The governor of Zamfara State, Bello Matawalle, has warned that Southerners living in the North should not expect protection if killing of Northerners continues in the South.

The governor issued the warning in a statement sent to DAILY NIGERIAN on Thursday, saying the South has no monopoly of violence.



“If Northerners and their means of livelihood will not be protected, accommodated and be dignified anywhere they choose to stay in any part of the South, Southerners should NOT expect protection from the North as the North has more than what it takes to respond to any kind of aggression and hatred,” the governor said.

ENOUGH OF THE ATTACKS ON NORTHERNERS AND THEIR ECONOMIC INTERESTS – GOV MATAWALLE

Recent happenings in the country have made it expedient for me, as a political leader and a proud Northerner, to issue this important statement. This is not the time to play politics or to play to the gallery, but a time to tell ourselves the real truth, for the benefit of peace and progress of our country, and to prevent the looming anarchy that some disgruntled, unpatriotic Nigerians want to drag the nation into.

Considering the manner we play politics in Nigeria–politics without conscience–the public may expect a statement like this to come from a governor or a leader of the APC, but I choose to make the following statement even as I remain a proud member of the opposition PDP, for the sake of our nation; for peace to reign and in the overall interest of the North.



So much is happening to the North and to Northerners as individuals. Today, their lives, dignity and possessions are being threatened by the increasingly unfriendly South even as we try, as Northern leaders, to always calm the situation and to protect the interest, businesses and dignity of all Southerners living in the North.

Despite what Northerners are experiencing today in many parts of the South-West and South-East in particular, all we hear is the conspiracy of silence from Northern leaders and elites who are supposed to stand firm, in the manner in which other leaders of the South are doing even when they know that their people are at fault. This must not continue.

As Northern leaders, our dignified silence in the face of constant provocation and assault, because of our desire for peace, MUST not be taken as a sign of weakness. Indeed no community, or region has the monopoly of violence. If Northerners and their means of livelihood will not be protected, accommodated and be dignified anywhere they choose to stay in any part of the South, Southerners should NOT expect protection from the North as the North has more than what it takes to respond to any kind of aggression and hatred.

We have seen the destruction, the killings and the devastation recently at Sasha Market against Northerners and their economic interests. Properties worth billions of Naira were lost in addition to human lives yet some leaders in the South-West are downplaying the atrocities committed or, worst still, justifying it. Some of them have shamefully gone to the extent of apportioning blames on the victims and casualties of their aggression.

Last Sunday’s killings of innocent Northerners in Imo is one too many and no matter how we love peace, leaders with conscience and fear of God MUST speak out against this continued barbarism and hatred. We will not take that any longer as NO human life is worthier than another. No business interest is better than another. In fact, in crisis situation, the South has more to lose in terms of its business interests in the North and the strategic nature they established themselves in the North than Northerners living in the South. The North is very much aware of such weaknesses and disadvantages the South is exposed to whenever there is such crisis but we always choose the path of peace and cherish peace beyond any act of lawlessness and hatred. Simple statistics on instances of unprovoked attacks against Northerners and their economic interests in the South in recent times can tell who is more tolerant, accommodating and peaceful between criminal elements and their backers that are well known in sponsoring such hatred and attacks against Northerners in the South, and our own people.

Sadly, we all can identify the thugs, the instigators of such xenophobic attacks. They are very much known and audacious in spreading their messages of hatred, incitement and provocation but unfortunately they and their leaders have continued to blackmail the federal government while government seems to be succumbing to such acts of blackmail, allowing them to live like kings and even bluntly refusing legitimate invitation by the Police. Nigeria is ONE. Whoever doesn’t want to believe in the current constitution, which is so far the legal and legitimate instrument behind our existence, should wait to challenge it through established legal and legitimate means, or pack and leave the country. We will not tolerate any form of intimidation any longer.

Even though I am a PDP Governor serving my first term in office, I don’t believe seeking for position of authority or seeking to retain it is a do or die affair or something that will silence us to ignore reality and not to stand by our people in the face of constant provocation and attacks.

