INEC guidelines can't supersede the electoral act and the constitution below is the section 60 you mentioned and no where it says electronically transmitted.... in law you can't do anything outside the Act and constitution.

duly signed as provided under subsection (2).

of accredited voters and the results of the ballot in a manner as prescribed by
the Commission.
(6) A presiding officer who wilfully contravenes any provision of this
section commits an offence and is liable on conviction to a fine not more than
N500,000 or imprisonment for a term of at least six months.[/b]
