LAGOS, Nigeria, Tuesday, Jan. 13—Biafra, with its last de fenses crumbling and its sup plies of food and ammunition exhausted, capitulated yester day to the Nigerian Govern ment.

Brig. Philip Effiong, the Bi afran Chief of Staff, who took over the leadership Saturday night when Gen. Odumegwu Ojukwu fled the besieged rem nant of the secessionist region, announced on the Biafran radio this afternoon that the attempt at secession had failed.

[Unconfirmed reports from Lusaka, Zambia, said Monday night that General Ojukwu was expected to arrive with in the next day. It was un derstood that Zambia had of fered him asylum. Page 15.]

Brigadier Effiong ordered Bi afran forces to disengage from battle in an orderly fashion and said that he was sending repre sentatives to Nigerian field commanders to negotiate an armistice.

Gowon Accepts Offer

Immediately after the broad cast Gen. Yakubu Gowon, head of the Nigerian Government, issued directives to troops in the field to provide full pro tection of surrendering Biafran forces and to shoot only if they encountered resistance.

News Spread Slowly

The news of the capitulation had taken a while to spread into the streets of Lagos. There was little obvious excitement. Not everyone has a radio good enough to receive the frail Biafran transmitter, but by last night the news was moving rapidly through Lagos.

A crowd gathered in Inde pendence Square, just passing the news to all who came by. The Daily Times published an extra edition with the huge headline “Rebels Surrender.”

The brutal, bewildering civil war in Nigeria had lasted just over 30 months. There may never be an accurate reckon ing, but it probably cost Nigeria more than a billion dollars and something like two million lives.

It has been estimated that at most there are four million peo ple left in what remains of Biaf ra. It had a population of 14 million when General Ojukwu, then a lieutenant colonel, raised the flag of independence on May 30, 1967. On July 7 that year it was plunged into this wasting war. Most of the two million dead were lost to starvation. At the very least, 1.5 million will need quick relief now from some measure of starvation.

“I thank the civil population for their steadfastness and courage in the face of over whelming odds and privation,” Brigadier Effiong said in his broadcast. He spoke solemnly, but without faltering, in Eng lish. His six‐minute message was then rebroadcast by the Biafran radio in four other languages of the country.

Disillusionment Cited

“I am convinced now that a stop must be put to the bloodshed which is going on as a result of the war,” he con tinued. “I am also convinced that the suffering of our people must be brought to an immedi ate end. Our people are now disillusioned.”

He continued: “Those elements of the old government regime who have made negotiation and reconciliation impossible have voluntarily removed themselves from our midst.”

The reference was to Gen eral Ojukwu and some of the other leaders of the secession movement. It was still not known in Lagos where Gen eral Ojukwu, his closest follow ers and his family had gone.

Nobel Laureate, Prof Wole Soyinka, has added his voice to the growing opposition against federal government’s proposal to establish Ruga settlements across the nation for herdsmen.

Speaking in Lagos on Tuesday at the launch of United Nations’ Solutions 17 SDG programme, Soyinka berated the federal government for the idea, which will said can cause Nigeria to explode.

According to him: “Ruga is going to be an explosion if not handled with care. But why do we not take our policies from good models? This is not the way people and countries deal with issues of cattle.

“I travel everywhere. It has to be handled in a way that is logical, comprehensible to the environment. When a cattle walks up to the window of my house in Abeokuta, a house which is located in a residential area, then there’s a problem.



“When cattle goes to Ijebu Ode and eat up their plant seedlings and so on and you expect people to be quiet?”

He stated the handling of the herdsmen issue by President Muhammadu Buhari was enough to make him lose re-election.

“President Buhari deserved to have lost the last election for the lackadaisical attitude he took to the issue of cattle rearing in the country.

“People have been killed in hundreds just because of the failure of leadership at a critical time. And the cattle herders have been given a sense of impunity. They kill without any compunction, they drive away the farmers who have been contributing to the food solutions in the country, the cattle eat their crops and then you come up with Ruga.

“I think that there is going to be trouble in this country if this Ruga thing is not handled imaginatively and with humanity as priority. Any country where cattle takes priority over human life is definitely at an elementary stage,” he maintained

The Bayelsa State Government has donated 1,200 hectares of land to cattle rearers, popularly known as Fulani herdsmen, for grazing, ranching and slaughtering of their cattle in the state.

The state government had announced the restriction of the activities of herdsmen in the state to the Bayelsa Palm area in Yenagoa, the state capital, saying its decision was to prevent the invasion of farmlands and check any security breaches.


Governor Seriake Dickson, who reportedly issued the restriction order, had said the measure had become imperative in view of the recent upsurge in violence and criminal activities of some cattle rearers in some parts of Nigeria.

He had also warned cattle rearers against bearing arms in the course of grazing their livestock, threatening that anyone caught with weapons would be dealt with in accordance with the law.

The State Chairman, Cattle Ranches Management and Control Committee, Mr. Shitu Mohammed, said at a news conference in Yenagoa on Saturday that the 1,200 hectares of land was for ranching, grazing and slaughtering of cattle.


