Even a sound secondary school student would know it was fake on careful examination of the document... Something suggests to me that the cash paid to sponsor the publication was too good to be refused and thus putting their reputation of Leadership on the line!

St John’s Episcopal Church has opened itsdoors to Muslims for Friday prayers
On a bitterly cold and snowing afternoonin Aberdeen, Scotland, the doors of St John’s Episcopal Church are open to hundreds of Muslim worshippers, arriving for daily prayers.
The familiar sounds of Christian hymns have been replaced with Islamic prayer in the chapel this Friday lunchtime and the church priest with the imam from theneighbouring mosque.
Muslims from the Syed Shah Mustafa Jame Masjid mosque next door share this church with Christian worshippers up to five times a day.
Church leaders believe this may be the only place in the country where Christianand Muslim worshippers pray side by side.
The rector at St John’s has opened his doors to Muslims because there was not enough space for them to pray in their own mosque and many were forced to worship outside on the street.
The Reverend Isaac Poobalan, who grewup in Southern India surrounded by Islam, said he would not have been true to his faith if he did not help his neighbours.
“It was a very cold day, like today, and when I walked past the mosque I saw dozens of male worshippers praying outside, on the streets, right near the church.
”Their hands and feet were bare and you could see their breath in the freezing cold.
”Jesus taught his disciples to love your neighbour as yourself and this is something I cannot just preach to my congregation, I had to put it into practice.”
Reverend Poobalan adds: ”I felt very distressed when I saw my neighbours praying out in the cold and I knew I needed to do something to help.”
”I know I cannot solve the world’s problems, but when there is a problem I can solve, I will.”
The mosque is next door to the church
Reverend Poobalan asked his congregation for permission to open the church doors to Muslims.
At first, Muslims were reluctant to acceptthe invite, but they have now settled in well into their new home.
Worshipper Mozhid Sufiyan said: ”We are so grateful to the church for giving usa space for our prayers.
“It was very difficult, especially for the elderly, to pray outside on the floor.
”Father Poobalan has been very kind to us all by inviting us into his church.’
”He has respected all of our beliefs and made us feel comfortable.”
There has been some opposition to the arrangement, with Reverend Poobalan facing abuse by online trolls on social networking sites.
The Bishop of Aberdeen said it couild be a lesson for the rest of the world Christians believe Jesus is the son of God,while Muslims regard him as a prophet.
But despite these differences, there doesnot seem to be any tension in St John’s Church, with both faiths having learnt to respect each other.
Peter, a member of the church congregation, said: “Any opposition is from people who do not belong to the church and do not understand the arrangement we have here.
“We do not have any issues with sharing our building.
”My faith says if you see anyone out in the cold, you invite them in, so I don’t have any problem with it all.”
Muslims and Christian worshippers at St John’s Church hope their special relationship could serve as a model for the rest of the country.
The Episcopal Bishop of Aberdeen and Orkney, Dr Robert Gillies, said the arrangement at St John’s could serve as a lesson for the rest of the world.
”What we are doing here, is something local that has global significance,” he said.
”We have demonstrated that Christians and Muslims do not have to agree with one another.
”But they can learn to respect each other’s different beliefs and actually come to get along and even like one another.”Courtesy BBC