As a Northerner, I condemn in strongest term how in the same manner of hatred, President Muhammadu Buhari was treated by so-called protesters that could not hide their disdain and hatred for the North. Their action, no matter their grievances, is uncivilized, highly irresponsible, unpatriotic and disrespectful to the person and office of the President and has demonstrated the growing hatred against anything North. This is certainly NOT the way to express dissatisfaction but an act of humiliation and hatred consistent with the southern agenda as the promoters and sponsors are well known and are only looking for opportunities and slightest excuse(s). Responsible and civilised protest should address only issues but reducing such sponsored protests to abusing the President, his family or parents as we have seen in London is most unfortunate, uncivilized and condemnable. I am sure they wouldn’t have done that for Buhari if he is from the South as we have seen severally on matters of their interest and agenda. The real motive and agenda of the so called protest is not for Nigeria but to humiliate the President that is why the number of the protesters, considering the large number of Nigerians living in London, is so negligible as they could be easily counted.

For the North to survive and defend its interests, our leaders MUST have the courage to always speak out against such aggression and to protect Northern interests, the way our contemporaries in the South often do, even when there is no justification to do so. We MUST not be ashamed to defend our people and protect our interests the manner they are doing. But in doing so we must not be blind, like they often are, to overlook the shortcomings or the faults of our people whenever there is one. Nigeria is for all of us. Peace or preservation of peace MUST be reciprocal and in the absence of that we demand that we will no longer tolerate what has been happening to Northerners in different parts of the South over the last few months.

Bashir el-Rufai, the son of Kaduna state governor, has questioned why northerners need a driving license to use their vehicles in a country they own.

Bashir was replying to a Twitter user who claimed citizens can drive in northern Nigeria without licenses for 20 years.

The user had written, “you can drive a vehicle in the north for more than 20 years without a license,” to which the governor’s son replied, “why should we need licenses to drive on roads in a country that we own?”

The question, which was raised via Bashir’s Twitter page on Thursday, has elicited a wave of mixed reactions from Nigerians.

While some users downplayed the gravity of the tweet, others criticised him for suggesting northerners own the country.

“Imagine what a Governor’s Son is saying, someone who is supposed to set an example for others is even saying we don’t need a license to Drive in 2021 In the 21st century,” a user wrote.

Another user wrote: “Bash response is totally incorrect. Call it sarcasm or whatever.

“His response can be used against him in the nearest future, but still, I want to understand which of the north is the guy even talking about? If it’s northern Nigeria then. The guy is a joke.”

There was panic among residents of the Essien Udim Local Government Area of Akwa Ibom State on Tuesday as the military bombarded the Ikot Akpan forest in the area.

The PUNCH learnt that the military operation was aimed at flushing out hoodlums who had been attacking police formations in the state.

Residents, who share boundaries with hoodlums’ hideouts, told one of our correspondents that the bombing of the forest started at 8am and ended at 12 noon on Tuesday.

The military exercise came barely 24 hours after gunmen attacked the Imo State police command headquarters and the Nigerian Correctional Service in Owerri, the state capital, where 1,844 inmates were freed.

The President, Major General Muhammadu Buhari (retd.), in a statement by his Senior Special Assistant on Media and Publicity, Garba Shehu, on Monday ordered security agencies to fully mobilise and go after gunmen that had been attacking security agencies.

It was gathered that before the military exercise in Akwa State on Tuesday, residents had been asked to steer clear of the Ikot Akpan forest suspected to be a camp of gunmen.

Residents said the operation began with the deployment of helicopters and drones for aerial surveillance and bombing before ground troops moved in to flush out criminal elements.

The Essien Udim LGA, where the Minister of Niger Delta, Senator Godswill Akpabio, hails from, has been under attacks by gunmen, who have been killing cops and destroying their facilities.

Recall that hoodlums, whom many suspected to be members of a cult group in February, this year attacked the police at the Ikpe Annang junction, where a police inspector was set ablaze inside a police van.

Also in February, they attacked Ikot Afanga community and killed an inspector of police identified as Aniekan, while a divisional police station in the LGA was set ablaze by the hoodlums. They also burnt police vehicles.

On March 31, 2021, three police officers, including a chief superintendent of police, Ben Ajide, were killed and four others declared missing in a failed reprisal carried out by the police against the hoodlums.

On Tuesday morning, residents, who had not fled the area stayed indoors as the military bombarded the hideouts of the criminals.

Fear gripped residents as fighter jets flew at low levels to ensure proper surveillance of the area.