During the interactive session which comprised stakeholders such as the herdsmen, butchers, farmers and security agencies, Mohammed said more ranches would be donated to the cattle rearers in the state.

Mohammed, who commended Governor Dickson and the Bayelsa State Government for releasing the land, said the gesture would help to sustain the lasting peace that had existed between herdsmen and farmers in the state.

He noted that the committee was set up by the state government to foster cordial relationship between cattle rearers, farmers and the people of Bayelsa State.


Mohammed further noted that there were no cases of rape and killings by the herdsmen in Bayelsa, rationalising that the committee in collaboration with the state government and security agencies had put in place quick response mechanisms.

Former presidential aide, Reno Omokri, has condemned the Buhari government for accusing Leah Sharibu’s mother, Rebecca Sharibu, of being a liar.

He described the government as evil, saying it was “a biased government making it difficult to profess and live our life as a genuine follower of Christ.”


Rebecca had spoken in the United States, at the Heritage Foundation on June 11, 2018, where she testified that both her and her daughter are victims of “religious persecution” and that she had not heard from the Nigerian government for months about efforts to rescue her daughter, after President Muhammadu Buhari promised to do his best to secure her release.

In a statement on Sunday, Omokri said it was obvious and the denial by the Buhari junta of this truth casts suspicion on the genuineness of their efforts to Free Leah Sharibu and bring her abductors to justice.

“Let us examine Rubecca’s claims. One, she said that both her family and her daughter are victims of religious persecution. Is that a lie?


“The ONLY reason why Boko Haram released 104 other girls and kept Leah Sharibu back is that she refused to deny her faith in Jesus Christ and accept Islam. Is that not a textbook definition of religious persecution?

“Secondly, we see how slow the Buhari regime has been to assist Leah’s family. This is in sharp contrast to the case involving Zainab Aliyu, a Muslim girl who was caught with tramadol in Saudi Arabia. The usually slow General Muhammadu Buhari became a superhero and personally engaged in diplomacy with his Saudi counterparts until Zainab was released.

“The fact is that Muhammadu Buhari has failed to show this same urgency in the case of Leah Sharibu, despite the fact that his government once publicly boasted of having “back channels” (their exact words) to Boko Haram.


“On the second claim that she had not heard from the Buhari administration on the release of her daughter for months, this is a self-evident fact.

“General Buhari read in the papers and saw on video that I, Reno Omokri, placed a call to Rubecca Sharibu on September 6, 2018 while protesting to mark the 200th day anniversary of Leah Sharibu’s abduction, in front of the Nigerian High Commission in London. He saw an opportunity to politic and in a copy cat move, he copied my gesture on October 3, 2018 and called Rubecca Sharibu.

“Since that day, neither General Muhammadu Buhari nor his government or privies have been in touch with Rubecca to brief her on efforts, if any, to rescue her daughter.



“From the above facts, it should be clear who is the liar between the Buhari administration and the Sharibu family.

“I am personally aware that the Buhari administration is hell-bent on criminalising anyone fighting for Leah Sharibu’s release.

“I call on the world to note that rather than prosecute members of Boko Haram, the group which abducted Leah Sharibu, the Buhari regime has freed over a thousand Boko Haram members captured by the previous administration of former President Goodluck Jonathan, on the pretext that they were repentant.



“One of such released Boko Haram members went on to rejoin the terror group and lead an attack that killed personnel of the United Nations.

“Currently, the Buhari administration is rewarding herdsmen, who have killed tens of thousands of Nigerians by building them so-called Ruga settlements nationwide at government expense.”

Nigeria Security forces I hail thee

The Nigerian Air Force (NAF) says its Air Task Force (ATF) of Operation LAFIYA DOLE has destroyed terrorists’ hideouts and killed some fighters at Gobara and Bakassi in Borno State.

Air Commodore Ibikunle Daramola, NAF Director of Public Relations and Information, who disclosed this in a statement on Saturday in Abuja, disclosed that the operation was conducted on Friday in separate air raids.

According to Daramola, the settlements were two of the targets selected for attack in the intensive air interdiction operations launched by the ATF on Wednesday.

He explained that the attack on Gobara, a settlement in the Sambisa Forest area, was carried out by two Alpha Jets after Intelligence, Surveillance and Reconnaissance (ISR) missions had identified a segment of the settlement being used by Boko Haram Terrorists (BHT) fighters to store their logistics and other equipment.

“The jets scored accurate hits in the target area, leading to the destruction of some of the structures and equipment as well as the killing of several terrorists.

”In a similar vein, another active camp belonging to Islamic State of West Africa Province (ISWAP) elements located at Bakassi on the fringes of Lake Chad in Northern Borno, was successfully attacked and several terrorists killed in air strikes carried out later in the day.

”Overhead the target area, the NAF ISR platform observed significant presence of ISWAP fighters who were attempting to flee the location, upon hearing the sound of the aircraft.

”The attack platforms were vectored to the area of concentration of the terrorists, unleashing their munitions on the target and causing significant damage to the camp and neutralising many terrorists,” he said.
