An African- American man, Larry Mitchell from
Indiana has taken the advice of white racists
quite literally and started a campaign to go back
home to Africa.
With the dismaying rise of racism in Europe and
America in recent times, many African-Americans
are becoming more and more sensitive to the
issue.
Mitchell decided to start a “GoFundMe” campaign
to actually go back to Africa. The name of the
campaign is Send me ‘back’ to Africa. The idea is
to ask the same people who are calling for
African-Americans to ‘go home’ to pay for that
trip. On the page he wrote, “…you can help make
your dream and mine come true… excepting [sic]
all donations… KKK, Skin Heads and anyone else
with like mind thinking are welcome to donate…
Thank you.. God bless you and America…
#putyourmoneywhereyourhateis.”
According to the NewYork Daily News, Mitchell
started the campaign in the aftermath of the
Alton Sterling and Eddie Castille killings when he
saw racist messages online.
He said “It kind of shocked me, because we just
celebrated the Fourth of July, and to come back
the next week and see people saying ‘Go Back to
Africa,’
“If you want me to go ‘back’ to Africa, then pay
for it.”
So far he’s raised $60 out of his $100,000 for his
aim which he kicked off on the 8th of July.
There have been some comments that are
fuelled by hate like one who said “you better not
come back.” and donated $5.
Another said, “You are an idiot. You are an
American, start acting like it. Always trying to get
free money, get a damn job and quit being an
embarrassment.”
Mitchell also got positive feedback from some
people.
Mitchell has actually never been to Africa but
says he wants to learn about their customs and
culture including their cuisine as he is an aspiring
chef.
Mitchell is doubtful that he’ll raise the money,
but if he did he would indeed travel even though

Theresa May became Britain’s new Prime
Minister yesterday after the exit of David
Cameron and one of her first tasks is picking a
new cabinet.
Appointing a new cabinet means she also had to
let go of a number of high-profile politicians to
make way for new ones.
Among those axed were Michael Gove, former
Justice Secretary, Nicky Morgan, the Education
Secretary, John Whittingdale, the Culture
Secretary, and Oliver Letwin the Cabinet Office
Minister.
May is also aiming to adding more women to
powerful positions within the British cabinet with
Liz Truss, previously the Environment Secretary,
emerging from No. 10 Downing Street to
announce she had been appointed Justice
Secretary and Lord Chancellor. She is the first
woman in both distinguished positions.
What made the biggest splash though was her
appointment of Boris Johnson, the most
prominent face of the ‘Leave’ campaign, as
Foreign Secretary.
People have reacted to this in various ways, while
some believe it’s a good move bringing someone
from the opposing side to work for the best,
others feel it is a bad idea having the biggest
antagonist of the ‘Remain’ campaign working
with the new cabinet.
Theresa May herself voted ‘Remain’ in the
referendum.
New appointments are imminent and would be
revealed soon.

· Distributors to wind down CAPMI
If assurances by the nation’s 11 electricity distribution
companies (Discos) are anything to go by, Nigerians may not
witness another increase in electricity tariff soon.
The Discos were responding to a report of a planned 100 per
cent increase in electricity tariff.In another development, the
Discos have been directed to wind down Credited Advance
Payment for Metering Initiative (CAPMI) in which customers
pay for meters.
CAPMI was designed by NERC as an optional alternative for
customers who are willing to advance money to their
distribution companies for speedy installation of prepayment
meters.
Meanwhile, the Nigerian National Petroleum Corporation
(NNPC) has raised hopes for improved electric power supply
The corporation, which acknowledged the difficulties
Nigerians are having getting public power supply, said it will
restore the previous level of supply of gas to thermal plants
by the time it completes repair of vandalised gas-pipelines by
September.
In a reaction to the story about another purported increase,
the Director, Research and Advocacy for the Association of
Nigeria Electricity Distributors (ANED), Sunday Oduntan, a
lawyer, said there were no such proposals to NERC from his
members.
He told The Guardian: “Discos have will not submit
proposals for upward review. The story is not true. Minor
reviews are not done by Discos. It is from NERC.
“We are finding it difficult collecting our money from
consumers from the review in February. Why should we
request for another review now? I don’t know why anybody
would want to blackmail us with such report.”Also, the
Abuja Electricity Distribution Company (AEDC) has said it
is not pushing for any increase in electricity tariff.
AEDC said it did not write to NERC nor did it mandate
anybody to write on its behalf demanding any increase.The
CAPMI scheme which Discos have been directed to wind
down, was designed to allow willing customers advance
money to their distribution company in exchange for the
installation of meters. Customers are then refunded for the
cost of the meter by way of monthly reductions on the fixed
charge element of their electricity bills over time But many
Discos are reported to be hiding under this scheme not to
provide free meters to consumers.
In a communique issue yesterday at the end of the seventh
monthly meeting of the Ministry of Power, Works and
Housing with operators of the sector, the Minister of Power,
Works and Housing, Babatunde Raji Fashola stressed that
the directive was to ensure that customers do not
unnecessarily bear the cost of installing meters.
“The meeting also noted that consumers need to be protected
from estimated billing, through Discos completing metering
according to their plans, “the communique noted.
The meeting, held at the Benin Transmission Station, Edo
State, regretted the occurrence of an electrical accident in
Lugbe area of the Federal Capital Territory which resulted in
injuries and loss of lives and sympathised with the
communities affected and called for full investigation into the