The proscribed Indigenious People of Biafra (IPOB) has denied responsibility for Monday’s attacks on Imo Police Headquarters and Correctional Centre where over 2,000 inmates were freed.

Its Media and Publicity Secretary Emma Powerful said the attacks were not carried out by operatives of Eastern Security Network (ESN).

He said: “The attention of IPOB has been drawn again to the fallacious and fabricated news that IPOB and ESN are involved in the attack of prison and police headquarters in Owerri Imo State.

“IPOB and ESN are known groups not unknown gunmen. ESN is in the bush chasing Fulani terrorists, why linking IPOB and ESN to this attack. IPOB and ESN were not involved in the attack in Owerri Imo State. and the recent attack on Onitsha Owerri road at Ukwuorji junction. It is not our mandate to attack security personnel or prison facilities.

“The Nigeria Government and her compromised media outfits should stop linking IPOB and ESN to the multiple attacks going on in Nigeria now. IPOB was formed on principle of peace and we are still in it. Unknown gunmen is a different people which we don’t know them and they not IPOB or ESN security outfit.”

Meanwhile, soldiers have taken over the Okigwe roundabout and road leading to the Correctional Centre diverting traffic flow.

More than 130 choice assets have been bought with looted funds in Dubai, United Arab Emirates (UAE), by some ex-governors, ministers and senators.

These assets are among the over 800 traceable to Nigerians in the UAE, including top security and military officers.


Four areas have been identified through which the nation’s resources are looted.

These are Bribery and corruption, proceeds from commercial tax evasions, illicit activities engaged in by corporations and business ventures and proceeds derived from criminal activities.

The Nigeria’s oil and gas sector is belived to have contributed 92.9 per cent of the total amount in Illicit Financial Flows (IFFs) .

But the chances of Nigeria recovering most of its looted cash are very low because of conditions attached to the release of such funds.

These highlights are part of a report on the “UAE component of the three country (Nigeria, UAE and the UK) comparative study of fixing Illicit Financial Flows,” which was submitted to the Executive Chairman of the Economic and Financial Crimes Commission, Mr. Abdulrasheed Bawa last Wednesday in Abuja.

The report, which was commissioned by an anti-corruption group, Human and Environmental Development Agenda,(HEDA), but researched and compiled by Prof. Gbenga Oduntan of Kent University.

Although the report did not reveal the identity of the Politically Exposed Persons (PEPs) with the assets in Dubai, Chairman of HEDA, Olanrewaju Suraj, who spoke with The Nation on the telephone last night, said: “We have left it to, EFCC to unravel them. It is so sad that our funds are being looted and stashed abroad. We are not even talking of assets in the UAE identified with some military officers.”

The report, which was obtained by our correspondent, claimed that Nigerian Politically Exposed Persons (PEPs) and other corrupt public officers taken advantage of UAE’s soft system to launder funds.

The report said: “The sheer recklessness of a system which allows Politically Exposed Persons (PEPs) including 34 Nigerian ex-governors to own 71 properties, seven senators to own 33 properties, and thirteen Federal ministers to buy and own 26 properties is apparent. In the circumstances this is a case of res ipsaloquitor- the facts speak for itself.

“A 2012 report stated that Nigerians had invested up to $6 billion in real estate in Dubai over three years, including whole floors of apartment blocks.61 As bad as things are with respect to dirty money being funnelled into properties in the UK particularly in London, Dubai is qualitatively worse.”

The report attributed the rush to stash funds in the UAE by top Nigerians to the weak financial system and its openness to investors.

The report said: “The finding reached is that the shortcomings in the practices of financial and professional bodies of the UAE are deep, substantive and troubling.

“Corrupt Nigerian elite have managed to evade detection and massively invested into the UAE property market particularly in Dubai. As argued by Barnaby Pace, “We know that the criminal and corrupt set up bolt-holes around the world in which to stash their dirty cash, with Dubai being a favoured spot for many….”

“Dubai is also a preferred destination for trade-based money laundering (TBML –IFF) and political corruption money laundering from Nigeria, precisely because the city is seen as a soft touch for PEPs and their associates.

“There is deliberate orchestration to make Dubai an Eldorado for property investors looking for a place to store wealth considering that construction and real estate sectors in the UAE contributed 20% to GDP as of 2016.”

