Why young people are robbing and kidnapping others is that there are no good jobs. Those who had the courage to take up guns to kidnap or rob are not afraid of death anymore because their lives are so miserable that that they don't care whether they are killed or not.

However, if jobs were readily available, people would be living decent life and would rarely think of committing crimes. So, job creation is the solution, not even killing them.

Whatever way you look at it, it is the duty of the government to provide a business friendly environment, security, stable and open policy for all that would enable businesses to thrive. I would not be the one to do that and the government have failed in all.
