The Economic and Financial Crimes Commission said
on Monday that the oil and gas industry would be
among its next set of sectors to be investigated for
alleged corrupt practices.
The Acting Chairman of the anti-graft agency, Mr.
Ibrahim Magu, spoke in Abuja as he appeared before
the House of Representatives Committee on Financial
Crimes to defend the commission’s 2016 budget
proposals.
He, however, avoided giving direct answers to
questions on whether the former Minister of Petroleum
Resources, Mrs. Diezani Alison-Madueke, would be
under the searchlight of the agency.
Magu merely responded to such questions by saying
that “the commission will soon move into the
petroleum sector.”
But, he called on the National Assembly to support the
efforts of the agency by making more funds available
for its operations.
For example, he said at a time the commission was
stepping up the anti-graft war, the Ministry of Budget
and National Planning cut its overhead by over
N1billion this year.
Madu disclosed that while the EFCC proposed N2.9bn
for overhead, the ministry slashed it to N1.3bn, a
figure he said represented a shortfall of N1.6bn, “or
116 per cent.”
He complained that the budget cut would affect the
operations of the agency, particularly investigations
into corruption allegations.
“The areas that will be adversely affected are
investigative activities, manpower development and
maintenance of logistics.”
Although, he admitted being aware that government’s
revenue had dwindled due to a sharp fall in crude oil
prices, Magu argued that corruption-fighting was
capital-intensive.
He appealed to the committee to consider approving
additional N500m for “operational activities as more
sectors of the economy may likely come under
investigative activities during the year.”
Magu also spoke of plans by the agency to recruit 750
personnel this year in its bid to build its core members
of staff and reduce the number on secondment from
other organisations.
Ironically, the budget ministry cut the EFCC’s
personnel cost for this year by 6.5 per cent.
In 2015, the personnel cost for 2,173 employees was
N7.1bn.
But, in the 2016 budget, the budget ministry reduced it
to N6.6bn, a decrease of “N463.2million.”
The Chairman of the committee, Mr. Kayode Oladele,
nonetheless, made promises that the House would
look into the complaints of the EFCC.
He said, “As we all know, the current economic
downturns have drastically reduced projected earnings
for the 2016 fiscal year.
“Despite the paucity of funds, the funding of the EFCC
remains a priority for the government.
“The committee shall support the vision of elevating
the EFCC to sustain the current anti-corruption
crusade. “

The immediate past Senate President, David Mark, has
said that the growing interest of his people and
endorsements by various stakeholders ahead of the
February 20 rerun for Benue-South senatorial district,
have made him psychologically prepared.
Mark, in a statement by his Media Assistant, Paul
Mumeh, on Sunday, also said he was overwhelmed by
the uncommon support of his constituents which he
said encouraged him to contest the election.
The former senate president is contesting the rerun
against Daniel Onjeh of the All Progressives Congress.
Mark promised to serve and defend the interest of his
people at all times no matter the odds and
circumstance.
“I am psychologically prepared for the rerun election
based on the growing support of my constituents. I
enjoy the support and confidence of my people. With
God helping us, I will not let them down, I will serve
creditably. I am very committed to the development of
Benue South and beyond,” the statement quoted Mark
as saying.
The former senate president said his confidence was
anchored on God and on the overwhelming support of
his people who see him as a symbol of their hopes and
aspirations.
According to him, the forthcoming rerun is a battle for
the interest and survival of the Idoma people which he
represents.
The statement claimed that the Peoples Democratic
Party Senate caucus, the Benue State House of
Representatives caucus, Benue State Zone C House of
Assembly caucus, the league of Idoma professors and
other groups have separately thrown their weights
behind Mark for the rerun.
The statement added that the various groups were
supporting Mark based on his achievements in the
Benue-South senatorial district and his antecedents of
effective and quality representation in the National
Assembly.
It also stated that a former chairman of the board of
the Nigeria Television Authority, Chief Patrick Ogbu,
said that the Idoma people have come to the
realisation that the gang up against Mark by external
forces was actually a conspiracy against the zone.
He said, “No campaign of calumny can stop the Idoma
dream. The re-election of Mark is a battle for Idoma
survival as a people which no outsider should decide
for them.”

