Following the directive by the Nigerian Financial Intelligence Unit barring state governments from spending funds meant for local governments, banks have begun to dishonour cheques emanating from states on behalf of local governments, The PUNCH has learnt.

The spokesman for the NFIU, Mr Sani Tukur, confirmed to our correspondent that the directive had recorded 100 per cent compliance.

He said, “So far, there has been 100 per cent compliance, thanks to the banks and the efforts they have made in ensuring that only cheques from local governments are honoured.

“I am aware that some banks have been calling to say they received cheques from state governments but they have not been cleared by the bank. Of course, they should know by now that only cheques issued by specific local governments will be cleared.

“As long as the cheques are not from the local government, they will not be honoured by any bank because they stand the risk of being sanctioned.”

The NFIU had on May 6, 2019 issued ‘Guidelines to Reduce Vulnerabilities Created by Cash Withdrawals from Local Government Funds throughout Nigeria,’ which barred governors from tampering with funds meant for local government areas from June 1.

Essentially, the guidelines stipulate that state and local government joint accounts be operated solely as transit accounts from which funds will be distributed directly to the accounts of local governments.

Banks were directed to ensure the full implementation of the guidelines with effect from June 1.

But the governors, under the aegis of the Nigerian Governors Forum, had in a protest letter to the President on May 19, 2019, argued that nothing in the NFIU Act 2018 gives the agency the power to give such a directive.

Citing Sections 7 (6) (a) and (b); Sections 162 (6), (7) and (cool, the NGF contended that the constitution expressly confers on only the National Assembly and the state Houses of Assembly the powers to make provisions for statutory allocation of public revenue to the local councils in the federation.

The Akwa Ibom State Government had approached the Federal High Court in Uyo, last week asking the court to stop the implementation of the guidelines.

Justice A. Okeke refused to grant the restraining order and adjourned the matter till June 21.

China's Ministry of Industry and Information Technology granted commercial-use 5G licenses Thursday to China Broadcasting Network and the country's top three telecom operators -- China Telecom, China Mobile and China Unicom.

Caf President Ahmad Ahmad has allegedly been arrested by French police at the Berri Hotel in Paris.

The Caf boss was in the European nation to attend the Fifa congress, which brought about Gianni Infantino’s re-election as President of the governing body.

According to Jeune Afrique, Ahmad Ahmad was detained at 8:30am local time and will face the anti-corruption agency's Central Office for Combating Corruption and Financial and Tax Crimes (Oclif).

Ahmad had previously denied the accusations, claiming all the decisions were made “collegially” and that the process was “transparent”.

In April, Reuters revealed that Caf secretary general Amr Fahmy accused Ahmad Ahmad of alleged bribery and misappropriation of funds, according to officials and internal documents.

The documents allegedly disclosed that the African chief had instructed Fahmy to pay $20,000 (£15,256) in bribes into accounts of African football association presidents, which included Cape Verde and Tanzania.

"The Confederation of African Football executive committee took the decision on 11 April to revoke (the position) of Amr Fahmy, the secretary general," Nathalie Rabe, Caf's head of communications told Reuters at the time.

"This was a decision taken by the executive committee and I don't know about the allegations.

“There’s no explanation. It’s the Executive Committee decision."

After the alleged arrest of Ahmad, Fifa released a statement, which was published on the Twitter account of Tariq Panja, the author of Football's Secret Trade. In the statement, football's governing body make it clear that they will not comment on the Fifa Vice President's particular situation while underlining its mission to run football in a clean and transparent manner worldwide.

State lawmakers voted to force ‘chemical castration’ on sex offenders. Medical experts urge caution.

A bill in Alabama awaiting the governor’s signature would require people convicted of certain sex offenses to undergo “chemical castration” as a condition of parole — a requirement meant to keep perpetrators from committing similar crimes.

The proposed law, passed by the state legislature, says a judge must order anyone convicted of a sex offense involving a child under the age of 13 to start receiving testosterone-inhibiting medication a month before their release from prison. Most offenders would have to pay for their treatment, which would be administered by the Department of Public Health, until a judge decides the medication is no longer necessary.

Under the proposed law, a judge — and not a doctor — would tell the offender about the effects of the treatment. An offender could choose to stop getting the medication and return to prison to serve the remainder of their term. Anyone who stopped receiving the castration treatment without approval would be considered guilty of a Class C felony, punishable under Alabama law by up to 10 years in prison and a fine of up to $15,000.

“Chemical castration” is a misnomer, as the process leaves the testes intact, can be reversed and does not prevent a man from reproducing. It does not guarantee a man’s sexual urge will be eliminated. (There’s no consensus on whether chemical castration would be effective for women.)