The report quoted a study as saying “There are not the same checks on the sources of money coming into Dubai as there are in London and elsewhere”

“The lack of qualitative and mandatory beneficial ownership reporting system exacerbates the UAE’s significant shortcomings in relation to the interaction between luxury property market and “Dubai and other Emirates in the UAE operate a more laissez faire philosophy and the UAE generally has shaped itself into a vast bohemian desert investment space.

“Bribery, corruption, illegal resource exploitation, and tax evasion are the main channels of IFFs especially in relation to Nigeria- UK relationship in the country’s extractive industries. Much more damage is done to Nigeria’s financial interest by other countries as well.

“Indeed Nigeria’s oil and gas sector contributes 92.9 per cent of the total amount of IFFs the country records yearly through companies and persons operating in the highly porous yet important sector.

“In stolen crude oil deals alone Nigeria suffered more than $12 billion in losses to the US between 2011 and 2014. Another $3 billion was lost to China and $839.5 million to Norway in the same period.

“The damage done from within by bureaucratic mischief is very significant as well. Unfortunately, there is also under-reporting of production volumes and oil lifting by the NNPC and Department of Petroleum Resources (DPR).

“For instance, it has for long been known that the effective lobbying by oil companies is a large aspect of the stalled progress of the Petroleum Industry Bill (PIB) for nearly 20 years now because “the oil majors have been particularly vocal on potentially losing tax exemptions as a result of this law”.

The report made some recommendations including a generation of PEPs annually by the Federal Government with their data shared with some international agencies and development partners.

It added: “A comprehensive list of Nigerian PEPs should be generated annually. This data should be shared with its development partners, particularly the UAE, and the UK.

“Extradition remains a highly useful mechanism for governments and Nigeria must do its best not only to retain the treaties it has presently but most work to develop even more.

“The task of tracing the foreign investment practices of Nigerian PEPs in this way will have to take on a historical perspective. For instance, a former military governor of Ogun State is identifiable as owning up to six properties with a total purchase price of over $2 million.

“Article 236 (1) of the Federal Penal Code deals with the offence of accepting a bribe as a public official. There are similar provisions targeting bribery of a foreign public official and this is of great significance in reducing the space for bribe offences internationally and particularly in the developing world.

“Private sector bribery is unlawful under Article 236 b (2) of the Federal Penal Code. Public servants are defined under the Law as any persons in a federal or local position, whether legislative, executive, administrative or judicial, whether appointed or elected. (Article 5, Federal Penal Code).”

It asked the Central Bank of Nigeria(CBN) to evolve better ways of monitoring financial transactions of PEPs and other businesspersons.

It said: The CBN would therefore, need to take a more effective approach with targeted measures not only to negotiate instruments but also to engage in better monitoring of financial transactions of PEPs and other businesspersons.

“Looking at what we have discovered so far, the CBN has not satisfactorily established and performed its supervisory functions not only over banks particularly in the case of certain types of customers (e.g., non-resident or offshore customers, PEPs but there are also shortcomings in oversight in relation to Private Investment Companies (PIC), MNCs and shell companies; offshore entities; cash-intensive businesses and import or export companies).

“The CBN must do better particularly in its role as an assessor of the adequacy of financial institution’s systems to manage the risks associated with senior local/foreign political figures, but it must do better in instilling an expectation of probity among corporate management and their ability to implement effective risk-based due diligence, monitoring and reporting systems.

“The imposition of sanctions against banks including prosecution of their employees together with the institution is an essential part of creating a better-disciplined national financial system that is less susceptible to mischief from within and without. The journey to a full grant of autonomy to the NFIU is not yet complete although credit is due to the country’s authority for the implementation of the Nigeria Financial Intelligence Unit Act 2018, which established the NFIU as an independent entity.”

Despite its recommendations, the report said the chances of recovering looted funds are very low.

It said: “The harsh reality is that Nigeria may never even find out just how many hundreds of billions of looted assets it has suffered over the decades and certainly since its independence as a sovereign state. The chances of having the losses restored in meaningful ways are extremely low.

“Sadly, even recent scandals with ample documentary trail have led to little or no asset recovery. The practice of some Western nations including the UK in insisting on exacting and retaining arbitrary sums as during asset recovery requests from weaker states is particularly abhorrent. Nigeria and other developing state have a duty to posterity to resist this practice.

