Well,I am surprised they said Merchant Navy is an illegal Organization.But from a little I know, this people have a well recognized physical offices all over the coastal States of Nigeria.Go to Uyo, Calabar,PH,etc you will see their offices well operational without hindrances from govt.
Also, institutions like Maritime Academy of Nigeria,Oron,AKS trains and passed out thousands of this people ( Merchant Navy) every year.I visited the school sometimes ago when my junior brother was schooling there.The students are well kitted with full military regalia (Naval) with ranks and are regimented.And they attend any of their colleagues' events or govt. functions outside their school with this full military uniforms.Why haven't they been arrested.For your information,those Merchant Navy in Maritime are being trained by Nigeria Navy Officials.
Also, you cannot work as a ship sailor without being properly regimented Naval-wise.Take note that airplane pilots, engineers and some specific unit in the civil aviation also uses some Air Force insignia officially and identify themselves anywhere as Airmen without being arrested as Air Force personels impersonators.
So me think, it's the illegality of the training location that makes the police term it illegal organization and not the Organization itself.
It's the opinion of a layman in Maritime sector though,so I may be correct and I may also be wrong.

Nigerians are really daft. Why should a Governor impose a lockdown and stop even inter state movement? Why not they invoke the quarantine act so they can have the power to declare a lockdown and also provide medical and food for the people. What they are doing is unconstitutional.

OP, as a Security Consultant, recovering monies from fraudsters is not an easy task at all. The deed has been done already; but this is what you should do. 1. EFCC doesn't go after fraudulent schemes worth million, they also go after petty crooks too as in your case. Gather all evidence against the said Mr. Nelson and take it to the EFCC. 2. If you know his place of residence, use an Armed Force personnel to hunt him down; it works like magic. The police is what I don't know. 3. If you have a Pastor, Imam or government official or anybody with influence, let them use their influence to get your money back. 4. The last resort for the poor is the court. Get a good lawyer and sue him!. . . Please follow my blog. Still, check my blog on how to spot fraudsters and scammers. I also wrote on the MMM scheme back then. RIP. There's is a serious communal war going between Ebom, Idiba & Afafanyi on one side against Usumutong and Ebijakara on the other side. Anybody going to any of these places should be very careful. Usumutong people are cannibals they eat people like Ugep people.
