Having a PayPal account doesn't mean merchants on Ebay or elsewhere who abhors shipping to Nigeria would have a change of heart. Neither do those with phobia doing business from an IP address emanating from Nigeria.

Lastly, don't forget that with the coming of PayPal, more bank accounts and debit cards are now at risk of being stolen from those who don't know how to handle social engineering threats.
