The Lagos State Command of the Nigeria security and Civil Defence Corps (NSCDC) says it has arrested over 60 suspected vandals for their involvement in vandalising critical government infrastructure.

A statement by the command’s Public Relations Officer, Chibuzor Mefor, on Friday in Lagos, said the Commandant, Mr Gabriel Abafi, made the disclosure during the review of the Corps’ activities so far since the year.

The statement said its Anti-Vandal Unit arrested the suspected vandals for engaging in the vandalism of petroleum pipelines and installations.

“In spite of the face off we had at Owutu Isawo area of Ikorodu with suspected pipeline vandals in January where three of NSCDC personnel were abducted by the vandals, the Corps have in collaboration with other security agencies ensured that sanity is restored to the area.

“The vandals are becoming more sophisticated in their mode of operations, but this will not deter the corps from carrying out its statutory functions.

“We have been equipped more by the Federal Government in the area of logistics to ensure 24 hours surveillance on government critical infrastructures,’’ it said.

On Private Guard Companies (PGC), the statement said the command successfully sealed over 30 operating illegally in the state.

It said the sealing was in line with its mandate to licence and supervise the activities of the private guards companies in Nigeria.

“We have discovered that most of these companies operate without a designated office address.

“Most of them recruit guards and send them straight to their clients without proper training and documentation.

“We have traced some of the companies through their guards that we arrested at various locations in Lagos. For those we cannot trace, we gave disengagement letters to their clients.

“We appeal to those who are interested in the business to obtain their licences from the National Headquarters, Abuja and those whose licences have expired should go for the renewal,’’ it said.

The statement noted that the Anti-Fraud Unit of the command was currently handling about 20 cases of all manners of fraud ranging from visa scam, land and employment scams.

“One of the cases of visa scam is where one Mrs Ike Kehinde, the suspect allegedly collected the sum of N210,000 from the complainant under false pretences to get a U.S. visa for him to travel.

“The woman in question is still at large and investigation is ongoing to fish her out,’’ the statement said.

It added that so far in the year, the Peace And Conflict Resolution Unit had handled over 13 cases ranging from landlord/tenant conflicts, family disputes, breach of public peace, child abuse.

It has also handled cases of breach of contractual agreements, noting that some had been resolved while the rest were still pending.

On disaster management, the statement said the command’s emergency response team had successfully partnered with other agencies such as NEMA, LASEMA and RRS in managing disaster.

It said such included automobile crashes and fire incidents, citing the February Mile 12 fire incident and collapsed buildings and other manmade or natural disaster within the Lagos metropolis.

The command has also been making security reports on areas that are prone to either manmade or natural disasters to ensure that adequate steps are taken to forestall any imminent disaster within the state.

The corps has equally set a response target time of not more than 15 minutes to arrive at any disaster scene, the statement said.

It said the Anti-Corruption and Transparency Monitoring Unit was set up to investigate any fraud related matter.

“They are at present handling 10 cases, ranging from obtaining money through false pretences, abducting someone for ransom and land scam.

“Some of these suspects who are involved in one form of crime or the other are currently facing trials in either federal, state or magistrate courts.

“In some of the cases, investigations are still ongoing. We are proud to say that the Nigerian Navy transferred 23 suspected oil vandals to us who are equally standing trials in federal high court.

“The Legal Unit of the command is working hard to ensure that the perpetrators of these crimes are brought to book,’’ the statement said.

It assured Lagos State residents that the corps was working assiduously in conjunction with sister agencies toward ensuring that the rate of crime was reduced drastically.

The statement also urged them to be law abiding in going about their day to day activities without fear of molestation and appreciated the way they conducted themselves during the last general elections. (NAN)

the Minister of Finance, Ngozi Okonjo-Iweala, has directed the immediate termination of the partnership between the Subsidy Reinvestment and Empowerment Programme and Forcecom Networks Limited on the Graduate Internship Scheme.

This is contained in a statement issued to journalists in Abuja on Thursday by the Communication Specialist to the SURE-P, Mr. Suleiman Haruna.

The statement said the minister further directed that the firm should be investigated by security agencies.

The News Agency of Nigeria reported that the minister said the firm should be investigated for deploying interns to work on mobile money business months after they were deployed to the company.

She also accused the firm for presenting time sheets, which showed that the interns had worked and requested payment of their monthly stipend when they did not work.

According to the statement, the GIS guidelines stipulated that interns should be paid for the number of days they worked every month.

Okonjo-Iweala said the Managing Director of Forcecom Networks, Mr. Paul Okafor, coerced the interns to sign an undertaking to pay N7,500 out of their monthly stipend for training with the Lekki Business School.

She also alleged that the company fraudulently convinced the graduates to register in January 2015 but set their hire date as November 2, 2014.

Petroleum products’ marketers on Thursday said they could no longer import petrol into the country because the Federal Government had remained insensitive to their problems.

The marketers, under the aegis of the Major Oil Marketers Association of Nigeria and the Depot and Petroleum Products Marketers Association, said following the escalation of the current petrol scarcity, the Federal Government had refused to meet with them.

