INEC trained it's officers on how to connect the device with hotspot, voters can also share their phone network to upload the results in the polling unit, if INEC complains of technical glitch or blocks uploading of Governorship results in real time like it did for Presidential, then, it will be glaring they don't mean well for Nigeria and her democracy, period.

Nobody is under a curse, democracy Isa game of numbers, let anybody who have the numbers win. That is why election is a cycle of four years, if the citizens feel you've not performed well, they should be able to boot whoever it is out of office. There is nothing complex about it, it's same polling unit, same of voters, infact the number of voters for Presidential election is smaller compared to HOR and Senate joined together. The only complexity is the interest involved which INEC was meant to be non-partisan.
