The Senate Leader, Ali Ndume, on Monday met with President Muhammadu Buhari at the Presidential Villa, Abuja. Ndume had last Tuesday met with Vice President Yemi Osinbajo alongside some of his colleagues while Buhari was on vacation. SUNDAY PUNCH had reported exclusively that the visit of Ndume and his delegation to Osinbajo was part of the ways the embattled President of the Senate, Bukola Saraki, was seeking the Presidency’s intervention in his case before the Code of Conduct Tribunal over alleged false declaration of assets. He told State House correspondents at the end of his meeting with Buhari on Monday that he was in the Presidential Villa to consult with the President ahead of the Tuesday resumption of the Senate. He said there was nothing unusual about his visit except that he had been embarking on similar visits in the nights. Ndume said, “I hope you people know that I am the Senate Leader and this is APC government. So if the Senate Leader comes to see the Vice President or the President in the Villa, is it supposed to be a surprise? “I guess it is because most often, I come in the night but this time, I came in the afternoon and it became very strange. “There are issues that are really on the ground. One is the budget. We also have two bills before the Senate that we need to start working on when we resume tomorrow. The Money Laundering Bill and the Criminal Information Sharing Bill. “There are issues other than those ones that are really on the ground. This is how we are supposed to be doing it earlier. That is, coming into the Villa to consult and guide the proceedings in the Senate appropriately. “Other than that, I don’t want you to see it as an unusual visit. With the controversy over the “missing budget” and the revelation by the Senate that two versions of the 2016 budget proposal was submitted to the National Assembly still fresh in the memory, the appropriation bill has attracted fresh controversy. Amid claims that the budget proposal was padded, more Nigerians are scrutinising the document. The result is a damning hashtag on Twitter. The budget proposal is trending for the wrong reason. Using #Budgetofcorruption, many Nigerians have condemned the provisions of the N6.08tn budget proposal, saying it is not different from the ill- conceived budgets of the past. Leading the charge is BudgIT, a website aimed at using IT solution to explain government data to citizens. Here are some of the provisions in the budget that has irked Nigerians: 2016 budget is an untidy mess 1. The government plans to spend N3.8bn on the State House Medical Centre, over N1bn on the purchase of vehicles and N89.17m on canteen/ kitchen equipment. 2. The budget is based on an oil price benchmark of $38 per barrel even though oil prices are currently around $33 per barrel amid expectation that the price could slip to as low as $20 per barrel. This was one of the earliest problems experts pointed out in the budget. 3. N3.91bn was earmarked for the rehabilitation/ repair of office buildings. Under the State House Headquarters votes, N278m is proposed for the maintenance of office buildings/residential quarters. This comes even after N1.328bn was allocated to the maintenance of office buildings/ residential quarters in 2014 (N901.11m) and 2015 (N421.27m). 4. N1.71bn allocated to the Office of the Secretary to the Government of the Federation for security equipment. The office got N316.42m in 2015 for rehabilitation/repair of electrical components. 5. N501.52m earmarked for Research and Development in the Office of the Head of Service of the Federation. The office got N312m for the same purpose in 2015 and N1.17bn in 2014. 6. For budget preparation, N1.6bn was allocated to 116 Federal Government Agencies. 7. N10bn allocated for office furniture to 116 FG agencies. 8. N795m allocated to update the website of the Ministry of Solid Minerals. 9. N30.8m allocated as rent for the Aso Rock residential building. 10. All Progressives Congress members of the House of Representatives clashed with their Peoples Democratic Party colleagues today over the Minister of Transport, Mr. Rotimi Amaechi. Amaechi appeared before the joint Committee on Marine/Land Transport to defend the 2016 budget proposals of the ministry, but lawmakers tried to turn the session into a venue for political party supremacy battle. APC members, who control the majority of 213, out of the 360-member legislature, felt that the former Governor of Rivers State deserved some protection from the committee, as he came under a barrage of questions. The APC lawmakers complained that too many questions were being thrown at the minister. However, some PDP members suddenly flared up, arguing that the minister could be asked any questions. The PDP members were led by Mr. Pat Asadu (Enugu State) and Mr. Nnana Igbokwe (Imo State). The development came as the House Committee on Aviation rejected a proposal by the Nigerian Civil Aviation Authority to spend N130m this year to conduct a security audit on the nation’s airports. The Chairperson of the committee, Mrs. Nkeiruka Onyejeocha, recalled that in 2015, a similar proposal was submitted by the agency. She noted, “I can see you people have brought this matter of security audit again, and I remember querying it last year. “How can you spend this much on the airports even when 22 out of the 32 airports are shut down with no operation going on whatsoever? “The committee expressed dissatisfaction with the performance of the capital projects of the NCAA, rating them as “below average.” But, the Director-General of NCAA, Capt. Mukhtar Usman, informed the committee that the agency improved on the training of personnel to meet global standards. The Federal Government has written to the Code of Conduct Tribunal asking for a date for the commencement of the trial of the Senate President, Dr. Bukola Saraki, on charges of false assets declaration. The letter written on behalf of the Federal Government by the lead prosecuting counsel, Mr. Rotimi Jacobs (SAN), followed the February 5 judgment of the Supreme Court validating the trial of the Senate President before the CCT. It was learnt that Jacobs sent the letter with a copy of the Supreme Court’s judgment attached to it to the Danladi Umar-led CCT on Monday. Our correspondent did not get to see a copy of the letter, but the Head, Press and Public Relations of the CCT, Mr. Ibraheem Al-hassan, confirmed to our correspondent that the registrar of the tribunal had received it. “I have confirmed from the registrar and he confirmed to me that Mr. Rotimi Jacobs (SAN), wrote the letter, informing the tribunal that the Supreme Court has dismissed the appeal that was stopping the trial from going on. He attached a copy of the judgment to the letter. “The letter will be considered and a hearing notice will be issued later on.” It is expected that the tribunal will give a date for the trial and issue hearing notices to parties to the case this week. A seven-man panel of the apex court presided over by the Chief Justice of Nigeria, Justice Mahmud Mohammed, unanimously ruled in its judgment on February 5 that Saraki’s appeal against the jurisdiction of the CCT and the competence of the charges, lacked merit. Justice Walter Onnoghen, who delivered the lead judgment, dismissed all Saraki’s seven grounds of appeal, affirming that the charges instituted against him were valid and that the tribunal was validly constituted with requisite jurisdiction to try him. The CJN and other members of the full panel of the apex court, comprising Justices Tanko Muhammad, Sylvester Ngwuta, Kudirat Kekere-Ekun, Chima Nweze and Amiru Sanusi, also consented to the judgment. The judgment of the Supreme Court terminated an earlier order of the a panel of apex court presided over by now retired Justice John Fabiyi, which had on November 12, 2015, suspended proceedings in the trial of the Senate President. The CCT is therefore expected to issue a hearing notice for the continuation of the Senate President’s trial. In the 13 counts initiated by the Federal Government, Saraki was said to have made false assets declaration in his forms submitted to the Code of Conduct Bureau as a two-term governor of Kwara State between 2003 and 2011. The Senate President, who was said to have submitted four assets declaration forms which were allegedly investigated by the CCB, was found to have “corruptly acquired many properties while in office as Governor of Kwara State but failed to declare some of them in the said forms earlier filled and submitted.” He also allegedly made an anticipatory declaration of assets upon his assumption of office as governor, which he later acquired. He is also accused of sending money abroad for the purchase of property in London and that he maintained an account outside Nigeria while serving as governor. Saraki initially refused to appear before the tribunal prompting it to issue a bench warrant against him.
