Sometimes you're lucky and your items get cleared with 1 to 3 days. At other times, it could take up to one week. So, get used to this so you won't give yourself unnecessary headache.

Next I tried Stanbic and got the refusal too. So I just picked Zenith card and fondled with it and to my surprise it went thru.

I just finished with Sterling account opening last week and I guess I was late to their 100usd monthly party. I used the virtual mastercard though, or is it their physical cards that work?

Are you saying Stanbic Bank has officially announced it closure of it MC online transaction or it was just rejected by chance ?

19.5 dollars? What for? U should have asked the Lady what the money is meant for, though I understand that there is annual maintenance fee which varies depending on bank. Perhaps, gtb wants to take the fee at a go after issuing the card. Aside that, the lady wants to scam you.

Let me explain in simple terms: prepaid dollar card is funded either by depositing cash into it over the counter or by having someone transfer cash($) into it for you. Moreover, let's assume you buy $100 from aboki and deposit it into your card and you pay for goods worth $80 with the card, your bank will deduct the exact $80 from you PDC account (remember, there's nothing like NAIRA exchange rate here, but DOLLAR only), and you're left with $20 balance. That is why naira debit card is far far better for international purchases.

@Olamak1 went to GT Bank now, the lady at the counter said I'll have to pay $19.5 to open the account after issuance of the card.
NOTE: I don't have an account with them, if this is the reason why?
