Why does it have to be a level 4 interchange? With that 100M - you could have done a lot more - you could have constructed maybe 20 level 1 interchanges. Are engineers designing your roads - OR POLITICIANS. Level 4 interchanges go with 20 lanes roads like you find in LA or China. Abuja outside the main higways look more like Niamey, Bangui and Juba. Abuja like you is a sick joke; Mombasa has roads all over; and right now it's seeing more thn 1Billion dollars of investment in 40km mariakani-msa highway, dongo kundu phase including 2-3km bridge, likoni will see africa longest suspended bridge, we have tanga (tz) border to malindi highway, we have 1B free port and port expansion by Japanese. Abuja has long way to get to current Mombasa - and yet 3-4 yrs from now - Mombasa will be miles away from any west africa city Kenya overally is not dead economy like your now going 10yrs recession hit oil dependant economy with 24B dollars budget.
