Unstructured Supplementary Service Data (USSD) is a protocol used by GSM cellular telephones to communicate with the service provider's computers. USSD can be used for WAP browsing, prepaid callback services, mobile-money services, location-based content services, menu-based information services, and as part of configuring the phone on the network.

According to the CBN, Service providers that provide financial services through the use of USSD in Nigeria
include the following:

a. Financial institutions: Banks, Other Financial Institutions and Payment Service Providers, providing products and services using USSD protocol to their customers.
b. Mobile Money Operators (MMOs): MMOs are Deposit Money Banks or corporate entities, duly licensed by the CBN to provide mobile payment services to the banked and unbanked customers.

c. Mobile Network Operators (MNOs): MNOs utilize USSD to interact with, and provide services to their customers.
d. Value Added Service Providers/ Aggregators (NCC Licensees) – Any person or organization that engages in the provision of value added mobile/fixed Services, including premium rated services.

e. Customers: initiate financial transactions or sessions through a USSD string provided by their financial Institutions

BREAKING: FG reaches agreement with Labour over implementation of new minimum wage

The Federal Government and the organised labour have reached an agreement over the consequential adjustment of the new minimum wage.
The minister of Labour and Employment (State), Festus Keyamo disclosed this on his twitter handle Thursday night.

Keyamo, who tweeted during the negotiation between the FG and Labour said: “After some delicate negotiations (with both Ministers as conciliators), the government and Labour have finally reached an agreement on the consequential adjustment of other wages following the implementation of the enhanced minimum wage of 30, 000.

“we are working on the communique,” he said.

In the past few days, a spate of reckless and malicious falsehoods have been peddled in the media against me by a group of malicious individuals.

The defamatory and misleading assertions invented by this clique have been making the social media rounds anonymously.

I have today instructed the commencement of legal action against two individuals, one Timi Frank and another Katch Ononuju, who have put their names to these odious falsehoods.

I will waive my constitutional immunity to enable the most robust adjudication of these claims of libel and malicious falsehood.

Timi Frank revealed through a statement on Monday in Abuja that he has reliable information from his sources in the presidency to the effect that Osinbajo’s travail has nothing to do with 2023 but alleged mismanagement of about N90 billion Naira released by the Federal Inland Revenue Service (FIRS) to prosecute the last general elections in favour of the APC.

Frank said: “The presidency discovered how Osinbajo allegedly mismanaged N90billion from the Federal Inland Revenue Service (FIRS). “When confronted by the presidency, he confirmed to General Buhari that he indeed allegedly took N90billion from FIRS but it was used for the 2019 presidential election campaign in strategic states of the South-west.

“Gen Buhari asked for a breakdown of how the money was spent and he said he gave N11 billion to Lagos state APC leader but when the said national leader and one former APC chairman were invited for an explanation, it was confirmed that Osinbajo gave only N5billion and not N11billion to Lagos state.

“The cabal is asking to know how come they beat PDP in the South-west with less than 60,000 votes if the money was actually spent in the strategic states of the South-west as allegedly claimed.” The activist insisted that if the information is true, Osinbajo must resign his position as Vice President, adding that such is akin to the characteristics of ‘yahoo boys.’

Frank said since the former National Security Adviser, Colonel Sambo Dasuki is being held on allegations of embezzlement while Osinbajo is also allegedly being accused of embezzlement, “they should be given the same treatment.”

He added: “This goes to confirm the NEMA case against Osinbajo concerning the N5billion that he was alleged to have siphoned. “The ball is in Gen Buhari’s court to show Nigerians that he supports corruption from his cabinet members and do nothing or he is indeed truly fighting corruption and therefore force him to resign.

In a related development, the Federal Inland Revenue Service, FIRS, has denied claims by a political activist, Timi Frank that the agency supported the All Progressives Congress by giving Vice President Yemi Osinbajo N90 billion.

In a statement titled, "RE-Osinbajo in trouble over N90 billion FIRS election fund – Timi Frank" the agency urged Nigerians to ignore the report, stressing that, it will pursue libel actions against him.

The agency said it did not spend and could not have spent taxpayers money for political ends, noting that, Mr. Frank is seeking cheap popularity and relevance.

The attention of the Federal Inland Revenue Service, FIRS, has been drawn to publication in some online and daily newspapers by a certain Comrade Timi Frank, the former Deputy National Publicity Secretary of the All Progressives Congress (APC), who claimed that the FIRS supported the`APC, through the Vice President Yemi Osinbajo with a phantom N90 billion.

