This exercise became necessary for many reasons. The last review took place in 2011. We all know since then, the prices of key consumables have increased and the most vulnerable of our workers are struggling to make ends meet. 3. Since 2011, many changes have taken place. Nigeria rebased its GDP to become the largest economy in Africa. We reported very strong GDP growth rates and exceptional performance of our capital markets. However, these reported successes did not flow into the pockets and homes of majority of Nigerians. 4. In the last three years, we focused on correcting this deficiency. We are working to create a diversified and inclusive economy. 5. We are pushing to clear pension arrears owed to our retired workers with the limited resources available to us. 6. We supported State Governments to pay workers salary. And of course, we set up a committee in order to review the minimum wage of workers. 7. In constituting this committee, we took into account the need for all stakeholders to be adequately represented - the government, the private sector and most importantly the workers. Our goal was to get an outcome that was consensual. 8. From the onset, we knew the committee had a difficult task ahead of it. On behalf of all Nigerians today, I want to thank you for your commitment and sacrifice in getting us to where we are today. 11. In the past few days, I have been receiving regular updates on your deliberations. And today, I am pleased that you have completed your work in a peaceful and non-confrontational manner. The entire nation is grateful to you all. 12. The Committee Chairman highlighted some of the challenges encountered during your deliberations, especially as it relates to having a consensus position acceptable by all parties. 13. I understand, on the government side, the concerns raised were around affordability - that today many states struggle to meet their existing salary requirements. 14. On the side of labour, the points raised focused on the need for any increase to be meaningful. 15. In a way, both arguments are valid. I want to assure you all that we will immediately put in place the necessary machinery that will close out these open areas. Our plan is to transmit the Executive Bill to the National Assembly for passage within the shortest possible time. 16. I am fully committed to having a new National Minimum Wage Act in the very near future. 17. Let me use this opportunity to recognise the leadership of the organized labour and private sector as well as representatives of State and Federal Governments for all your hard work. The fact that we are here today, is a notable achievement. 18. As the Executive Arm commences its review of your submission, we will continue to engage you all in closing any open areas presented in this report. Mr Ayuba Wabba, President, Nigeria Labour Congress (NLC) President, said this in an interview with the News Agency of Nigeria (NAN) on Friday in Abuja. The News Agency of Nigeria (NAN) reports that the National Industrial Court of Nigeria (NICN) in Abuja has restrained the organised labour from proceeding on nationwide strike on Friday. The nationwide strike by organised labour is scheduled to commence on Nov. 6 over the new National Minimum Wage for workers in the country. According to Wabba, we are not aware of any court ruling and we have not being served any notice. “We have just concluded our joint organ meetings of the Central Working Committees of the Labour Centres of the NLC, Trade Union Congress (TUC) and the United Labour Congress (ULC) here in Lagos. “The meeting is the final preparation for a full engagement with the government on the new National Minimum Wage and we have taken our decision to go on the strike. “Our decision is to go ahead with the nationwide strike unless the government does the needful,” he said. Also, Mr Musa Lawal, TUC General Secretary, also told NAN said the centre was not was aware of any court ruling concerning the planned strike by organised labour. “We are not aware because we have not been served any court order; we have taken our decision and we are going to stand by that,” he added. The News Agency of Nigeria (NAN) reports that the Nigerian Governors Forum (NGF) had issued a communique after its meeting claiming that state governors can only pay N22, 500, as the new national minimum wage. The organised labour has reiterated its position that any figure below N30, 000 would not be acceptable to labour. Justice Sanusi Kado, on Friday, gave the order in a ruling on an ex parte application moved on behalf of the Federal Government by the Solicitor-General of the Federation and Permanent Secretary, Federal Ministry of Justice, Mr. Dayo Apata. Agreeing with Apata, Justice Kado ruled that if the strike is allowed it will lead to huge economic loss to both public and private institutions and may jeopardise the health of many Nigerians who would not be able to access health facilities during the period. The organised labour had threatened to commence an indefinite strike action to press for the increase in the national minimum wage from the current N18,000. Apart from the NLC and the TUC, the NGF is also joined as a defendant in the suit. Justice Kado adjourned the matter till November 8 for the hearing of the motion on notice seeking the interlocutory injunction to stop the strike. FG Extends BRISIN Recruitment Deadline for application to Nov. 22 (from school certificate to PHD holders) Apply Now https://recruitment.assure.ng/wp-content/uploads/2018/11/brisin-job.jpg The federal government has extended the deadline for the Basic Registry and Information System in Nigeria (BRISIN) recruitment application to November 22. In a statement signed by Dr. Anthony Uwa, the Head of BRISIN implementation in Nigeria, it said the extension is to enable all intending applicants to register. “The application was scheduled to last for six weeks – from Sept. 27 to Nov 8 – but due to some technical challenges beyond our control, the portal was short down for about two weeks within which applicants could not register.” “We have decided to extend the application for another two weeks till Nov. 22 after which the screening exercise will commence immediately” he said. According to him, “The essence of this recruitment is to enable all unemployed Nigerians to be captured on a centralised data base to ensure that all jobs created are verifiable. And it is also meant to reduce favouritisms in job selection.” “Therefore, the extension of the deadline will enable all unemployed Nigerians to have the opportunity to be captured and be gainfully employed,” he said. BRISIN is an integrated system for the collection, storage and distribution of information to support the management of the economy. 