A former Governor of Lagos State and a
National Leader of the All Progressives
Congress, Asiwaju Bola Ahmed Tinubu, has
vowed to deal with Senator Dino Melaye (APC-
Kogi West), if he dared beat his wife, Senator
Oluremi Tinubu (APC-Lagos Central).
Melaye had on Tuesday reportedly vowed to
beat Senator Tinubu during a closed-door
session of the Senate over the forgery case
against Principal Officers of the Senate.
Tinubu had expressed disapproval of the tactics
suggested by Dino Melaye, who was of the
opinion that commencing impeachment
proceedings against President Muhammadu
Buhari will make the Executive back down on
the trial.
Reacting to the development, Asiwaju Tinubu
vowed to deal with Dino Melaye if he took any
untoward action against his wife.
Speaking through his spokesman, Sunday Dare,
Tinubu said Melaye’s comments was a major
low for him.
Dare, writing on his Twitter handle, said: “And if
Dino thinks nothing will happen if he dare beats
up another Senator, then he must be living in a
fools paradise”.

The global oil and gas industry has in the last two years cut about $300 billion investment, or 42 per cent of the total due to the low crude oil prices. The International Energy Administration (IEA), which made this disclosure in a media statement at the weekend, said that investments in the oil sector declined in 2015, and then again in 2016, describing it as the first consecutive two-year drop in three decades. IEA noted, however, that if lower prices prevail for a prolonged period, they could discourage $800 billion of energy efficiency investments through to 2040. “Without additional policy efforts, low oil prices could lock in a less efficient and less climate- friendly capital stock that leads to higher long- term emissions”, it said. According to IEA, North America accounted for about half the drop. If prices remain at current levels, a significant rebound appears unlikely in 2017. The latest data also points out that Middle East oil supply has reached historically high levels, exceeding 31 million barrels per day. “The region now accounts for 35 percent of global oil supplies, the highest level since 1975. This growth in production, from Saudi Arabia, Iraq and Iran, highlights the fact that low-cost producers in the Middle East remain central to oil markets. Production from the Middle East is expected to account for most of the world’s demand growth this year”, it added. IEA said that the lower oil and gasoline prices are also hurting energy efficiency trends in some countries, particularly in the transportation sector where they have given a boost to the sale of sport utility vehicles. It said that consumers have moved away from energy-efficient vehicles that they favored when oil prices were higher. In the United States, SUV sales are now 2.5 times higher than light duty vehicles. In China, SUV sales are 4 times higher than light duty vehicle sales. IEA said that the prospect of oil prices remaining low for an extended period cannot be ruled out. “In the Low Oil Price Scenario, a new oil market equilibrium emerges at prices in a $50 to 60 per barrel range that last until well into the 2020s before edging higher to $85 per barrel in 2040. Key assumptions to bring this scenario about are: sluggish near-term economic growth; a stable Middle East in which key producers look to increase their share of the market; and resilient performance from key non-OPEC producers, particularly US tight oil”, it added. The international energy watchdog believed that lower prices stimulate oil use and diminish the case for efficiency investments and switching to alternative fuels. It stated: “In the Low Oil Price Scenario, demand is pushed up to over 107 mbpd by 2040, nearly 4 mbpd higher than in the New Policies Scenario, with most of the incremental demand coming from transport. While oil consumers and importers benefit economically, the consequent rise in dependence on supply from the Middle East may raise concerns over oil security. Oil producers and exporters are worse off, as the volume gains from higher output are more than offset by the effect of lower prices. “Some $800 billion in energy efficiency investments from the New Policies Scenario fail to materialise over the period to 2040. state governors has generated.
growing concern among Nigerians
on the need to amend the
constitution and remove the
immunity clause thereby exposing
the governors and even the
president to civil and criminal
prosecution while in office. The
removal of immunity clause, it is
hypothesized, will check executive
lawlessness, promote responsive
and responsible leadership by the
executive branch of government.
However, this argument is trumped
by the impeachment clause and
suffers from a serious flaw, hence;
the National Assembly should
exercise restraint in rushing to any
emotional calls for the amendment
of the constitution. Laws are never
passed by emotions; otherwise its
consequences will further
exacerbate the very problem it is
intended to cure.The
point of immunity is to enable the
president and the Governors to
perform their designated functions
effectively without fear that a
particular decision or action may
give rise to criminal personal
liability. And because of the singular
importance of the duties, diversion
of their energies by concern with
lawsuits would raise unique risks to
the effective functioning of
government. The concern of the
framers of the Constitution is the
chilling effect that civil or criminal
liability would impose on the
performance of executive duties.... the immunity clause should be reviewed and check, nigeria politicians are using it as a guide to loot a lot of money believing they can hide under it. It is high time we stop deceiving ourself and face the reality...

