I totally agree. 10 trillion is even not near enough to call it an investment, but two things will trigger my disapproval.

One, 10 trillion must be the bill of a business decision, the cost of a FID that has amongst its contents, a projected ROI within the shortest possible time. How many times has the government raised debt instruments only to lump it in the national debt without any tangible plan to repay. The infrastructure must be first, business oriented long before it is a social vehicle and far too long before it becomes a political donkey. So it is not a matter of pedantry geo politics but of strategy. The infrastructure invested in must yield raw cash in return first and not borne out of just a feel good, 'I have a road in my village ideology'.

Secondly it must be used as an instrument of economic recovery and economic development. Thus we need to completely re orient our economic ideology away from a consumer of goods and services to a producer of goods and services. If we donot, 10 trillion will become a millstone around our necks through runaway inflation. Infrastructure investing round the world is always a key economic stimulus tool except in Nigeria because we produce very little in the form of goods and services.

If all the rail lines and rolling stock will be produced in China and assembled in Nigeria by the Chinese then we are in trouble. If all the electrical components will be manufactured by Siemens AG and the power turbines made in the States by GE then all we will enjoy is capitsl flight. If all the dams, bridges and tunnels will be designed in the Czech republic and our perenial friends Julius Berger plc with their retinue of so called expatriates take home the lions share back to Europe we will only have our youth chase after them by sea while they fly overhead.

10 trillion is such a humongous amount that it should reach beyond providing infrastructure to reforming everything from our education sector to establishing industrial concerns such as steel, petrochemical and chemicals industries which are key drivers of development, the bricks and mortar of any country serious about moving forward.

I wholeheartedly support it but with serious caveats. We should think and talk first and very carefully before acting. It is as risky as the business of generating power from nuclear fusion.
You know the real disaster:

Government would see your suggestions and ignore, employing the same old tactics of cronyism that never worked and we are back to square one.
