I believe a new protocol was introduced for PGD Applicants from fall applicants.

Sorry guys, slept off last night.
You are so on point with your analysis. If he had included that in his initial list of documents I think it'd have been really obvious what went wrong. New school, different program, of course it's a brand new application and new things can pop up.
No one on the thread will even advise any graduate to go for advance diploma cos we know how badly it affects one's application.
@standupguy I think that switch showed a bit of desperation. I'm sure you addressed it in your SOP but the VO was obviously not convinced. It looks like a "by all means" situation + your brother being staying after school was like the little icing on the cake.
If you have the strength, you can do a final application with either a Masters or PGD admission, it's more suitable with your age and work experience. Success
I am inclined to agree with you but also note that advanced diplomas take 3yrs but for the fast track which is considered in most schools as a post graduate program takes 2yrs.
E.g the chemical production and power engineering program - accelerated at lambton college is listed as a post graduate program that offers advanced diploma on graduation. (2yrs).

Secondly why would schools create such discrepancies for CIC to take advantage of it?

I will be requesting for my file sha just to put this to rest at least.
We also need to clear it up so people don't fall into the trap.

It will be extremely painful if this was the only reason.

There's someone who applied five times in part 4/6 and was given the fifth time within 2 weeks. I like to look at things from the positive angle. Maybe the person meant to help you hasn't reached Canada yet or the company that is to employ you is still in pre-incorporation stage. Put your hope in God...he has a plan for your life.

look for a PGD program in your school that resumes january and transfer the tuition for that then reapply so you dont lose money calling back your money cos CAD don drop ganan.

the VO leaving out all other reasons to tick just two means they really assessed your application and they saw all your documents.
Bro thank you, I will have the school send the cheque to my bro in canada, so the money isn't coming to naija for now till I make my decision.
I am not really one to give up on things but on this one I have really had it, I no go lie.

That reason is exactly what the college gave it that was why they call it postgraduate.

but on the educational certificate chart, advanced diploma is a UG program.
that doesnt mean you cant get visa with it after bachelors, you just mst really be somewhat fresh from school.....not some big brother status.....if u get what i mean...

True @ admission requirements of both being post-graduate. The Conestoga one however results in a Graduate Certificate (same as PGD) while the Centennial one results in an Advanced Diploma which is not post-graduate in and of itself. I think this is where the VO may have become distracted by "progression of study" issues. The VO did not view it with the appropriate nuance.

Wow a lot of us look at the college website while looking for Post graduate programs, also coming from a different educational background how is one supposed to know all these?
Post graduate is actually anything you study after you first degree abi? all this mix up nawa o.

What do you guys think? @standupguy's first two applications were for a PGD, but for his most recent application he changed programs to a different school (the old program wasn't open for admission). The new program is a fast-track Advanced Diploma program (same course) but not a PGD. For admission, the fast-track Advanced Diploma program requires a BSc or prior college diploma (stated on his admission letter). The program is originally a three-year program, but fast track students skip the first year.

The three-year version of the Advanced Diploma program does not require a prior BSc for admission, therefore I contend that the VO considered his fast-track Advanced Diploma admission to be lower than his BSc (and prior PGD he had applied with) because one doesn't need a BSc to be admitted into the longer Advanced Diploma program. And given that the fast-track is invariably the same diploma as its three-year version, I believe this is why "Purpose of Visit" and "Length of Proposed Visit" were ticked.

An advanced diploma is still lower than a BSc or PGD, at least in the eyes of the VO. I believe the VO was thus forced to view it as a completely different application, even if he/she initially hadn't intended to. Thoughts?

Edited: I think the VO should have been sympathetic to the nuances in his new application and still given @standupguy the visa, but these guys sometimes can be super strict on technicalities.
The Conestoga was tagged Graduate certificate and has a 2yrs duration, while the centennial was tagged advanced diploma fast track and 2 yrs duration.
Both programs are Post graduate program as specified by the admission requirements on both college websites.
Here is a screenshot of both acceptance letters i would like to hear your take on it too.

I agree that the status of relatives in Canada can affect one's application, and the best strategy is to disconnect one's purpose of visit from that relative as much as possible. Meaning: don't say you'll go live with them, apply for TRV using a school in another province, etc.

