Download the UBA Mobile Banking App, register where you see the PREPAID section and then try to see your card activities in the App. You should know where the fault is to correct it before going back to PayPal. Which country PayPal are you using?

I've already added to the app and it's showing my balance as 2400 yet I can't recharge #100 card with it

Bro don't take unnecessary risk. Instead you can use this to push the former owner to buy the domain. Let him know that his client sent this message and he is going to lose more client if he doesn't buy back the domain.

Ok the card can only pay.
Tell them INTERNATIONAL HIGH like somebody already said, but I think it depends on the credentials you go with. If it can't get u an INTERNATIONAL HIGH, just get an INTERNATIONAL LOW, it also works with PayPal, it's what I use.
Tell them AFRICARD or UBA PREPAID CARD
P.S: Don't mistakenly go for LOCAL HIGH OR LOCAL LOW... Just make sure to stress this point to them. That's how they suffered me that time.

Go to any UBA branch with relevant requirements and request for Int'l High Instant Naira Prepaid Card. They have different types of cards. Don't request for Dollar or low card cos it won't work on PayPal. Only the first one will work.

I got mine last week after series of issues and I was able to verify my PayPal.
