The Lagos State Examination Board has commenced the sale of screening test forms for admission into the 16 Model Colleges/Upgraded Junior Secondary Schools I for the 2020/2021 session in the state. He said the forms would be available from January 20 to April 30, 2020 at a cost of N10,000 per pupil. Gbadegesin noted that late registration would commence between May 4 and May 15, adding that it would attract additional payment of N5,000. He added that the screening test would be based on Paper-Pencil Testing (PPT) and Computer-Based Testing (CBT) versions. “The CBT would hold at ICT Room of the Lagos State Examination Board from May 25 to May 28, while the PPT would hold on May 30 at 43 designated centres across the state,” he said. The board’s director urged parents, guardians, head teachers, proprietors and proprietress in both public and private schools to register their wards/pupils for admission into the model colleges. Chioma Uzodinma nee Ikeaka, is the official wife to new Governor Hope Uzodinma, who was sworn in on Wednesday night, to replace Emeka Ihedioha. Chioma is a law graduate from Imo State University and may just be the youngest first lady in the history of Nigeria. She hails from Ideato local government area of Imo State Chioma, and got married to Uzodinma in 2015. The marriage has produced three children, a boy and a set of twins. Governor Uzodinma was first married to Augusta Uzodinma for 17 years which produced five children. The marriage was dissolved by the Catholic Church years ago, the report said. In a related development, the South African Chapter of All Progressives Congress, APC, has congratulated Governor Hope Uzodinma on his assumption of office as Imo Governor. The chapter stated this in a congratulatory message jointly signed by its Chairman Mr Bola Babarinde and Secretary, Prof. Folorunso Fasina in Lagos. Hope Uzodinma, saying it has not been served with the order of the Supreme Court to that effect. The Commission in a terse statement by the Chief Press Secretary to its Chairman, Mr Rotimi Oyekanmi, however, promised to do the needful once it received the enrolled order. “Please be informed that the Commission is yet to be served with the enrolled order of the Supreme Court judgement, therefore, we cannot issue the Certificate of Return to the APC candidate yet. However, once the Commission receives the enrolled order, the CoR will be issued”, INEC stated. The Supreme Court had on Tuesday sacked Hon. Emeka Ihedioha as the governor of the state, and consequently went to affirm the election of Uzodinma in his stead. The Supreme Court on Tuesday voided the election of Emeka Ihedioha as the governor of Imo State . A seven - man panel of the apex court led by the Chief Justice of Nigeria , Tanko Muhammad , unanimously declared Hope Uzodinma as the winner of the March 9 , 2019, governorship election and the validly elected governor of the state . Justice Kudirat Kekere - Ekun, who read the lead judgment , ordered that the certificate of return issued to Ihedioha be immediately withdrawn . She directed that a fresh certificate of return should be issued to Uzodinma . 2020 UTME: JAMB Suspend Unified Payment System Over Extortion of Candidates The Joint Admissions and Matriculation Board (JAMB), on Tuesday apprehended some agents of an accredited online payment service for Unified Tertiary Matriculation Examination (UTME), for allegedly charging above the approved cost. The board’s Head of Media, Dr Fabian Benjamin, disclosed this to newsmen while monitoring the UTME/Direct Entry (DE) registration in Bwari, Abuja. According to him, the agents, who worked for Unified Payments Services (UPS), charged some candidates the sum of N4,500, as against the approved cost of N4,000, for the registration. The News Agency of Nigeria (NAN), reports that the agents, operated in shops situated opposite JAMB Computer-Based Test (CBT) centre, Kogo in Bwari. “What we are seeing now is quite unfortunate and disappointing, because we had a meeting with accredited vendors before now and agreed that out of the N3,500 generated for each e-pin, they have a N210 commission. “The essence of the sacrifice is to ensure that no candidate is exploited. “If a vendor wants to have agents, he should be willing to have their interest at heart and pay them from his commission because we have no business with them. “We have agreed, based on the federal Government’s directive, to sell these forms for nothing more than N4,000; N3,500 for e-pin and N500 for the English reading text. “We pointed this out to vendors that it was a presidential directive so that Nigerians are not exploited and we are ready to protect this. “For any agent to sell above the approved price is unlawful and unacceptable; as we speak now, United Payments Service has been suspended from the sale of the 2020 UTME/Direct Entry (DE) forms,” Benjamin said. Benjamin also said that the board had set out a team of investigators across all its centres nationwide to fish out those who perpetrate acts that were contrary to the rules and regulations of the board. He also said that any bank or selling outlet that sells N1 above the approved price would be suspended and whatever deposit they had with JAMB would be confiscated. Benjamin also