Does using 9inches block as 1st layer of a fence necessary?

Hello gurus,

Pls I need a rough estimate of what it would cost me to fence & gate a standard 2 plots of land, all together (60 by 120×2). It is a dry land with a flat surface. I have no plan of building on it soon, as I am doing land banking. I have C of O on the property.

What is the best type of block to be used? What is the best fence height? How many coaches is best and recommended? Is it okay to make the fence same height round about? I will love to blind the last coach to make it firm and solid? Is it advisable to construct this in Oct? The location is one of the capital cities in South Western Nigeria excluding Lagos & ogun states.

Those ogudu police officers make millions on that spot before alapere every week. They are not at that spot to protect ANY life or property