The FIRS wishes to state as follows:

That the entire allegation being spread by one Frank Timi that the Federal Inland Revenue Service spent N90 billion to fund the last election is mendacious, wicked, malicious and a calculated attempt to smear the image of the Service and that of his Excellency, the Vice President, Prof. Yemi Osinbajo. This campaign of calumny and villifying false claims are entirely, libellous, unfounded in fact, irresponsible and a brazen assault on the integrity of the Service as a responsible and accountable organisation and demonstrates an abysmal ignorance of the budgetary and expenditure process of the FIRS.

That in the last four years since Mr. Tunde Fowler has supervised operations at the FIRS, the agency had not received up to N100 billion, per annum, as Cost of Collection from the Federation Accounts Allocation Committee, FAAC. FAAC is a public institution, whose records are open to the public.
That it is from the remittances from FAAC—which had never grossed up to N100 billion, PER ANNUM, that FIRS pays the salary and emoluments and trains it’s over 8000 staff, runs over 150 offices and provides for other needs of the Service.

That given the above, IT IS NOT PLAUSIBLE nor DOES IT MAKE ANY SENSE that FIRS will commit its resources to a phantom campaign of N90 billion as suggested by Mr. Timi Frank and FIRS does not fund political associations.

That FIRS is a creation of statute and its activities are governed by the laws of the Federal Republic of Nigeria and financials regulations and thus, IT IS NOT PLAUSIBLE, that its funds could be expended in such a cavalier manner as suggested by Mr. Timi Frank.

That FIRS Budget and expenditure approval processes pass through the Budget Office and the Ministry of Finance, before such are presented to the National Assembly for Appropriation into Law. The National Assembly committees, consisting of all parties and inclinations exercise oversight function on all agencies of the Federal Government to ensure agencies keep to the letters of the Appropriation Act. Thus FIRS’ operations are subjected to Scrutiny and close monitoring by the National Assembly, the Federation Accounts Allocation Committee and the Ministry of Finance.

It is therefore unthinkable, malicious and irresponsible for the said Frank to insinuate or infer that N90 billion or any part thereof could be spent illegally and without budgetary approval.

It is equally alarming to note that this injurious falsehood and blackmail could find space in our mass media without proper scrutiny particularly with the availability of the Freedom of Information Act, which broadly allows Nigerians access to information on expenditure of public funds by government agencies. This all goes to show an orchestrated and invidious decision by paid agents to discredit the Service in order to achieve their diabolical ends, which is at variance from the interest of Nigerians.

We ask members of the public to ignore the claims of Mr. Timi Frank, with the ignominy it deserves as the former Deputy National Publicity Secretary of the APC is seeking for cheap popularity and relevance.

It is in the light of the foregoing observations, the FIRS demands an unequivocal apology from the said Mr. Timi Frank and a well publicised public apology in three major and leading newspapers within the next 24 hours. The FIRS shall pursue claims for aggravated damages in libel and injurious falsehood against the said Mr. Frank if he fails to meet these conditions in the next 24 hours.

This invidious publication is targeted as derailing the revenue generation efforts for the three tiers of government in the nation. This is calculated economic sabotage and hereby referred to the Office of the Attorney General of the Federation officially.

We finally wish to assure all Nigerians that the FIRS did not spend and could not have spent taxpayers money for political ends. For the avoidance of doubt, every kobo paid by taxpayers goes straight to the Federation Account domiciled at the Central Bank of Nigeria and that the FIRS does not possess the constitutional right to touch the said account or appropriate any kobo there from to itself.

The FIRS wishes to reassure members of the public that the FIRS is a PUBLIC TRUST, which the agency operates on behalf of Nigerians. Taxpayers money-including the operational funds of the Service- are sacred. FIRS remains committed to public accountability and transparency in the sacred mandate of tax collection and public expenditure.

BREAKING: President Sacks Head of Civil Service of the Federation Winifred Oyo-Ita; Names Replacement

President Buhari has announced the appointment of  Dr. Folashade Yemi-Esan as acting Head of the Civil Service of the Federation.

The embattled Head of the Civil Service of the Federation, Winifred Oyo-Ita has been asked to vacate her position.

The Economic and Financial Crimes Commission (EFCC) is investigating the Head of Service, Winifred Oyo-Ita.

According to ChannelsTV, the head of the federal civil service is being quizzed by the anti-graft agency for alleged N3 billion contract scam.

ChannelsTV reported sources as saying that she was also being investigated for alleged abuse of duty tour allowance, money laundering and alleged theft of government funds.

Oyo-Ita is said to have been granted an administrative bail but is now hospitalized under the close watch of the anti-graft agency.

She was appointed as the head of the civil service of the federation in an acting capacity in October 2015 and confirmed in January 2016 by President Muhammadu Buhari.