advised candidates against registering from public examination tutorial teachers as they were not accredited vendors of the board. Whoever registers with them, he said, would be disqualified from sitting for the examinations. He, however, explained that the agents, who were caught in the act, had been asked to return the extra N500 they charged to the candidates and had since been handed over to the Police for further investigation. Ayuba Darius, one of the candidates who paid the agents above the cost for the registration, said that he paid the sum because he needed to meet up work time and was encouraged by the agents to do so. He said that although his receipt showed N4,000, he paid the agent N4,500 for the service. One of the agents, Inyang Patrick, who denied the accusation, said that he only charged the candidates the approved sum, adding that he was not in charge of the operation but assisted his boss who was absent. However, Mr Isah Omagu, Director Marketing, UPS Lagos, who spoke to NAN in a telephone interview, said that the service did not ask the agents to charge any additional sum. “We are a responsible organisation and cannot be associated with such. “We work with the regulation of JAMB; any agent, who is not in order, will be sacked immediately,” he said. He also said that the service had agreed to pay the agents N180 out of the N210 generated from each e-pin, adding that it had never asked them to charge anything higher. Justice Muhammad, who resumed sitting in the appeals after rising earlier due to congestion in the hall, suddenly announced a suspension of the hearing due to the illness of one of the seven Justices. The CJN said the matter will be stood down for medical attention to the unnamed Justice. But court clerks came out one hour later to announce that all the appeals have been adjourned to Tuesday for hearing. But the former governor of Bauchi State, Mohammed Abubakar, who stepped out the court raising his hands to signal ‘four plus four’, was pelted with water bottles by persons believed to be supporters of the current Governor Bala Mohammed. The Delta State Ministry of Basic and Secondary Education has stated that all primary and secondary schools in the state will resume for the second term of the 2019/2020 academic session on Monday, January 6, 2020. The Ministry also stated that resumption tests for the pupils and students in public primary and secondary schools has been slated for Thursday, January 9, 2020 and is compulsory for all pupils and students — as it will form a part of their continuous assessment scores. Ebilikwe said that apart from Uzodinma coming a distant fourth at the polls, his petitions at the Elections Petitions Tribunal and his appeal at the Court of Appeal against the declaration of Ihedioha as the governor of the state by the Independent National Electoral Commission were “summarily dismissed.” He expressed optimism that the apex court would equally dismiss Uzodinma’s appeal before it, hence there was no room for fresh evidence and prayers in the appeal. Ebilikwe advised Mbaka to face his spiritual calling and leave politics alone. Responding to a question, the Commissioner said, “The governor is not disturbed. The government and people of Imo State are not disturbed. The revision of the Guide to Charges and strengthening of the Consumer Protection Regulation was necessitated by continued evolution in the financial industry over the past few years, which has spurred innovation and the introduction of new products, channels and/or participants. These developments have made it imperative for continued vigilance by the regulatory authorities to ensure the protection of consumer rights as more individuals are financially included whilst encouraging market forces to increasingly drive pricing for financial products. These innovations supported by a sound regulatory framework have indeed transformed the Nigerian financial landscape over the past decade which has driven financial inclusion (according to EFINA, financial inclusion increased to 63.2% as at December 2018 from 60.3% in December 2012) and the increased use of electronic payments across several channels by bank customers. Data from the Nigeria Inter Bank Settlement System (NIBSS) shows that PoS transactions increased by 4,692% between 2012 and 2018 from N48.46 billion to N2.3 trillion while electronic transfers increased by 1,967% from N3.8 trillion to N80.42 trillion. Paper based cheque transactions declined by 32% from N7.48bn to N5.03bn. Similarly, statistics from NIBSS on electronic transfers from June to November 2019 show that number of transfers below N10,000 accounted for 61% of the number of electronic transfer transactions. This is a confirmation that that the reduction of the charges for micropayments has huge potential for financial inclusion. The revised Guide to Charges is thus yet another move by the CBN to build an inclusive banking system that adequately caters for the needs of the banking public whilst preserving the financial sustainability of banks, other financial and non-bank financial institutions. The Guide will incentivize stakeholders, especially those making micro payments, to further embrace electronic banking channels, thus improving financial