Does it qualify to be a primary NOC?

it is doesn't count as continuous. i am assuming the companies are not the same and do not share a parent company.

Your major at the diploma level may not be that paramount to some employers. The head of capital at my previous workplace has a Bsc in building however he got the CFA designate. My advise is ICAN is an accounting certification that touches finance just a little bit, if the goal is to be an accountant then this is no brainer. However, Most of my friends with ACA designate come over to tap knowledge of the finance and investment world. If you look at going into investment and finance, go with CIS - CFA . You will thank me later . On the other hand there are loads of folks out there in both fields with neither certification blooming however they have the required knowledge
