They use to receive lot more in donors and all the aid money - but unless you invest in infrastructure - aid money is bullcrap. The counties and infrastructure - especially major roads will open up the north - and eventually pay off - because they probably have a lot of minerals. The roads definitely fix the insecurity of marauding cattle rustlers up north. Turkana if South Sudan - tarmac the road from Juba to Nadapal - will really open up - like the Isiolo to Moyale is opening up.