The last meeting the Minister of Finance, Dr. Ngozi Okonjo-Iweala, had with the marketers in Abuja on May 4 ended in a deadlock as both parties disagreed on the actual subsidy arrears due to the marketers. The government had put the subsidy debt at N131bn, while the marketers insisted on N200.2bn.

The Executive Secretary, MOMAN, Mr. Thomas Olawore, said with the situation on the ground, it was unlikely that the marketers would continue to import petrol unless the subsidy debt was settled.

“We have huge outstanding claims, huge loans on us are still unpaid and our creditors are also not confident about doing business with us. We, therefore, are unable to bring in fresh products,” he explained.

Olawore said as of February, the debt owed marketers was N200.2bn; but pointed that the amount had since increased.

On the disparity between the government figure and that of the marketers, he said, “The Minister of Finance is saying we should verify what has already been verified by the Petroleum Products Pricing Regulatory Agency. The minister still went ahead to set up a committee to verify the disparity. Her office, the Debt Management Office, the Central Bank of Nigeria and others form part of the committee.

“The CBN advised on the particular rate that was used by the PPPRA. We, therefore, reject the call for another verification. We believe this suffering is getting too much.”

Olawore, however, confirmed that members of MOMAN had received their own share of the N154bn paid by the government in April.

The Executive Secretary, DAPPMA, Mr. Odufemi Adewole, said the government was still owing its members a lot of money in subsidy claims, adding that most of the depots across the country were owned by members of the association.

According to him, though some DAPPMA members collected over N100bn from the April payment, others have not received any money from the government.

Meanwhile, the Petroleum and Natural Gas Senior Staff Association of Nigeria has called on the Federal Government to restructure the Pipelines and Product Marketing Company to curb the inefficiency in the distribution and supply of petroleum products throughout the country.

At least 65 people, mostly suspected members of the Boko Haram insurgents, were feared dead in a clash with troops of the 7 Division, Nigerian Army around Ladi Kayamula village, Maiduguri, Borno State, on Wednesday.

Many people also sustained various degrees of injury while trying to flee the scene of the attack.

The Nigerian Army has imposed a 24-hour curfew on the troubled city.

The imposition of the curfew was announced in a statement signed by Col. Tukur Gusau, Deputy Director, Army Public Relations.

Gusau said: “In view of the recent development within Maiduguri metropolis, a 24-hour curfew is hereby imposed in the city. This is done to protect lives and property of innocent and law abiding people of Maiduguri.”

The insurgents launched an attack on the city at about 5p.m on Wednesday.

The attack forced many residents at the outskirts of the city – areas like Giwa Military Barracks, the University of Maiduguri community, 202 and 303 Housing Estates, Dalori Quarters and Molai, among others, to scamper for safety.

The panicked residents attempted to flee into the main town, but were trapped due to roadblocks mounted by the military and men of the Civilian JTF.

Sources told our correspondent that the Boko Haram terrorists attempted to invade the city with heavy weapons, targeting military formations, including the 21 Armoured Brigade (Giwa Barracks).

It was learnt that 35 members of the sect, including women suicide bombers were killed by troops, while 27 residents of Ladi Kayamula and Alau Dam villages were murdered by the insurgents after being repelled by troops.

Mallam Abba Alau, who participated in the mass burial of the slain residents, said after the killing, the terrorists ran towards Sambisa forest.

“We were able to bury the 27 people killed by the terrorists. While fleeing from the military, they ran into our community and wrecked havoc before heading towards Sambisa forest,” he said.

Another source said three members of the security operatives were also killed, with others sustaining injuries when some women suicide bombers, who disguised as fleeing residents of Bale village near Ladi Kayamula detonated explosives close to where troops were operating. This could not be confirmed.

Our correspondent learnt that the imposition of the curfew on Maiduguri and its environs was to allow security operatives trail and apprehend scores of suicide bombers, mostly women, who were believed to have sneaked into the town.

“The curfew was declared because during the operation, many insurgents found at the scene of the attack had Improvised Explosive Devices, IEDs, tied to their bodies, and that security agencies suspected that some of them might have sneaked into Maiduguri and nobody wants to take chances,” a source said.

Our correspondent also observed that six combatant helicopters have arrived the Maiduguri Air Force Base to be deployed against the insurgents.

The imposition of the dusk to dawn curfew forced students writing their West African Examinations Council, WAEC, examinations to trek long distances to their centres as there were no vehicular movement in and around the metropolis, even as shops, offices, markets remained under lock and key.

Meanwhile, Defence Headquarters, DHQ, yesterday confirmed the return of normalcy to Ladi Kayamla and Maiduguri, saying troops were in full control of the situation.

The DHQ, which confirmed Wednesday’s attack through its Director of Defence Information, DDI, Maj-Gen. Chris Olukolade, said the band of terrorists who detonated two female suicide bombers ahead of their attack on Ladi Kayamla near Maiduguri, was routed by troops in the area.

The attack is being seen as diversionary, with the intention of slowing down the ongoing assault on Sambisa forest and was believed to have been carried out by those escaping from the terrorists’ locations that have been routed or destroyed.

“Normalcy has been restored as the troops conduct a mop up of the area while the offensive on all terrorists forest locations continue,” Olukolade said.
