A lot of these folks are just stark illiterates with the IQ of monkeys. So because the vessels arrived at the facilities of private companies and were loaded into tankers, that automatically means private companies did the allocation, no? By applying common sense, you'd know that private companies would prefer the much more densely populated SW, especially Lagos from a business sense...than anywhere up North.
