First of all, the FGN contributes about 65% of the entire vat so all the other states put together is about 35%.

Moreover, the distribution of vat is not to take from one state to give another. Vat is collected collectively and shared to all the states. So even your so called rivers state also benefits from other states too.

Further vat is a consumption tax, not production. So even if u produce in rivers state and sell in nassarawa, nassarawa will also be paying vat per product.

As it is, FGN. Is able to collect the VAT from the source once and for all. But if u leave VAT to the states, it means that many businesses will die because each state will continue collecting VAT from the same company. It means that that your Julius berger will pay the same 7.5 over and over again in each state it has presence. Julius berger can cope, but what of small startups

How are all the state benefiting? Is Lagos that gives more than five times federal allocation that benefit from vat? , meanwhile ur concluding part is the benefit to the state collecting the vat because it will gear up industrization of all States. In the whole 8years of OBJ's administration he did not see a single Hausa/Fulani northerner worthy of appointment as Service Chief, IGP or DG (DSS). Victor Malu, Martin Luther Agwai, Jonah Wuyep, Luka Yusuf, Ibrahim Ogehi, then IGP Tafa Balogun, Musliu Smith, Sunday Ehindero, Mike Okiro up to the DG (DSS) Col. For example, in Kano alone there were more than 5000 factories / industries located in Challawa, Bompai and Sharada industrial estates. Before Obj’s tenure ended he made sure 80% of those factories folded up, and the remaining 20% were operating at half level, below minimal capacities due to his well designed, well executed, skewed economic policies.

Remember the housing, monetization and privatisation policies he used our people to execute? This program was conceptualised and well executed to basically empower his kiths and Kins to owned choice properties in Abuja and Lagos. The privatisation was used to catapult cronies and surrogates, as well as God sons, into multi-billionaires. People like Mike Adenuga, Fola Adeola, Jimoh Ibrahim, Jim Ovia, Chris and the Andy Ubahs, to mention just a few.

Most of these people were, prior to 1999, using night buses to & fro Lagos/Abuja. Incidentally within a span of short period, all were flying private jets,while the country, North in particular was rapidly sliding backwards. My 5 Takeaways from the VAT debate
For me, every situation provides a learning opportunity. The issues thrown up by the VAT debate have helped me to know what I didn't know before now.
Here are my takeaways or what I have learnt so far.
1. Headquarters Effect: I have never heard the phrase before. Now, I know what this means, thanks to the tax experts who have educated us on why Lagos holds the diadem as the biggest contributor to VAT revenue. Companies that have their Headquarters in Lagos with operations across the country remit all VAT collections through their head office in Lagos. A chunk of what is collected as VAT in Lagos are activities that took place outside Lagos. Revealing!

2. Derivation Principle: Like oil producing states that enjoy 13% derivation from proceed of oil production, 36 states plus FCT also enjoy 20% derivation from VAT proceeds before equality of states and population are factored into sharing formula. So, the oil producing states are not the only states enjoying derivation. Great to know!

3. VAT on Agricultural produce: By deliberate design of the Federal Government, VAT is not charged on some agricultural products to make food cheap and affordable. Pity!

4. Father Xmas FG: More than 50% of the VAT revenues are from imports via Customs, Port Authority and Federal government contracts across MDAs. The Federal government just collects its own money, take 15% and share 85% of total sum to states and local government. Plenty free lunch in Freetown still!

5. Ethnic Baiting Works: If you want to provoke popular sentiments to win support for any self-serving agenda in Nigeria, you don't need to be imaginative. Just say there is 'injustice' in Nigeria and that the resources of one part of the country is used to prop up the other part. Wait to see people whose states are sponging off Federal largese become emergency placard-carrying freedom fighters. Pathetic!


Anyway, make people calm down. Running a country is different from running a business. No part of Nigeria is useless. Every part is doing their bit. Most manufacturers design there products for the poor north consumers in mind e.g everything sarchet products and small soda bottles, 100 naira recharge etc. Because the volume of sales from the poor north keeps most companies profitable.

When a Katina man buys recharge card he pays including VAT.

When a gombe man buys Panadol he pays inclusive of VAT.


The vat paid by the above people is remitted not in there states but in Lagos centrally through there HQ.

Remember VAT is paid by the consumers of manufactured products and services at the point of purchase.

Is that not good ? It will make each state to attract investors so the complain will be producing and selling in their States , it will make them eradicate in stead of pampering bandits because it will scare away investors . Many challenges of this country will be settled with restructuring, all this kidnapping and other security challenge will fissile away in no time due to quest for development. Meanwhile, no investors won't want to have their production site In the north due to vast land available and large population that will consume the products!
