in the North. This is against the federal character principle.”

Top military officers who spoke to PUNCH on the condition of anonymity, said the establishment of the new military universities were not only the height of nepotism but abuse of taxpayers’ funds.

A brigadier-general, who spoke to our correspondent on the condition of anonymity said, “What the service chiefs are doing is nothing but a waste of taxpayers’ money. It is even worse that the Federal Government is allowing them to do this at a time when we need to curb waste.

“It’s even worse that our troops fighting insecurity are told there is not enough money for equipment but there is money for new military universities.

“The service chiefs have been in office for over four years and have turned themselves into politicians, taking projects to their hometowns like constituency projects.”

An Air Commodore, who also wished to remain anonymous, said there was already an Air Force Institute of Technology in Kaduna which was approved by the NUC.

He said the institute was already offering courses on aeronautics, aerospace engineering and avionics and wondered why there was a need to establish more institutions.

He said, “FEC has approved N2bn for the takeoff of the army university. That is already a waste of taxpayers’ funds.

“We already have AFIT in Kaduna which teaches aeronautics and other professional courses. The sad thing is that the army university is even offering courses like Yoruba, Igbo, Hausa and Arabic when it should be strictly specialised courses.

“Even conventional public universities are complaining of lack of funds. Is this the best time for the military to establish new schools?”

When contacted on the telephone, the Director of Information, NAF, Air Commodore Ibikunle Daramola, promised to call back but had yet to do so as of press time.

Similarly, the Spokesman for the Nigerian Army, Col. Sagir Musa, said he would call back with a response but had not done so as of the time of filing this report.

Politics › APC Leaders Pressure Justice Idris To Free Kalu In N7.65bn Fraud - Sahara Report by References(op): 1:51pm On Nov 28, 2019
The leadership of the All Progressives Congress is leaving nothing to chance ahead of a court judgment on Orji Uzor Kalu, former governor of Abia State, who is facing corruption charges by the Economic and Financial Crimes Commission.

The public pressure and criticisms have made it difficult and impossible for the office of Attorney-General of the Federation and Minister of Justice, Abukabar Malami, to enter Nolie prosique and withdraw the charges against Kalu in the case.

The leadership of the party has since commenced mobilisation of possible force to pile pressure on Justice Mohammed Idris for a favourable judgment come December 2.

Kalu is being tried alongside his company, Slok Nigeria Limited; and Udeh Udeogu, who was Director of Finance and Accounts at the Abia State Government House in an alleged fraud of N7.65bn during Kalu’s tenure as governor.

Kalu, who crossed to the APC prior to the 2019 general election, contested for the Abia North Senatorial District position.

Justice Idris had fixed judgment in the matter for December 2 and since then all mercenaries of the party had been deployed to reach the judge for favourable consideration.

SaharaReporters gathered that a top leader of the party has been contacted and he is pulling his weight around the case.

It was said that Justice Idris is being put in a very tight and difficult position.

"We are leaving no stone unturned in preventing an embarrassing judgment from that judge."

"Orji Kalu has invested heavily in the party and it's time for the party to show appreciation for his service and investments,” said sources close to the parties.

Another source in the office of the Court of Appeal President confirmed the pressure on the President of the Appellate Court who has been left with no option than to reach the judge to understand her predicament.

Justice Idris is said to have rebuffed all entreaties considering the amount of pressure on him.

“Monday is still a long time to have the judge to concede pressure and consider the request.

“The party leadership are equally in earnest search for other possible contacts to the judge other than President of the Court of Appeal.

“Whichever way the pendulum swings, the public will know by Monday, December 2 when the judgment is expected to be delivered,” the source said.

Politics › Ize-Iyamu, Bright Omokhodion, Festus Ebea, others dump PDP for APC by References(op): 6:15pm On Nov 21, 2019
A former Speaker of the Edo State House of Assembly, Hon Bright Omokhodion, former Deputy Speaker, Festus Ebea, former state chairman of the defunct Action Congress of Nigeria, Mr. Tony Omoaghe, on Thursday joined Pastor Osagie Ize-Iyamu to defect to the All Progressives Congress (APC)

Others were Mrs. Tawa Idubor, Chief Blessing Agbomhere, Etinosa Ogbeiwi, Emmanuel Momoh and several others.