inclusion. It will also reduce cost of banking services to customers to deepen access without much impact on bottom line of regulated institutions under the purview of the Bank. Some of the changes introduced in the revised Guide include: • A graduated fee scale for electronic transfers to replace the current flat fee of N50. Accordingly transfers below N5,000 will attract a maximum charge of N10; transfer from N5001 - N50,000 -N25; and transfers above N50,000- N50 • Card maintenance fee on current account has been removed as the accounts already attract account maintenance fee. The decision was arrived at after series of meetings and discussions between the Lagos State Joint Public Service Negotiating Council (JNC) and Lagos State Government as witnessed by the Nigeria Labour Congress (NLC) and Trade Union Congress (TUC) on the payment of the New Minimum Wage to Lagos State Public Sector Workers on Friday. Comrade Rasaq Adio Falade, State Chairman, JNC said necessary terms of settlement and agreement were reached after the end of the meeting on Friday. The National Joint Public Service Negotiating Council (NJPSNC) and the Federal Government’s Negotiations and Consequential Adjustment of Salaries had produced the following figures on Consolidated Public Service Salary Structure (CONPSS): GL. 01-06=N30,000; GL. 07=23.2%; GL. 08=20%; GL. 09=19%; GL. 10-14=16% and GL. 15-17=14%. However, Falade said in consonance with the pronouncements of Sanwo-Olu, the government agreed to pay N35,000 as minimum wage. He said government had agreed to pay GL. 01-06=N35,000.09;. GL. 07=30%; GL. 08-10=25%; GL. 12-14=22.5% and GL. 15-17=20%. Falade added that payment of allowances peculiar to certain professions/sectors such as health workers, medical personnel, teachers, and so on, embedded in their respective Consolidated Salary Structures (e.g. CONHESS, CONMESS, CONTISS, etc) shall be paid for those stated items (e.g. Hazard, Call, Shift, etc) at such rates as provided in the various salaries of government approved in 2011. He disclosed that the payment of the New Minimum Wage at the consequential adjustment rates shall commence in Lagos State in the November, 2019 salary cycle. “The New Minimum Wage Act came into effect on the 18th April, 2019 as such, it was agreed that payment of the six and half months arrears shall be be made and concluded by the first quarter of year 2020,” he said. THE West African Examinations Council (WAEC) on Friday has released results of 91, 225 private candidates that sat for the 2019 West African Senior School Certificate Examination (WASSCE) in Nigeria. The information was revealed in a statement by the Head of the Nigeria National Office WAEC, Olu Adenipekun, at a press briefing. The statement also contained the released results of the West African Senior School Certificate Examination (WASSCE) for Private Candidates who sat for the 2019 Second Series. He said 91,225 candidates, represented 96.14 per cent with the fully processed results, while 3,659 candidates represented 3.86 per cent still under process. According to the statement, the examination which took place between August 29 and October 2, 2019, with a total number of 94,884 candidates sitting for the examination had 47,237 male and 47,647 females, representing 49.78 per cent and 50.22 per cent respectively. Adenipekun said, “The analysis of the statistics of the performance of candidates shows that out of the Ninety-Four Thousand Eight Hundred and Eighty-Four (94,884) candidates that sat the examination, 49,679 candidates representing 52.36 per cent obtained credit and above in a minimum of any five (5) subjects (with or without English Language and/or Mathematics. He said 33,304 candidates also obtained credits and above in a minimum of five (5) subjects including English Language and Mathematics. Meanwhile, he said 9,457 candidates, representing 9.74 per cent were involved in examination malpractice, stating that their cases will be presented to the appropriate Committee of Council for appropriate action. It is also an appropriate response to the general perception that the Presidency has an oversized and bloated workforce which acts as a drag on efficiency. As may have been noticed by discerning members of the public, a number of political appointees among the few that served in the office of the President were not returned for the Second Term. The office of the Vice President, His Excellency Yemi Osinbajo has, in compliance with the directive of the President, equally been shed of a number of such appointees. In carrying out these exercises, the overriding objective is to save taxpayer money and deliver needed service to the public. As far as the President is concerned, there is no scope for an excuse for administration after getting a huge mandate to run the country for four more years. The President has always had fewer staff than the Vice President, and there were always plans to reduce the number of staff at the Villa. The streamlining was not personal or targeted to undermine the Vice President's office, as the so-called insider sources quoted by the media appear to make it seem. The President is in absolute control of his government. The media should stop attributing non-existent powers to some people.