STATE HOUSE PRESS RELEASE - PRESIDENT BUHARI DISSOLVES SPECIAL PRESIDENTIAL INVESTIGATION PANEL FOR RECOVERY OF PUBLIC PROPERTY

President Buhari has dissolved the Special Presidential Investigation Panel for the Recovery of Public Property (SPIP) as currently constituted with Mr. Okoi Obono-Obla as Chairman.

The Attorney-General of the Federation and Minister of Justice has been directed to immediately take over all outstanding investigations and other activities of the SPIP.

The panel was established in August 2017 by the then Acting President, Prof. Yemi Osinbajo, SAN to investigate specifically mandated cases of corruption, abuse of office and similar offences by public officers.

President Buhari thanks all members of the dissolved panel for their services.

The President looks forward to receiving the final Independent Corrupt Practices & other related offences Commission (ICPC) report on the ongoing investigations of the dissolved panel’s Chairman.

It has come to the notice of the office of the Federal Controller of Works. Lagos and also the Engineer’s Representative that the contractor on the above named road project plans to close a section of the road for repairs.

2.0. You may wish to know that the road project is an on-going one and the contractor’s mode of operation is to create diversion as necessary to enable reconstruction work to be carried out at specific locations This has been done on several locations along the alignment.

3.0. The intended reconstruction and expansion work of the section between Berger Junction and Kara Bridge is designed to follow the same way.

This location has a high volume of traffic and commercial activities, hence an early release of information to the public to intimate them of the planned work.

The idea is to divert traffic at this location to enable construction work to be carried out. Neither the Government nor
the contractor had any Intention to CLOSE any section of the road.

4.0. To enable for effective traffic management plan and show sensitivity to Nigerians, the Government and the Contractor have now reviewed the work plan. The reconstruction of this stretch of the road will now commence on 2ND SEPTEMBER, 2019.

Closure of Jibowu Rail Crossing for Gas Pipe Relocation Works from Wednesday, 31st July, 2019 as announced by Lagos State Government.

The Lagos State Government has announced that a section of the Jibowu Crossing will be closed for thirty days from Wednesday, July 31 to Thursday, August 29, 2019, for the relocation of gas pipes situated close to the perimeter of the rail line.

According to a statement issued today by the State Ministry of Transportation, the closure and relocation work on the gas pipeline would affect the free flow of traffic around the corridor.

Motorists are advised to avoid this area but road users who cannot completely ignore the corridor are advised to obey traffic officers and other law enforcement personnel assigned to manage traffic during the period of relocation of the gas pipeline.

The All Progressives Congress (APC) strongly condemns the 2019 presidential candidate of the opposition party, PDP, Atiku Abubakar who has now made it a pastime to make public statements on issues, which constitutionally should be reserved for the duly elected head of government or his designees.

As a Party, we would have thought that Atiku who in the past occupied such high office as the country's vice president would clearly understand the workings of government, particularly as it bothers on national security, foreign policy and our international engagement.

We have noted Alh. Atiku’s incessant habits of releasing statements on public issues as if he were an alternative President of this country and with a clear intention to undermine President Muhammadu Buhari and the APC-led government.

In recent times, Atiku has demonstrated lack of regard for the sovereignty of the office of the President and Nigerian government through condescending statements.

He has made several of such statements regarding the activities of the Nigerian military, issues of national security, and international relations.

The latest of such statements is the one he made on the emergence of Boris Johnson as Prime Minister of Britain. Even when our duly elected President, who has the responsibility of making an official statement on such matter, has made the position of our country known. We note with serious concern that Atiku has been throwing himself around as a shadow President of Nigeria.

We would like to state clearly that such position could only be found under the parliamentary system; it does not exist under the Presidential system of government that we practice in Nigeria.

Atiku, like every Nigerian citizen, should understand that being a candidate for an elective office, including that of the President, does not confer on him a sovereign status.

Atiku continuous portrayal of himself as a shadow President under our system borders on felony and makes him a patent impostor.

There can only be one democratically elected and legitimate government at a time in this country. That clearly is the administration of Buhari

It is important to remind Atiku that issues of national security, foreign policy and international engagements are not matters to be exploited to achieve mischievous political ends.

We reiterate that Alh. Atiku has lost the 2019 presidential election and it would be unhelpful to him to continue to make a mockery of our country. We expect Atiku to quickly address himself to the stark reality of his loss and move on. Our laws are clear on all acts of criminalities, in this case, a clear case of felony.

Nigerians expect that the enforcement of relevant laws should apply to every Nigerian, irrespective of class and status.

This government would not be found wanting where it is required to take decisive actions.

The final admission status was released shortly after the meeting of the admission/selection team made of up of the 104 principals of the Federal Government Colleges In Nigeria alongside officials of the Federal Ministry of Education Abuja.

