Soak the dry pepper for about 30 minutes and blend the pepper, tatase and 1 onions. 2. Heat the oil in a sauce pan over medium heat. Add 1 chopped onions and saute for about 6 minutes or until translucent. Add the garlic (minced) and saute for about 2 minutes. 3. Add the blended pepper and onions and stir in. Add the curry, thyme, seasoning cubes and salt to taste. Allow cooking for about 10 minutes. 4. Add the chicken stock and cook for about 5 minutes. While briefing the Senate Committee on Local and Foreign Debts in Abuja, the Minister of Transportation, Rotimi Chibuike Amaechi, has said his ministry is in talks with the government of China to establish a special university for Transportation. According to Leadership, Amaechi clarified that the proposed university was not part of Nigeria’s agreement with China for the rail project loan. But that he had to request for a training university so that Nigerians can learn and manage the rail transport business on its own without calling for aids from Chinese engineers all the time. The minister also explained that as part of plans, the federal government will be sending some students to China who will learn over there and come to lecture at the university when finally established, with all cost to be handled by the Chinese government. On the inclusion of the Eastern Corridor Rail Line in the 2016-2018 External Borrowing (ROLLING) Plan of the federal government rail project, Amaechi noted that the present administration was only implementing contracts awarded by past presidents, including Chief Olusegun Obasanjo and the immediate past president, Dr. Goodluck Jonathan for railway modernisation in the country. According to him, “prior to the resolution of the Senate, this administration had taken steps to incorporate the Eastern Corridor and indeed the North East Corridor that was not provided for all by the previous administration in 2006 and 2014 rail projects development”. The Federal Airports Authority of Nigeria (FAAN) has disclosed that checking of travelers’ luggage will no longer be done at the departure hall of the Murtala Muhammed International Airport, Lagos. The Managing Director, FAAN, Mr. Saleh Dunoma, said this was part of the plan to ensure the implementation of the Executive Order recently issued by the Acting President Yemi Osinbajo. “The Executive Order does not give room for pre-checks on luggage. All checks should be done in designated areas. Luggage should not be checked at the departure hall,” he said. Dunoma added that there would be no compromise with the procedures and that whatever security procedure or security checks the agency would adopt would not be compromised. He said, “We have to meet the deadline set by the Executive Order. There are strategies in line with the order, but the concerned agencies need to meet regularly to ensure that these strategies are adhered to and improved. “Concentration is on the Lagos airport because it is the key airport due to its size, complexity and passenger traffic. If we get it right in Lagos, we will get it right in other airports. Once we do that, I believe all the other airports will be easy for us.” Dunoma stated that the participating agencies, including the Nigeria Police, Department of State Security, Quarantine Services, National Drug Law Enforcement Agency, Nigeria Immigration Services, Nigeria Customs Services and FAAN Aviation Security, among others, would implement the directive successfully. “All participating agencies are ready to key into this big committee set up for the implementation. Everybody is contributing positively. From all indications, all hands are on deck to make sure the Executive Order is implemented successfully. FAAN does not envisage any problem at all, and it is fully committed to give all participating agencies its full support to close any obstacle that may arise,” he said. Firstly prepared the buttermilk, mix 1 cup of milk and 1 tablespoon vinegar and allow to stand until the milk and cream separates. While the buttermilk is left to stand, chop the onions and mince the fresh garlic. Ensure the chicken are boneless and skinless and each weigh about 230 g. 2. In a large bowl, combine the garlic powder, 2 tablespoons of black pepper, ginger, paprika and ½ tablespoon of chili, mix then set aside. Sandwich each of the chicken between two plastic wraps and pound with a meat pounder. 3. In another large bowl, mix the egg, buttermilk ,1 tablespoon of the spice mixture together. Add the chicken and mix to coat. 4. Transfer the chicken mixture to a gallon-sized zipper-lock freezer bag and refrigerate for about 4 hours or overnight turning occasionally to ensure the content coats evenly. 