He should return to the admission office where he submitted and request for it so he can submit in the appropriate office except those in the admission office are kind enough to forward it in his behalf whichever way he has to go back to the office where he submitted

Since you have filled AR, no problem it only states that at the point of filling your result wasn't ready, haven submitted your credentials at jamb office, do the same at the admission office ASAP and forward your transcript/statement of result/academic record to the registrar OAU and constantly do some follow up to ensure your any of your documents do not get missing at point of transit( this is not a deontology for you so be diplomatic while doing this ). If you are in clear about any other aspect feel free to mention me.

Why compare with a failure ? I won't compare my waec result with ones who had F9 all through
