BP drilling engineering messed up in handling of the P&A job, lots of info are on drillers.com and rigzone. They had the riser displaced to seawater prematurely. According to Halliburton record, they had good BOP test before the job, going by operation notes, it like they have a kick below BOP. if kick was gas at 5000 feet water depth, opening the rams would allow the gas form giant hydrates across the BOP as soon as it comes in contact with water, that may have led to the failure of the equipment.

Everything they are doing to stop the flow are about the best the could do. Since the kick have become a blowout, there have little options, they seems to have settled for flowing the well till depletion while drilling relief well to divert the flow. the relief well is a normal deepwater well which takes the same amount of time, if not more with new stringent measures introduced by US.

On US reaction, the whole world would feel it, but US maybe the worst hit, they have shutdown deepwater drilling for six months, that would push all semi overseas. There are bringing new rules for well control and well program censor, all these would have ripple effects.

One saving grace to the environment is that the disaster happened in the Gulf,of Mexico, where the time lag between design  fabrication, delivery of equipment and personnel is minimal. if it was in West Africa or other parts of the would, it may take up to 6 months before any meaningful action can be taking. Lapindo mud flow that happened in Indonesia in 2008 is a typical example, a whole village buried just like that.