They had announced their mass resignation from the People’s Democratic Party through a voice vote after motion was moved and seconded by Hon Festus Ebea (Edo Central) Emmanuel Momoh (Edo North) and Tawa Idubor (Edo South).

Giving reasons for leaving the PDP, Hon Omokhodion said they had an intense and exhaustive deliberation on the political wrangling and demise of internal democracy in the Edo state chapter of PDP as well as consulted widely across the three senatorial districts of the state.

Hon Omokhodion noted that the present leadership of the Edo PDP lost its political directions and all attempts to suggest ways of redirecting the fortunes of the party was resisted by the leadership of the party.

Omokhodion said the action of suspending top leaders of the party on spurious allegations were undemocratic and has reduced the morale of members to its lowest.

“That as a result of leadership failure, Edo State PDP no longer command the electoral sentiment of the Edo people.

“We, therefore in our numbers collectively resolve that Edo state PDP has failed in its objective mission to the people and we have this day resigned our membership of the PDP and have resolved to join the All Progressives Congress.”

Addressing party supporters, Pastor Ize-Iyamu said the resignation was not to give room for speculation or give impression that they were retiring from politics.

Pastor Ize-Iyamu cautioned them using against ‘throwing stones at the house we once inhabited, a house we have many friends and many associates.

He said, “PDP and any other political party for that matter are not our enemies. Please refrain from any attack that suggests that we are leaving PDP in anger or in bitterness. What is important is our primary objective in politics, why we chose to be in politics.

“Many people have different reasons for being in politics but for most of us in this group we see politics as an opportunity to represent our people, we see it as an opportunity to assess government and bring the dividends, the benefits of government to our people and we cannot be fulfilled if we play politics without being above to achieve these goals.

“People might call us names, but many understand why we have to do what we did. We have done what we have done because we believe that we just assist to bring development to our people. We must assist to bring solutions. It is not enough to just criticise and criticise. We want to be in the forefront of providing solutions.

“We want to assure our brothers there that we are not coming to a strange place. APC is home to many of us just like PDP was home. We are going into the APC with good intentions. We are not going there to join factions. We are going to join APC. We are going there to help strengthen the party and we intend to give our full allegiance to those in charge, those in authority. We will not undermine the powers that be. We will not join in any fight or name calling but we have come with the best of intentions.”

Career › Release Names Of 80,115 Police Ghost Workers - Court Orders IGP by References(op): 7:10pm On Nov 19, 2019
The Federal High Court in Abuja has ordered the Inspector-General of Police, Mr. Mohammed Adamu, to release the details of the 80,115 ghost officers said to have been discovered in the police formations and command in 2018.

Justice Binta Nyako, in a judgment, ordered the IGP to release the information to a civil society organisation, Centre for Social Justice, which earlier applied for it but was denied access by police authorities.

The judge, therefore, ordered the police helmsman to immediately release to the group, information, including the names and contact addresses of the “ghost officers” and their ranks.

The judge also ordered the IGP to release the bank account numbers, bank verification numbers, monthly salaries and emoluments and the total money paid to each one of them.

The court also ordered the IGP to pay to CSJ, the sum of N500,000 as damages for earlier denying the group access to the information.

Our correspondent on Tuesday saw a copy of the enrolled orders, containing the summary of the judgment of the court delivered on October 22, 2019.

The Lead Director of CSJ, Mr. Eze Onyekpere, recalled in a statement on Tuesday that his organisation sent a Freedom of Information request to the IGP on April 3, 2018, requesting information on the details of the list of 80,115 ghost officers.

He noted that the then Minister of Finance, Mrs. Kemi Adeosun, had disclosed the information about the existence of the ghost workers in her presentation on the implementation of the Integrated Payroll and Personnel Information System to the Federal Executive Council on March 21, 2018.

The IGP was said to have failed to release the information and give reasons for its inability to grant the request to CSJ.

The development forced the organisation to, through its lawyer, Mr. Kingsley Nnajiaka, file the suit, FHC/ABJ/CS/493/2018, praying for an order compelling the IGP to release the information to it.

