The court restrict the protest to a location and federal secretariat is not among the locations. Why assemble there if truly the protesters there are not trouble makers.

Ironsi decree unified the civil service.

Ironsi was killed in July 1966 and Gowon took over. Gowon promulgated decree 14 and 15 which abolished the regions and divided the 4 regions to 12 states. This happened in 1967. Very wide appart.

Again, Ironsi was killed about 40 days after making his decree and could easily have been reverse if Nigeria never wanted it. Its because of Ironsi that Nigeria is still one today

Can you tell us the events that led to Gowon creating the 12 states?

Section 197 of the constitution provides for states thru SIEC to conduct local government elections. So am not sure it is an Obasanjo thing

The constitution was ammended by OBJ led FG.
In 1998 INEC Conducted the LGA elections in all the 774 LGA on December 5 1998.

Did you read the link you posted at all? It was Fubara that got the order against the NWC of pdp from conducting Congress in the state.