“Similarly, the practice of demanding and attaching conditionalities outside the confines of international law to the return of illegally transferred wealth is abominable.

“These practices are not products of law and equity but are expressions of the asymmetries in international relations, which permit a certain group of privileged states to add insult to the injuries of weaker states in the sheer context of things.”

While receiving the report, the EFCC chairman, Bawa, said: “I want to assure you, that we are going to study the report to add value to those areas where it is within our mandate; we will look at it and ensure that justice is done.

“The country has been cheated for quite a long time, people saddled with the responsibility of governance in this country have succeeded in doing it selfishly by taking these funds out of the shores of this country.

“It is one thing for properties to be taken to the UAE and the UK, it is another thing that we here in Nigeria are ensuring that you don’t have the opportunity to take them out in the first instance. That is why we want to be proactive in our approach to law enforcement and the fight against corruption in this country.

“All the people that are taking these funds out of the shores of this country are not doing that alone; there are conspirators, engineers helping them, professionals are helping them, accountants and financial institutions are helping them. We are not trying to look at what happened before but we are determined the future will be better.

“And then of course part of our mandate to ensure that proceeds of crime are identified and repatriated for the benefit of all Nigerians. It is not an easy task, it is something that cut across jurisdictions.

“The UK and the UAE have their own laws, processes and procedures, but we have a lot of bilateral and multi-lateral agreements that we are signatories to; to discuss about issues of information sharing, investigation as well as repatriation of ill-gotten assets.

It comes as social media footage footage shows suspected large scale Russian military movements in regions close to rebel-held eastern Ukraine and annexed Crimea.



With tension sharply rising, analyst Pavel Felgenhauer, 69, said it now requires a 'psychoanalyst' to determine Russia's intentions in Ukraine but warned events could see 'war in a month'.

The West has expressed alarm about Moscow's movement of troops and forces, and Felgenhauer says they are right to be concerned as unverified new footage appears to show military movements in Russia's Voronezh, Rostov and Krasnodar regions, along with key railway routes.

'The crisis has the potential to escalate into a pan-European war, if not even a world one,' Felgenhauer warned starkly in an interview with Rosbalt news outlet in Russia.

'But for now, potential. Will it happen or not? Let's wait and see. In the West, they don't know what to do about it.'

Russia yesterday vowed to 'take extra measures' if Nato sends forces to Ukraine after the Kremlin dispatched 4,000 troops to the disputed border with its neighbour.

'No doubt such a scenario would lead to a further increase in tensions close to Russia's borders. Of course, this would call for additional measures from the Russian side to ensure its security,' Kremlin spokesman Dmitry Peskov told reporters.

He insisted, however, that Russia was 'not threatening' Ukraine, despite an earlier statement which warned a war in Donbass would 'destroy' its neighbour.

Footage has emerged showing shows dozens of military helicopters close to the frontier, and the movement of tanks and other military vehicles by train.

The United States pledged its 'unwavering' support to Ukraine on Thursday as defense officials said they were aware of thousands of troops newly-deployed to the separatist Donbass territory, which is controlled by pro-Moscow factions.

Asked why Russia may be pushing for a conflict now, Felgenhauer replied: 'Address this question to a psychoanalyst. Do I need to explain?

Nnamdi Kanu, the leader of the Indigenous Peoples of Biafra, IPOB, has explained why he cannot criticize Boko Haram.

Kanu disclosed that Boko Haram members were peaceful people before the Nigerian Army and the police started killing them.

The IPOB leader, who spoke during his live broadcast, accused the Nigerian government of turning peaceful organizations into violent groups.

He said: “Boko Haram was a peaceful movement until Nigeria Police started killing them. That’s why I’m measured in my criticism of Boko Haram.

“They were peaceful. It was Nigeria Police and the Army that kept killing them to the point when they now turned violent.

“We are going to stand up for our rights to be free. We are not subjects of the Fulani caliphate. Many people can subscribe to that, but not this IPOB that I lead. Not now, not tomorrow, not ever.

“You know they call us toothless bulldogs, that they are online, they can’t do anything. And I agree with you. If these toothless bulldogs can be doing this when they have no teeth, imagine when they grow teeth, what will happen?