The Senate and the House of Representatives on
Saturday said they would go ahead with the purchase
of exotics for its members.
Members of both chambers of the National Assembly,
who spoke to our correspondent separately, stated
that lawmakers needed the vehicles to function
efficiently.
The Senate plans to procure cars worth about N4.7bn,
the House will spend between N3.4bn and N4.2bn on
choice brands for its 360 members.
The Chairman, Senate Committee on Media and Public
Affairs, Senator Sabi Abdullahi, told one of our
correspondents that the leadership of the upper
chamber was expecting the invitation of President
Muhammadu Buhari over the plan to purchase ‘project
vehicles’ for the use of the various committees.
Buhari had during the last presidential media chat
pledged to initiate a meeting with the leadership of the
National Assembly on the issue but the parley had yet
to hold several weeks after.
But the Senate spokesperson said since the proposed
meeting was an initiative of the President, the leaders
of the red chamber would wait until they were invited.
Abdullahi said, “There is no way we won’t buy the
project vehicles for the use of the committees. It is
the consideration of the 2016 budget at both
chambers that has delayed it. The money has to be
appropriated for. We are still buying the vehicles”
He added, “There is no way we can exercise our
legislative functions especially in the area of oversight,
using our personal cars.
“We need official vehicles to move around the country
because we do not have to rely on government
agencies under our supervision for such logistics if we
really have to carry out an unbiased exercise.
“Nigerians should also note that we are not asking for
too much by requesting for Sport Utility Vehicles as
official vehicles because there is no senator or
members of the House of Representatives that cannot
afford one. To us, it’s not a luxury but a necessity to
do our work better.”
Also, the Chairman, Senate Committee on Works,
Senator Kabiru Gaya, said it was important for the
National Assembly management to buy the project
vehicles for lawmakers who would need them to carry
out oversight functions.
He said, “ I don’t know what people mean by exotic
cars because I have personal vehicles that are better
than what the National Assembly is proposing to buy
for us.
“You will find out that a minister uses four cars. They
fuel those four cars for any of his trips. Senators get
vehicles once in four years and any vehicle used on
Nigerian roads for four years cannot be handed over to
another senator to use. It is not possible.
“We are asking for only one car for our official use, to
do our oversight, to go round the country. I don’t see
anything wrong with that.”
Also, the Senate Leader, Senator Ali Ndume, said
Buhari was not opposed to the National Assembly
purchasing cars to carry out official assignments.
He said, “There is no way the executive will expect us
to use our personal vehicles to do official work in the
legislature.
“The problem is that the media is blowing the issue
out of proportion. The amount being quoted was a far
cry from what would be needed to purchase the
vehicles.”
The Chairman, Senate Committee on Gas Resources,
Senator Bassey Akpan, also said the purchase of
project vehicles was crucial to the success of the
parliament, if the nation was really interested in quality
legislative activities.
He stated that a lawmaker needed more than a vehicle
to effectively carry out his or her oversight functions
across the country.
For the House of Representatives, findings showed
that aside the 360 units (one to each member),
additional customised vehicles would be added to the
fleet of the Speaker, Mr. Yakubu Dogara; the Deputy
Speaker, Mr. Yusuf Lasun; the Majority Leader, Mr.
Femi Gbajabiamila ; the Chief Whip, Mr. Alhassan Ado-
Doguwa; the Minority Leader, Mr. Leo Ogor, and other
principal officers in both the majority and minority
caucuses of the House.
A senior official of the House told one of our
correspondents that it also depended on the passage
of the 2016 budget by the National Assembly.
The source said, “We are waiting for the budget to be
passed. All the votes for the year are captured in the
budget. As soon as the budget is passed and funds
are released, the issue of cars should become a thing
of the past.
“We are over-flogging this car issue as if it is the most
important challenge facing our nation today.”
The Chairman, House Committee on Media and Public
Affairs, Mr. Abdulrazak Namdas, was emphatic that
the House would buy cars for its members as it had
been the tradition over the years.
He confirmed that lack of funds had put the car
project on hold for a while.
Namdas said, “There are no releases yet; we are
waiting for money.
“What is a fact is that the House will certainly buy
operational vehicles for members to use while going
on oversight visits.
“We have explained repeatedly that these cars are the
property of the National Assembly. We do not expect
members to trek to project sites for inspection.
“Or, are we saying that the same agencies we are to
oversight should provide vehicles to convey members
to sites?
“We have to appreciate the need to seriously empower
the legislature to function as an independent arm of
government in a democracy.”

The anti-Saraki senators, under the aegis of the Senate Unity Forum, on Friday asked Dr. Bukola Saraki to step aside as Senate President.

The group, following Friday’s Supreme Court judgement on the trial of the Senate President at the Code of Conduct Tribunal, said that Saraki must resign as the leader of the upper chamber.

The SUF, which supported Senator Ahmed Lawan, during the Senate presidential election in June last year, said a person answering criminal charges could not lead the Senate.

The anti-Saraki senators demanded the immediate resignation of Senate President so that he could concentrate on his trial at the CCT.