In her judgment delivered on October 22, 2019, the judge held among others, that, “denying the applicant access to the details of the list of 80,115 ghost officers recently discovered in the police formations and command through the implementation of the Integrated Payroll and Personnel Information System without explanation constitutes an infringement of the applicant’s right guaranteed and protected by Section 1 (1) of the Freedom of Information Act 2011.”

The judge also made an order of mandamus compelling the IGP to “grant access to the list of 80,115 ghost officers recently discovered in the police formations and command through the implementation of the Integrated Payroll and Personnel Information System”.

“It also ordered the respondent “to pay to the applicant the sum of N 500, 000 as damages for denying the Applicant access to information.”

As the gubernatorial election process in Kogi state comes to a gradual halt, Yahaya Bello, the incumbent governor has been returned elected by the Independent National Electoral Commission (INEC).

TheCable takes a quick look at the electoral figures and highlights some important twists and turns, which may be baffling to any statistician and interesting to politicians — but not statistically impossible or new to Nigerians.

We compare the results from 2015 gubernatorial in the state with the just concluded elections in the region, and here are some quick takes:

In 2015, the All Progressives Congress (APC) with the late Audu Abubakar as its flagbearer polled 14,786 votes in Okene local government area, while the Peoples Democratic Party (PDP) polled 15,968 to win in the local government. The total number of voters accredited stood at 35,143.

By 2019, the APC ticket holder and incumbent governor of the state polled 112,764 votes in the same local government, recording a 662.6 percent increase in votes for the party. The PDP on the other hand polled only 139 votes. This means the PDP lost 99.1 percent of its voters from 2015. The party has called for a cancellation of votes in the region.

It is worthy of note that Yahaya Bello is from Agassa in Okene.

PDP LOSES 97 PERCENT OF ITS 2015 VOTERS IN ADAVI

In Adavi local government area, the PDP went from 11,902 votes in 2015 to only 366 votes in 2019. These figures suggest that the erstwhile ruling party has lost 96.92 percent (approximately 97 percent) of its voters in the region in the past four years.

Inversely, the All Progressives Congress, which polled 15,636 in 2016 recorded a surge of 313.51 percent within four years, bring the party’s 2019 votes to 64,657.

APC BAG OVER 89 PERCENT OF OKEHI VOTES

Natasha Akpoti, the SDP gov candidate, is from Okehi LGA
The narrative in Okehi local government was also the same as the Musa Wada of the PDP saw a drastic reduction in his party’s vote, when compared to the results recorded in 2015.

The PDP recorded 8,504 votes in 2015 from 24,645 accredited voters, while the numbers fell to only 478 votes in 2019 — shedding over 8,000 votes.

Natasha Akpoti of the Social Democratic Party (SDP) polled 3,095 votes in the local government, which also happens to be her home LGA.

Yahaya Bello of the APC, who was declared winner in the LGA, polled 36,954 votes — up from APC’s 10,170 votes in 2015. The total number of accredited voters stood at 41,384.

Statistically, Bello polled over 89 percent of votes, assuming all accredited voters eventually cast their ballot.

OVER 1 MILLION REGISTERED VOTERS DIDN’T VOTE

Yahaya Bello and his running mate, Edward Onoja
The voter turnout in elections across Nigeria has been reducing over the last decade, and Kogi will be no different. According to the Independent National Electoral Commission (INEC), 1.6 million (1,646,350) people registered to vote in Kogi state.

At the end of the election, only 636,202 were accredited to vote on election day. This means 1,010,148 people did not show up for the vote, accounting for 61.36 percent of those registered to vote.

Less than 39 percent of eligible voters turned out to be accredited, while even less eventually voted correctly.

In 2015, 1,379,971 people registered to vote, but only 511,648 were eventually accredited to vote, representing a little over 37 percent voter turn out. While the percentage of voters who turned out to vote in 2015 is lesser, the actual number who stayed home in 2015, compared to 2019 is smaller. Over one million stayed home in 2019, while 868,323 stayed home in 2015.

DeOTR:
I'm also from the NC and that doesn't make me any less a Yorubaman than someone from Ogun state.
I am talking from the aspect of zones...please...I had explained that to others before....

There are Igbos in igalamela.. They remain igbos but are not from the SE....
The concept of using Yoruba rather than zones was corrected earlier...
