The Queen of England is the Head of State of Britain and has been in power for decades, why is she not a dictator?
The King of Saudi Arabia has brutally crushed any opposition nor clamour for democracy why is he not called a 'dictator?

The reason is simple; if you are an ally to the west no matter how you came into power nor how you exercise it you will never be called a 'dictator'
But if your opinion as a leader does not rhyme with the policy drafted for your country by the west no matter how good you are or how well you rule, you are a 'dictator'