Experts warn the treatment is not a panacea and should be used with caution. And there are few studies that attempt to determine the success rate of the treatment. A review of several of these studies shows that some found success in offenders who show sexual desire toward children. Others found no significant effect.

State Rep. Steve Hurst (R-Calhoun County), who sponsored the bill, did not respond to a request for comment. He told CBS 42 that some people have told him that mandated chemical castration is inhumane.

“I asked them, ‘What’s more inhumane than when you take a little infant child and you sexually molest that infant child when the child cannot defend themselves or get away, and they have to go through all the things they have to go through?’” Hurst told CBS 42.

Lori Jhons, a spokeswoman for Gov. Kay Ivey (R), said Wednesday that the governor’s office was still deciding whether Ivey would sign the bill. The next signing ceremony is scheduled for Thursday, but the chemical castration bill was not on a list of legislation that Ivey planned to sign that day.

This is not the first time Hurst has proposed some version of a castration law. His bill in 2011 would have required surgical castration — removing parts of the testes — for people convicted of sex offenses involving children under 13 years old, according to the Anniston Star.

More than 57,000 children in the United States experienced sexual abuse in 2016, according to the Rape, Abuse & Incest National Network. In 93 percent of cases, the child knew the perpetrator.

Seven states and U.S. territories — California, Florida, Guam, Iowa, Louisiana, Montana and Wisconsin — permit some sex offenders to be forced to take testosterone-suppressing drugs as a condition of sentencing, release or supervision, according to the National Conference of State Legislatures. A Republican lawmaker in Oklahoma proposed a bill last year that would have authorized the treatment there, but the measure failed.

Frederick Berlin, director of the National Institute for the Study, Prevention and Treatment of Sexual Trauma, said testosterone-suppressing drugs produce “low rates of recidivism” in people whose abusive behaviors were driven by their sexual attraction to children. The dosage would depend on the specific hormone-suppressing drug, Berlin said, but all chemical castration drugs would work only as long as the person kept taking it.

Side effects of the treatment can include depression, osteoporosis and anemia. Other possible side effects include anaphylaxis, kidney failure or heart failure, depending on the medication used.

Trent Holmberg, a forensic psychiatrist, said most physicians would not consider an offender to have given informed consent to treatment if a judge, not a doctor, read them the effects of the drug, as the Alabama legislation requires.

Berlin said he would like to see more efforts to offer chemical castration to pedophiles — or people who are sexually attracted to children — before they potentially commit abuse and not just when they are about to be released from prison. Lawyers should also consult with doctors about which offenders could benefit from chemical castration, Berlin said.

“If they’re using this punitively … just carte blanche, without a proper assessment, ordering people to take it,” he said, “from the medical and scientific perspective, that makes no sense to me.”

‘El Chapo’ requested better jail conditions. A federal judge said no.

Ethicists also have raised concerns about the lack of full and free consent and the potential side effects of involuntary castration, including a higher risk of osteoporosis. Gulzaar Barn, a philosopher at King’s College London, argued in a recent journal article that chemical castration “falls beyond the appropriate remit of the criminal justice system.”

Laws requiring chemical castration have also come up against questions of constitutionality. John Stinneford, a law professor at the University of Florida, argued in a legal paper in 2006 that the treatment is “impermissibly cruel” under the Eighth Amendment’s ban on “cruel and unusual punishments.”

The Supreme Court, however, bases its definition of “cruel and unusual” on an “evolving standards of decency” test, Stinneford told The Washington Post. This process, he said, means if the public hates or strongly fears a group of people, the court is likely to support most punishments inflicted upon them.

Even if chemical castration is allowed, Stinneford said, it might fail at rehabilitating offenders because some of the side effects are so unpleasant. Paroled perpetrators might choose to flee from their supervision to avoid taking the drug, which would make them more of a public threat, Stinneford said.

“It seems more like a symbolic gesture that may actually undermine public safety,” he said, “as opposed to a measure that would actually promote it.”

Randall Marshall, the executive director of the American Civil Liberties Union of Alabama, said his organization also considers chemical castration unconstitutional on other grounds, such as due process and the right to privacy. Altering someone’s body through forced treatment constitutes impermissible medical experimentation, he said.

Similar laws passed in other states to require chemical castration are rarely used, Marshall said. Reducing someone’s sex drive does not necessarily prevent reoffending, he said, because libido is not the only motivating factor behind sexual abuse.

“I think sexual assault has always been more than just about sex,” Marshall said. “It’s about power, it’s about exercising control over someone else and a variety of other things.”