THE Nigerian National Petroleum Corporation (NNPC) is currently engulfed in controversy over a 38-year old single-hull oil vessel, which has gulped about N10.9 billion in maintenance and set to be disposed for N10.5 million, as its viability is being questioned due to new International Maritime Organisation (IMO) regulation outlawing single-hull vessels as oil tankers from 2015.
Investigations by the Nigerian Tribune revealed that the oil vessel in question, MT TUMA, was built in 1975 and bought for N543 million in 1985 by NNPC.
Gibocol, a Dutch firm financed the vessel on behalf of the NNPC during the administration of Professor Tam David-West as Petroleum Minister.
It was taken to Setubal, Portugal for repair works in 1985. The repair gulped about N775 million.
However, on completion of repair works, the vessel was brought to Bonny water to be used as a storage facility for surplus Automotive Gas Oil (AGO) because Nigeria was producing surplus AGO but there was no export market for the commodity, with MT TUMA collecting excess AGO produced at the refinery.
Meanwhile, MT TUMA stayed on Nigerian waters until the production of diesel started to go down. When there was no diesel coming from the refinery, MT TUMA allegedly became an idle vessel, virtually doing nothing, starting from late 90s.
MT TUMA was later anchored offshore Lagos and was allegedly turned into an office/hotel by the Petroleum Products Marketing Companies (PPMC) coordinator of the vessel.
The MT TUMA coordinator was the one in charge of arranging vessel trans-shipment and lightening operations. Instead of the radio being in the office, the MT TUMA coordinator allegedly went onboard with full complement of expatriate officers and Nigerian crew.
NNPC was reportedly sustaining the full crew on board MT TUMA with the ship virtually doing nothing. Analysis of feeding an individual on board an international vessel revealed that it would take about N1,550 equivalent of $10 per day to feed an individual.
On board the MT TUMA were allegedly 26 people with NNPC allegedly spending N3 million daily to feed the whole crew on board the vessel.
During the Olusegun Obasanjo administration, moves were made to get approval from the government for the vessel to be dry-docked, which would cost the government more funds. The ex-President approved the dry-docking on May 24, 2007, five days before leaving office.
It was meant to be a routine dry docking which was to last three months, but was abandoned for almost six years, while it cost the nation about N10.9 billion.
The contract, which was for the general engineering repairs and overhauling, including pre-voyage works/certification, was expected due for completion within 12 months, from December 16, 2007, for the vessel to return to Nigeria.
Two other contracts for “manning and management,” as well as consultancy went to Messrs Royal Marine and Spares Limited and Messrs Mare Maritime Limited respectively.
However, the contractor allegedly missed the deadline, following several breaches in the contract terms, a development that resulted in the vessel’s loss of its classification.
In spite of the reported failure of the Brazilian firms to deliver on the contract, successive managements at the NNPC allegedly continued pumping more money in hard currency, running into several billions of dollars, to service the contract to keep the engine of the vessel running throughout the five years it anchored in the dockyard in Brazil.
At a point, it was gathered that the vessel could only be towed as it junketed from one dockyard to another, as the engine parts were reportedly dismembered, rendering it incapable of sailing on its own.
In April 2009, the House of Representatives Committee on Public Procurement carried out a probe into suspected irregularities in the award of the contract, following reports that the NNPC did not follow due process as spelt out in the provisions of the Public Procurement Act.
The lawmakers, who were also concerned about NNPC’s lack of requisite capacity to manage a vessel the size of MT TUMA, recommended in their report its immediate sale whenever it returned to Nigeria.
The vessel found its way back into the country in May 2012 without the maintenance job being allegedly done properly.
A brand new MT TUMA will cost N6.2 billion now, but the vessel dry-docking process in Brazil by the NNPC gulped about N10.9 billion.
Leaked information revealed that the corporation had put a price-tag of N10.5 million on the vessel.
Responding to enquiries on phone, the General Manager, Public Affairs of the NNPC, Dr Farouk Umar, said “MT TUMA is a long story dating back to many NNPC administrations before the current administration. To get detailed information, we will need to get the relevant files of those NNPC administrations that were involved one way or the other in the past. MT TUMA has preceded so many NNPC administrations.”
Built in 1975, MT TUMA, which is about 280 by 41 metres in size, with deadweight capacity of 136,100 tonnes, is one of Nigeria’s main crude oil storage tankers with IMO tag 7388700, acquired by the government to facilitate the transportation of crude oil within and outside the country.
The vessel, which was first dry-docked in 1998, was due for another dry dock repairs in 2003. However, due to some bureaucratic delays, the repairs were delayed till June 21, 2006 when the vessel, which was laden with petroleum products, suffered extensive damage when its engine room exploded during its berth at the Beachland Estate, Ibafon, Apapa, and Lagos.
The explosion was reportedly as a result of a massive leakage of petroleum products, which flooded the engine room for several days.
Senior Special Assistant to the President on Maritime, Mr Leke Oyewole, hovever ,said he his not aware of the existence of MT TUMA.
“I do not have details about that vessel, but if those statistics are correct, it is a disaster that we have spent so much money and we will scrap it for such a little, but in the interim, until 2015, if we use the vessel the way we are supposed to use it, we would have also recover large sums of money,”he said.

The truth is that we seem to have relaxed on our oars... We just go about our daily business without being observant, i am even guilty of this. A BILL for an Act to repeal the Criminal Code Procedure Act of 2004 Thursday scaled second reading on the floor of the House of Representatives, as members supported stricter conditions for plea bargaining and frivolous adjournments of cases.

