Well I think all still points down to high rate of poverty in the country.If the economy is actually good, you won't see this young children involving in this crime because they would definitely be in school by now or learning a skill.
The funniest thing is that some of these young youths are the ones feeding their parents I.e they are the bread winner of their family.So tell me how a parent want to caution that child and he or she would listen.Some of these parents cannot even feed their child talkless of sending them to school.So this children grow out of hand and can't be cautioned and also influenced by social media.