66th NEC Meeting of WAEC On Withheld Results and Examination Malpractices (Read Full Report) https://i1.wp.com/news.assure.ng/wp-content/uploads/2018/04/school.jpg?w=800&ssl=1 The 66 Meeting of the Nigeria Examinations Committee (NEC) of the West African Examinations Council (WAEC), was held from Tuesday, 2nd to Thursday, 4th October. 2018 at Excellence Hotel & Conference Centre, Ogba - Lagos. The Committee, which is the highest decision-making organ of WAEC on examination-related matters in Nigeria, meets twice a year, to consider matters relating to the conduct of the West African Senior School Certificate Examination (WASSCE) for School Candidates and Private Candidates. Its statutory Chairman is the Chief Federal Government Nominee on Council. Membership of the Committee comprises four representatives each, of the State Ministries of Education and the Department of Education of the Federal Capital Territory (FCT) Abuja, ANCOPSS and the Universities. It also includes the Registrar to Council, the Head of the Nigeria National Office, the Head of the Test Development Division (TDD) and the Head of the Test Administration Division (TAD) of the Council. During the 66th Meeting, the Committee received reports on Irregularity, Special and Clemency Cases arising from the conduct of the WASSCE for Private Candidates, 2017 and the WASSCE for Private Candidates, 2018-First Series, earlier considered at the 65th Meeting of the Committee. The Committee also considered a report on the conduct of the WASSCE for School Candidates, 2018, as well as Irregularity Cases arising from the conduct of the examination. In the course of considering the various reported cases of malpractice, the Committee, after diligent deliberations, approved appropriate sanctions in all established cases of malpractice, as prescribed by the Rules and Regulations governing the conduct of the Council’s examinations. It approved that the entire results of candidates involved in proven cases, which attract Cancellation of Entire Results (CER) be cancelled, while subject results of those involved in proven cases, which attract Cancellation of Subject Results (CSR), be similarly cancelled. In addition, some candidates will also suffer other sanctions such as barring them from sitting for the Council’s examinations for a certain number of years, some schools will be derecognised for a specified number of years, some supervisors that were found wanting in the discharge of their examination duties will be formally reported to their employers and blacklisted while some invigilators will be reported to the appropriate authorities for disciplinary action. The decisions of the Committee will be implemented without delay and the affected candidates and schools duly informed by the Council. However, the results of candidates who were exonerated by the Committee will be released. Furthermore, the Committee considered Special Cases, Clemency Appeals from the WASSCE for School Candidates, 2018 and Restitution Cases as well as Impounded Certificates for various years. The Committee also received a report on the Statistics of Entries and Results for the WASSCE for Private Candidates, 2017 and 2018-First Series. In addition, it received and considered the General Résumé of the Chief Examiners’ Reports on the WASSCE for Private Candidates, 2018-First Series and the WASSCE for School Candidates, 2018. It also received and considered reports on the Activities of the Aptitude Tests Department (ATD), for the period March to September, 2018 and on the Activities of the Research Department of the Council for the period March to September, 2018. With regard to the General Résumé of the Chief Examiners’ Reports on the WASSCE for School Candidates, 2018, the Committee noted the observation by the Chief Examiners that the standard of the papers compared favourably with those of previous years and that the questions were within the scope of the syllabuses as well as the ability of the candidates. They also reported that the rubrics were clearly stated and the marking schemes were comprehensive. The Committee noted the strengths and weaknesses of the candidates as reported by the Chief Examiners and the suggested remedies for the weaknesses. The Committee observed that even with the commendable efforts of the Council in the fight against examination malpractice, the menace is still on the increase and called on all stakeholders to intensify their efforts in the fight against examination malpractice. The Committee decried the high rate of impersonation as a form of examination malpractice in School Candidates examinations, called on school principals to check the ugly trend and urged the States Ministry of Education to look at the calibre and integrity of teachers nominated as Supervisors for public examinations. On the issue of punishment for schools, candidates, invigilators and supervisors caught aiding and abetting examination malpractice, the Committee advised that WAEC, ANCOPSS and the States Ministry of Education should publish the names of those involved to serve as a deterrent for others. Finally, the Committee commended the Council for ensuring that examination cheats do not get away with their nefarious activities by deploying cutting-edge technology and putting in place several mechanisms to detect and forestall examination malpractice.