The lawmakers also backed the prohibition of arrest of family members or associates of criminals in lieu of suspects.

The sponsor of the bill, Ali Ahmad, who is also the Chairman, Committee on Justice, said the review of the administration of criminal justice system was long overdue.

“The bill is developed to address the major shortcomings of the Nigerian criminal justice system by aiming to achieve speedy dispensation of justice, protection of society from crime as well as protect the rights and interests of victims as well as defendants,” he said.

Ahmad stressed that if passed into law, the bill will become a model for states to adopt through their respective legislatures.

The implication, according to him, is that the option of jumping from one state to another as a result of lenient criminal justice systems would be eradicated.

“The bill will place stricter checks and balances on plea bargaining. Henceforth, plea bargaining must conform with police investigation and must be in public interest among other conditions,” he said.

To institutionalise speedy trial, the bill also seeks to limit adjournment of cases to five times and not more than 14 days in between.

The bill also states that application for stay of proceedings will no longer be heard until judgment, and so cannot operate to stall the continuation of trial.

According to the bill, arrest of family members and associates of crime suspects is prohibited in addition to the prohibition of inhuman treatment or torture of arrested persons.

Another major clause in the bill was the establishment of a central criminal record registry at the Force Headquarters and every state command to keep and transmit all records of arrests and convictions to the central registry.

It shall be the duty of each court’s chief registrar to transmit court’s decisions in criminal trials to the central registry within 30 days or face disciplinary measures by the Federal Judicial Service Commission.

While Uzo Azubike (PDP, Abia) noted that prescribed punishments in the existing law encourage commitment of crimes because of the leniency, another lawmaker, Simeon Arabo (PDP, Kaduna), noted that criminal record registry would prevent criminals seeking public offices by making available their records at the prompt of the data base.

The Speaker, Aminu Waziri Tambuwal, referred the bill to the House Committee on Justice for further legislative input.

The federal government is to save a whopping N100 billion from reduced allocation to Ministries, Departments and Agencies (MDAs) with overlapping functions.

The government, which has started implementing the Steve Oronsaye Report which proposed the scrapping or merging of such MDAs began in the 2013 budget to trim allocations to agencies with duplicate functions, since scrapping them cannot be implemented immediately. The expected result of this budgetary slash for the affected MDAs will be a saving of about N100 billion in 2013 by the government.

Coordinating Minister for the Economy and Minister for Finance Dr. Ngozi Okonjo-Iweala, who made this known at the 2013 budget briefing in Abuja, said that some the MDAs were created by Acts enacted by the National Assembly, accordingly, only a repeal of the Act can scrap them.

Okonjo-Iweala, said “we are continuing the roll-out of Integrated Personnel Payment Information System (IPPIS) across all MDAs which will result in savings in personnel costs. In the spirit of the Oronsaye Report, we have started trimming down allocations to agencies with duplicate functions. For the 2013 Budget, this resulted in about N100 billion of savings, and we hope to have even greater savings in 2014” she said.

However, since some of these agencies with duplicate functions were established legally, the minister of finance said the executive “will require the support of the National Assembly in reviewing the relevant legislations before we implement the rationalisation exercises.”

The minister said that the cost of governance had reduced adding that for instance, the share of recurrent spending in total expenditure has reduced from 74.4 per cent in 2011 to 67.5 per cent in 2013 She said the government had sustained its policy of re-balancing its expenditure in favour of capital investment over the medium term. She said, “The share of recurrent spending in total expenditure has reduced from 74.4 per cent in 2011 to 67.5 per cent in 2013.

“Similarly, capital spending as a share of total expenditure has increased from 25.6 per cent in 2011 to 32.5 per cent in 2013.”

FORMER President Olusegun Obasanjo Sunday visited the Presidential Villa, Abuja.

The visit was an obvious rapprochement between President Goodluck Jonathan and Obasanjo, who has repeatedly not been happy with the President’s handling of state affairs.

Obasanjo was in the State House Aso Rock Chapel on Sunday morning in company of oil magnate, Femi Otedola. The former President was also accompanied by two of his daughters and another person.

As a sign of the fence-mending between the two leaders, Obasanjo took the second reading at the church service. He later accompanied President Jonathan to the children’s church.

The former President had lunch with President Jonathan before leaving the Villa by mid-afternoon.