The Supreme Court had on Friday dismissed the appeal by the Senate President, challenging the propriety of his trial on charges of false assets declaration preferred against him at the CCT.

A seven-man panel of the apex court presided over by the Chief Justice of Nigeria, Justice Mahmud Mohammed, had unanimously ruled that Saraki’s appeal against the jurisdiction of the CCT and the competence of the charges, lacked merit.

Justice Walter Onnoghen, who delivered the lead judgement, dismissed all Saraki’s seven grounds of appeal, affirming that the charges instituted against him were valid and that the tribunal was validly constituted with requisite jurisdiction to try him.

Reacting to the judgement, the anti-Saraki senators under the aegis of the SUF, said Saraki must relinquish the senate presidency so that he could concentrate on his trial at the CCT.

The All Progressives Congress leaders had in June 2015 supported Lawan for the Senate Presidency, but Saraki, with the support of some APC senators and all their colleagues in the Peoples Democratic Party emerged as the Senate President.

The crisis that followed the election of Saraki and his deputy, Senator Ike Ekweremadu, had initially stalled the emergence of other leaders of the Senate.

The crisis seemed to be over following the composition of the senate committees and the appointment of members of the Lawan group to head some of them.

But the spokesperson for the SUF, Senator Kabir Marafa, in an interview with one of our correspondents in Abuja, said that Saraki must step aside as the Senate President.

He explained that Saraki was free to return as a presiding officer after his case at the CCT.

He noted that the image of the Senate and the entire senators of the Federal Republic of Nigeria would continue to be battered in the public view if Saraki continues to preside over the affairs of the red chamber while answering criminal charges at the courts.

Marafa said, “We really pity Senator Bukola Saraki, but I think this issue has dragged for too long. We have indulged him thus far because we believe that he is presumed innocent until otherwise decided by a competent court of law.

“Now that the Supreme Court has decided that he has a case to answer, I think that the best thing for Senator Saraki is to resign in order to have enough time and full concentration to face his trial.

“He could, however, return and contest as a presiding officer in the chamber after his trial if he is declared innocent by the court but at the moment, the leadership of the Senate should call him to order and ask him to step aside.

“At the moment, the image of the Senate is not worth anything in the eyes of Nigerians because of the attitude of its president, who ordinarily should have resigned in a sane clime.

“However, if the senate president refused to resign and neither the leadership nor the entire senate mount any pressure on him to do so, then we would call on Nigerians to recall all their representatives in the senate because we have failed in our responsibilities.

“We have tried enough for him. We can no longer wait and watch someone who is answering criminal charges in court to come out of the dock always to preside over the affairs of the senate.”


Saraki has no reason to resign – Anyanwu

Attempts to speak with members of the Like Minds Senators on the issue failed on Friday. The group consists of Saraki’s supporters.

However, the Chairman, Senate Committee on Ethics, Privileges and Public Petitions, Senator Samuel Anyanwu, said that calls for Saraki’s resignation, at this stage, were uncalled for.

Anyanwu, a member of the opposition Peoples Democratic Party, also told one of our correspondents that the issue of factions among members of the senate, ended when over 80 senators across the two main political parties in the red chamber passed a vote of confidence in the senate president.

He argued that majority of the senators are solidly behind the senate president and that his current trial, rather than affecting negatively the image of the Senate, had instead, boosted it.

Lawyers laud judgement

Reacting to the judgement, a legal practitioner and former President of the Nigerian Bar Association, Mr. Olisa Agbakoba (SAN), said even though he had yet to see a copy of the judgement, the decisions of the Supreme Court is final and whatever the apex court says has to be obeyed.

On his part, Dr. Konyinsola Ajayi, also a Senior Advocate of Nigeria, said the Supreme Court should not have even entertained the case initially, noting that the administration of justice and speedy trial demands that such trial cases should be allowed to carry on.

He said, “Supreme Court is inundated and is being made to share or by itself agrees to share cases that should not go beyond trial. In this case, the belief is that the new administration of justice law is pretty clear as in procedures to take in criminal trials, and apart from this provision, the philosophy behind the constitutional provisions on speedy trial is such that one would expect that such an appeal should not have been taken, rather, it (the Supreme Court) should have announced that the case should carry on and the matter disposed of.

“At the end of the day, I guess that is the result we have achieved because the apex court has ruled that trial should continue. But, if I were in Supreme Court, I will not consider it (the Senate President’s application to stop his trial by the CCT). I will dismiss it. The Supreme Court is to lay down compelling or controlling authority but the problem we see today is that the apex court handles too many cases.”
