The mistake you did was that you didn't have a eye on sight to monitor the use of cement....
or better still you should have buy the cement yourself, store it.. and give the man in batches has the work continues....
These are common mistake builders make when they underquote to get jobs...

Solution.. is to buy the 250k next batch cement yourself and monitor strictly before he comes back again that you need to buy more again....

You don’t need to generalize like that “ BUILDERS”
Do we even know if the OP truly gave the work to builder.
Where is the evidence.

I believed the client says “ HE ASSUMED” how can a client assumed such in a construction
Are you saying you don’t have written agreement/ well understandable quotation for the project?
This story has knock leg
Don’t just let conclude on a matter quickly like that always and try to bring down a professional that way.

3 weeks ago I gave someone work( personal work) of 70k I paid him 30k initial payment bcs I know him very well.
Day1 -day 5 the guy cover only 2pec of the job 10day along the line the guy cover JUST 5pec of the work , the work he supposed to finished within 4-5days oo.
The guy will show up to 10min work and leave ones he sees that we are not around ( off to work)
After 10days I see that the guy is not ready to do the work even if I give him 100 days.
I just called him to forget the whole thing and I engaged another guy immediately , young guy to do the job, boom the guy Finished it up within 3days at lesser price.

To refund part of the money become sky rocket scientist to him.
I don’t even stress myself I just overlook it.

Who’d pay the cost of warehousing the goods for the number of months it stayed in his/her store?
Who pays the cost of securing the goods?

Is the storekeeper a bank that pay interests?

Just as @spyder880 advised earlier, only do this with merchants that you’ve had good business relationship with and be willing to make some concessions too.

People think it’s very easy to collect such goods when you don’t have concrete agreement that so so date you are coming to pick up failure to do so….. you will take the seller decision by increment or refund without any pec.

A decade plus ago, I decided to give 0.35 gauge a shot on my personal project called Chateau De Brabus

Here’s what it look like after several years. No maintenance, no worries.

The thickness of the gauge is not always the cause of roof leakage but bad installation.

Some might think I got lucky. Villa Rosa which is the next build beside my chateau had a similar gauge installed on it, though it has faded we’ve never had to fix a thing on the roofs.

But I’ve seen .75 gauge roof that’s leaking and I've seen stonecoated tiles that got replaced within first year of install.
Expensive doesn’t really make it better.

That your 0.35 is what people called 0.45 today and thank God you have much time to get the best product and monitor the project then if not what happened in year 1880 will reoccurs again

A simple question though...I want to learn and probably others who may/might be curious also...what geared your suggetion on roofing part.....all the way to 0,55 .....0,35 ? 0,40 ? 0,45

I suggested the gauge I always used without Leakage issue.
I don’t have time to carry out repair on Aluminum roof always
My 1st personal house built 14 years ago was roofed with asbestos and one other building for a Client ( relative) was the only two building I used such All others are 0.55guage Aluminum or Gerald step tiles
I don’t use anything lesser than this
