And of course the budget has been passed by Congress and their fiscal year has begun this month. Why should our own fiscal year begin by January but the budget is never ready until May? Talk about ineffective and ineptitude. Why can't Buhari mandate the budget office to forward every year's Budget to the NASS by October and then the NASS also play their own part by passing it into law by December? Does this require magic?