The West African Examination Council WAEC Nigeria will commence the marking of scripts for the 2019 WASSCE. This was made know in a text messages sent to examiners nationwide.

However, new examiners are welcome to participate in the 2019 WASSCE marking exercises. In a statement made available on her official website http://examiners.waecnigeria.org, new examiners must be a graduate and preferably a teacher in any school in Nigeria. New examiners are to proceed to the nearest marking venue within their state of residence to apply.

Qualification for appointing Examiners for The West African Examinations Council marking exercise

Possess a minimum of first degree or its equivalent in a field related to the subject he/she wishes to examine;
Have a minimum of two years post- NYSC teaching experience preferably a Senior Secondary School;
Possess thorough knowledge of the subject he/she wishes to examine
Complete the prescribed application form; Prospective Examiners
Come along with the credentials to the marking centre for sighting and attach photocopies to the completed application form;
He/She must be a person of high integrity, therefore there must be an attestation to his/her character from the current employer

Supreme Court Judgement On Zamfara: INEC Reacts; Calls for Status-Quo (Read Press Statement)

Following the Supreme Court’s judgment delivered today 24th May 2019 on the Governorship, National and State
Assembly elections held in Zamfara State, the Independent National Electoral Commission (INEC) held an emergency
meeting to consider the court’s decision.

The Supreme Court ruled that the All Progressives Congress (APC) did not hold valid party primaries as required by law. It held that all the votes scored by the APC in the said elections are wasted votes and declared that the candidates of political parties with the second highest valid votes and the requisite spread should be declared as having been elected.

The Commission will meet again tomorrow Saturday 25th May 2019 to further deliberate on the issues arising from the said judgment, while the final decision on the matter will be communicated to the public on Monday 27th May 2019.

The Senate has amended and passed the Public Holiday Act to declare June 12 as Democracy day and public holiday.

The Bill which originated from the House of Representatives was unanimously adopted by lawmakers during plenary.

The Public Holiday Act amended Bill when signed into law by the President will replace May 29 as the new democracy day.

The point both socio-cultural groups missed, however, by insisting that government should not to talk to Miyetti Allah is the need to address and engage Nigeria's ethnic, religious, cultural and economic plurality that was evident when General Yakubu Gowon introduced the NYSC.The need to engage all groups of Nigeria is as much relevant today as it was then.The Presidency’s position is that President Muhammadu Buhari’s government is equipped to address these issues.

The security challenges faced by Nigeria today make the task of addressing the issues very urgent.Miyetti Allah, like any other trade, community, ethnic organization or interest group is a legal stake holder in our nation and should be respected. We maintain that the government needs to engage all stakeholders and seek partnership in building our country.

The activities of Miyetti Allah do not benefit selected ethnicities or Muslims only, but everyone. Long before petroleum became the core of Nigerian economy, agriculture was the main source of Nigerian wealth. Cattle, hides and skin were a major part of Nigerian export.It is right to state that there are criminals among every group in Nigeria and in every country.

There are criminals among the northern population as there are in the southern part of the country.It is not good to generalise blames. The government will engage each stakeholder and create dialogue between, and among, different groups.

FG Releases 2019 Common Entrance Examination Results; Two Pupils Scored One Mark Out of 200

The National Examination Council (NECO) has released the 2019 National Common Entrance Examination (NCEE) into the Federal Government-run unity schools across Nigeria.The registrar of the council, Abubakar Gana, presented the results to the Minister of Education, Adamu Adamu, on Tuesday in Abuja.The common entrance examination took place on April 27. 

According to the registrar,77,832 candidates registered for the examination but only 73,347 sat for the examination.“We had 18 visually-impaired students who sat for the examination,” he said. When asked for the data on the performance of candidates, the registrar said it is the ministry that will provide the statistics.Minister speaksThe minister, Mr Adamu, said the admission exercise will commence on May 14 with the first batch of admissions coming from the first week of June.

He said supplementary admissions will take place between July 13 and 20. Mr Adamu said all the unity schools will be opened for resumption by the second week of September.“For next year’s admission, we shall adjust the exam schedules to ensure that children get their admission letters before the end of April. In this year’s exercise, the following shall constitute the admission criteria:-national merit – 60 per cent, equality of States – 30 per cent and other factors – 10 per cent,” he said.

He said candidates who applied for schools outside of their states of origin will be given priority.“Six candidates scored 191 out of the 200 questions while two candidates scored 1. The director of basic education should investigate this,” he said.Meanwhile, the Minister of State for Education, Anthony Anwukah, lamented the low number of candidates who wrote the examination in Zamfara State.“The governor needs to be asked why only 59 candidates wrote the examination in Zamfara State,” he said.