5. To make the gravy, heat 2 tablespoons of butter in thick bottom non-stick frying pan over medium heat until foamy. Add the chopped onions and cook for about 4 minutes. Lower the heat and add the minced garlic and cook for about 30 seconds. 6. Add 2 tablespoons of flour and stir constantly for about a minute. Add 1 cup of milk and whisk constantly, add ¾ cup of whipping cream and continue to whisk for about 3 minutes until thickened. Season with salt and black pepper as desired. Keep warm. 7. Combine 2 cups of flour, baking powder, 2 tablespoons of salt and the remaining spice mixture in a large bowl. Add 3 tablespoons of the marinade in the zipper-lock bag and mix thoroughly with fingertips. Remove the entire chicken from the bag and toss in the flour mixture. Ensure it is well coated then place on a large plate. 8. Heat about 4 cups of butter over medium heat in a non-stick frying pan, add the chicken and fry, flipping it over continuously. continue this process until the chicken turns golden brown. 9. Acting President Yemi Osinbajo has called for the prosecution of banks and their officials who aid corruption by hiding looted funds. He faulted those who accuse the Economic and Financial Crimes Commission (EFCC) of engaging in media trial, saying it was corruption fighting back. The Acting President spoke in Abuja at the opening of a three-day conference on “Promoting International Cooperation in Combating Illicit Financial Flows and Enhancing Asset Recovery to Foster Sustainable Development”. According to The Nation, Osinbajo said financial institutions that aid corruption should face the consequences. He said: “There is no way the transfer of these assets can happen without a handshake between the countries that they are transferred from and the international banking institutions in the countries in which they are transferred. There is no way it will happen without some form of connivance. “We have to look at somehow delegitimising those kinds of financial institutions and criminalising them. “Banks and financial institutions that actually engage in this must be called out and made to face the consequences of engaging in criminal practices. If that is not done, we are not likely to go very far. “In the agreement and conventions we will be signing, we must ensure that financial institutions are not given a free run and to hold them accountable., “ The Acting President said corruption fights back when stolen monies find safe havens and are accessed by the corrupt. “In Nigeria, for instance, corruption fights back so eloquently that government itself, if not careful, can be overwhelmed,” he said. , Osinbajo said some of those guilty of corruption fight back through media attacks on government. “If you look at the anticorruption fight in Nigeria, there is a major fight back in the media. The Presidential Enabling Business Environment Council (PEBEC) has opened registration for the first edition of #PEBECHack, a series of Hackathons designed to solve problems at the intersection of government processes and regulations, and the ease of doing business in Nigeria. The Council after its monthly meeting at the State House agreed to bring together various teams to compete on developing a tool that will promote accountability, performance tracking and transparency among key Ministries, Departments and Agencies (MDAs) crucial to the success of Nigeria’s Ease of Doing Business, at the first #PEBECHack. “The competing teams would develop a service management solution that will allow citizens monitor, provide feedback, report, make complaints, and ‘blow-a-whistle’ about the quality of service received from key Federal Government Doing Business MDAs or at strategic locations such as airports, seaports, and land borders,” said Dr Jumoke Oduwole, coordinator of the Enabling Business Environment. There is something about using Irish cream to prepare certain meals. After we tried baileys pancake, we decided to try another recipe and this happened. Method 1. In a bowl, mix all the dry ingredients together; flour, yeast, nutmeg & sugar. 2. In another bowl, mix 3 cups warm water and 2 tbsp baileys Irish cream. Set aside for about 2 minutes. 3. Mix both ingredients together and blend using your hands. Allow to rise for one hour or more. Once risen, add in some more Baileys (if you like alcohol). 4. Heat oil in a deep fryer or large frying pan until very hot, about 4-5 minutes. 5. Using your hands, scoop some of the mixture into the hot oil and allow to fry until golden brown. 6.