Foremost human right activist and Senior
Advocate of Nigeria (SAN), Femi Falana, yesterday
carpeted agitations in some quarters over the
freezing of the personal account of Ekiti State
governor, Ayo Fayose, and the current
prosecution of the leadership of the Senate over
allegation of forgery.
Speaking on the topic “Limit of executive
immunity” at an event in Benin City to mark the
60th birthday of the Secretary to the State
Government (SSG), Professor Julius Ihonvebere,
Falana said there are Supreme Court decisions
that said immunity for president, vice president,
governors and their deputies cannot be extended
to certain criminal acts.
He said the Supreme Court has also ruled that the
Attorney General of the Federation can direct the
Attorney General of a state to investigate
allegation of public money being stolen in states,
even if the money belongs to the state, as
according to him, the Supreme Court said at that
time, the issue is about public fund that has been
stolen.
“Apart from the President of our country, the vice
president, governors and their deputy, who are
protected under immunity in Section 308 of the
constitution, others are now insisting that
immunity be conferred on them. In particular, the
legislators in our country are asking for immunity,
but unfortunately, this is not the best time to
make that request because right now, some of
the leaders of the parliament in our country are
standing trial for false declaration of assets, for
forgery and conspiracy and some are even under
threat of possible deportation to the United
States to stand trial for rape and other related
offences.”
He continued; “The governor of a state came and
called Nigerians to join him to challenge the
temerity of the EFCC for seizing an account that is
suspected to belong to the governor. The EFCC
has quietly traced some stolen funds from Abuja
and about N1.3b of that fund was traced to an
account in Ekiti State with Zenith Bank. All that the
EFCC did, when it got information that this
particular governor has surrounded the bank with
armed gendarmes to forcefully remove whatever
was left of that money from the account, was sent
an order to the bank seizing the account and the
EFCC went to court to obtain an order to
legitimise the seizure of the account. As soon as
the governor learnt that the account has been
frozen, he challenged that action of the EFCC on
the ground that as a sitting governor, he enjoys
absolute immunity from arrest, investigation and
prosecution and argued that the action of the
EFCC was illegal and unconstitutional.
“I referred the governor to the judgment of the
Supreme Court involving Fawehinmi and the
Inspector General of Police. In the judgment
delivered by Justice Uwaifo (rtd.), My lord
subjected Section 308 of the constitution to a
serious intellectual scrutiny and concluded that
the immunity conferred on the President and
governors by the constitution cannot be extended
to investigations, if they are alleged to have
committed criminal offences and of the three
examples given by my lord, money found in an
account of a governor was one of them.He simply said supposed a sitting governor is
accused of corrupt practices and money has been
traced to an account, which is suspected to have
been stolen, if it’s not investigated and the
account cannot be touched, the money is likely to
be moved and by the time he is out of office, the
money would have disappeared. He went further
that if a governor has his own car and that car
killed somebody and you say that he cannot be
investigated, the car might have been sold before
the expiration of the term of office of the
governor. Therefore, investigation shall be
conducted. The report may be sent to the House
of Assembly for impeachment or the report may
be kept until the governor will be out of office and
he can be prosecuted.
“The governor said, “Zenith Bank gave me the
money for my election. If he maintains that
position, he will be guilty of committing many
offences under the law. N1.6b was taken from
Abuja in cash. Nobody can take more than N2m
cash around. So, that is against Section 1 of the
Money laundering Act. Number two, if he says
that a bank gave him money to campaign, that
means the bank stole depositors funds and
laundered it for a campaign.
Again, that is a serious offence under the
company and allied matters Act because it
specifically provided that no company or
corporate body should deploy funds of the
company for politics. So, if the governor
maintains that, he will also contravene section 90
of the Electoral Act, which provides the no
corporate body shall contribute more than N1
million to anybody for political campaign.”
He said just like the case of Abia State, where
immunity could not save the governor who was
removed, and that of President Muhammadu
Buhari over his certificate, there are certain
category of offences that a sitting chief executive
of the country or the state would not enjoy
immunity.”
On the issue of the forgery in the Senate, Falana
said the action of the Attorney General of the
federation was right in prosecuting the officials.
“Section 4 of the Legislative Houses Powers and
privileges Act forgery of the documents of the
House of the Senate is a serious offence.
The Senate president or the Speaker is required
under that law to report any forgery to the
Attorney General of the federation, but because it
was not done in this case, the Attorney General
has decided to try them under the penal Code
applicable in the FCT. But what was the reaction
of the Senate? It said this is political victimisation,
but has not said there is no forgery.”

the chairman of the occasion, Elizabeth Ativie,
Speaker of the State House of Assembly and other
members of the state Executive Council were all