(CNN) In many states, there's no punishment for adultery. But in North Carolina, it can be a serious offense, as one man came to realize last Thursday.

A judge ordered Francisco Huizar III to pay $8.8 million(2. 88 billion naira) to Keith King, whose wife he had been seeing for 16 months.

Why so much? Well, most of the money awarded consisted of punitive damages, solely meant to penalize the defendant. But about $2.2 million of it was in compensatory, or tangible damages.

King's attorney, Joanne Foil, said that after finding out about the ongoing infidelity of his wife, Danielle Swords, his company lost revenue and an employee --- his wife. The pair eventually separated.

King filed the suit on grounds of criminal conversation, alienation of affection, intentional infliction of emotional distress, negligent infliction of emotional distress, and assault and battery.

How the affair played out

Swords and Huizar met at a bike show in 2015, a little more than five years after she and her husband got married.

Swords (who previously went by Danielle King) was in New York to see a bike show put on by her husband's company, King BMX Stunt Shows. Huizar, a Texas resident, was working at the event.

Huizar pursued Swords, Foil wrote in an email to CNN.

In the following months, Huizar positioned himself near Swords when he could. He rented a room down the street from the King household. When King treated his wife to a spa day, Huizar joined her. When King treated his wife to a trip for her birthday, he stayed in a nearby hotel, Foil said.

King first noticed inappropriate texts between the pair. Later, Swords recorded video of an altercation between King and Huizar. Huizar allegedly put King in a chokehold after he became irate, which prompted the assault and battery charge.

Swords did not respond to CNN's attempts to contact her.

King provided call logs, hotel receipts and social media posts to the court as evidence.

Huizar's attorney, Cheri Patrick, claimed her client did not break up their marriage because it was already in decline.

"Verdicts like these ignore the realities of how and why marriages fail, and remove personal responsibility for a person's own marriage," she said. "There are no winners in these cases."

Patrick and Huizar will appeal the decision.

Adultery laws in North Carolina

In North Carolina, it is legal for a person to sue an individual his or her spouse has engaged with outside of the marriage, referred to as alienation of affection.

"The alienation of affections law in North Carolina is archaic, demeans the obligations of spouses in a marriage, and should be stricken," Patrick said.

Alienation of affection laws exist in five other states: Hawaii, Mississippi, New Mexico, South Dakota and Utah.

Another charge brought against Huizar was criminal conversation, which refers to extramarital sexual acts.

The charges were able to stand because there was no proof that the two were unhappy before Swords embarked on her affair. Additionally, there was proof that Huizar came between the couple.

King said he tried to save his marriage because of his daughter, but then learned about the state's adultery laws, CNN affiliate WRAL reported.

"My marriage was murdered. It was destroyed," King told the publication.

There's also a state statute that defines "marital misconduct" as a variety of things aside from sexual activities, including spending a large amount of a spouse's income, drinking or doing drugs excessively, and going to jail or prison, causing "involuntary separation."

Judges can rule based on wide interpretations of the laws. For example, the person outside the marriage does not have to intentionally aim to destroy it. If that person could have known his or her actions would have an impact, that is enough basis to find them guilty. Or, showing there was at least some love in the marriage is enough to place adulterers in the wrong.

Several similar cases in North Carolina have yielded high settlements.

Research conducted in Denmark included 9,857 men and women aged 36 to 52 years, found that an elevated death rate of men in relationships, or marriages in which there are frequent conflicts caused by women.

In fact, 315 of them died from the stress that is assumed to be the result of an argument with a partner. Also, due to the unsatisfactory life together research has shown that in middle-aged men at increased risk of death three times.

"Men, unlike women, have fewer people with whom they can share their concerns. Confidential conversations about private issues have only with a few friends or family members, and there are those men who never talk about it. It's a possible reason for higher rates of mortality among men, "said Dr. Rikke Lund of the Department of Public Health, University of Copenhagen.

She says that for men partner is often the only person they want to confide. However, when she becomes a major cause of concern and nervousness, men become depressed, and this can be detrimental to their health.

Also, when they are under stress, they are prone to fast food, alcohol, insomnia bothering them, which undermines health. On the other hand, the Danish study has shown that women, unlike men are less upset when their partner preaches and his nagging does not adversely affect their health.

I don't know about this case but too many of this fake rape case especially against celebries, political parsonel or somebody doing great.

Last year a young guy was discharged after 15 years in prison for false rape accusation only for younger sister of the accuser to come and claimed her sister lied against the innocent man, similar thing happened in austrialia to a good Samaritan who just help a girl to fix her car and he was charged for sexual harrasment.
