If you know internal Russian politics, you will realize the other tribes are resentful of the Rus ethnic group whom Putin is using as excuse to invade places. processor's speed is deceptive when used to guage its strength. Look out for the cache of the processor. If up to 2MB, you can rock some intermediate IDE on Win 7.
If up to 3MB better. Anything above 3MB is a excellent for virtually all client side applications out there.
