When I added the card to AliExpress. It added successfully and 1$ was deducted from my chipper balance.
But trying to make a purchase, payment was declined.

I just read the article, it's insane. Even here on this AE thread, people have mentioned how they effected refund and still kept the item instead when duly supposed to return it.

I think Union54 was Barter's partner for their cards.

You can, but the app may not accept the local currency of Belgium. Since you've already selected US as your country, check the option of 'bank transfer' and see whether it's possible to transfer dollar from your bank to the app wallet. If not, then make use of either Binance or Solana to fund your card (am not familiar with Solana, I only make use of Binance). You buy dollar from those platforms and fund your Gotok card with it.
