If you will just be doing basic HTML,CSS and JavaScript,you are good to go with lesser laptops.

But to run more RAM and processor demanding softwares on your laptop to do heavy tasks like Data analysis,JAVA(for complex softwares),Ruby,...and so on
You won't want to go for less than 8gb ram...
Except you want to be caught in screen watching sessions that can last more than 4hours...
Try as much as possible to get very powerful spec laptops to avoid future lamentations