Also, I think you should not leave out data about relatives if they are your sibling or parents -- this could come back and bite you in the bu.tt later in the future. It is okay to leave out relatives' information if they are extended family.

Without being a VO, what i see in the bold is:
1. Family reunion
2. Incapable to finance your education and might end up being a strain on the system
3. Soon, another one will join you 2 and making 3 from your family.
Mind you, i agree with you that some makes no sense, but you play into their hands and what is said in first refusal is of no point but how you have played into their hands.
Me and I know, no job will wait for you but it that is all they wanna hear for you to get your VISA, so be it, tell them what they wanna hear and move on with life.

Four of my siblings live and work gainfully in naija the youngest of them is 36. Only my immediate older brother is in canada, so my entire family in Nigeria just became useless because of one person in Canada?

Secondly, I think most of the VOs that pick up a file will most likely treat it as a fresh application. Am sure that's what they have been told to do. These pple don't even have time to read SOP(that's my assumption).For me, documents are the best things to help create an impression of your application.Let's not forget that this can also be quota playing out..

Personally I believe my indictment was because I have a brother in Canada. Which is funny because he sn't a nuisance but actually contributing his quota to development of the country.

People still present none relative sponsors and get TRV.
So I don't think is has anything to do with my sponsor.

I wonder how I would have paidall that tuition to be purposeless in Canada.

I asked you if you mentioned in your letter that you have a relation in Canada that left via student visa, if you never did, did your employer gave you any letter that your job will be waiting for you while you were away or not? I am yet to see something concrete as tie to homeland in what you said and i think that was the main thing here, there wont be much connection between your denied application and the new one, so if yo never submitted information about tie to Nigeria that will make you to wanna go back, that was an error.

I submitted letter of employment but not a study leave which indicates the job will be waiting for me because honestly I don't believe that a job can wait for anyone for two yrs in Nigeria, it just doesn't sound and look right to me.
In my gcms file from my last app the V.O made a note that I wanted to join my brother because my school happened to be in the town where he lives now because I had no money to finance my education, so I had to clarify that by proving to them that he was still a student in another school and town at the time of my application so there assumption for false and unfounded but a mere coincidence which it truly was.

Finally my question is why didn't they highlight this in my previous refusals, two preivois refusal only talked about funds? Nothing changed so why didn't the two previous V.Os see this the reasons too?

The thing is my previous refusal never questioned these things, they only complained of finance so I assumed they were ok with those but finance.
Both previous refusuals were just Insufficient finance and personal assets, so does it mean I pay 40k application fee for them to review one aspect and ignore others?
My brother fortunately did well in school so he got employed immediately after graduation, he is still on his graduate work permit.
Yes it was clear that my brother came for education.

My entire family lives here in Naija except my older bro who completed his post graduate degree in Canada.

I have an employment and little assets and finance as shown above.
not sure what else would suvice for home tie, it wasn't highlighted though.

Question: did you refer to your reasons for previous denial? I'm wondering if the VO treated it as a new application without considering that you had only been denied for insufficient funds before.

So my own wait is over so is my quest to study in Canada.
Got a refusal mail right now, abeg no condolence please, at least i have ascertained that CIC is an organization with no laid down procedure nor rules. My Only regret is that i should have listened to Mrnilbrown earlier.
After i was refused for insufficient available finance for tuition and living expenses in my first app.
The second app i was refused for insufficient available finance for living expenses and personal assets. (Both time my sponsors finance were very good but i didn't include my SOAs and Assets though i stated my employment status and earnings.


Well this time around it is purpose of visit and length of stay can you imagine that ?

My Fixed deposit 2.2M (This fixed deposit was made since Dec last year).

Sponsors Affidavit of sponsorship.
Sponsors Letter of intro from Employer stating salary (8M).
Sponsors SOAs 3.4M/1M.
Sponsors Property documents.
Birth certificate.

I changed institutions from Conestoga to Centennial because my program at conestoga didn't have a September intake.
Both programs where the same and post graduate programs and i explained this in my SOP and even put there website to buttress my point.

What i would like to know is how CIC suddenly realized that they dont understand my purpose of visit and length of stay after two applications were refused for financial reasons but not for purpose of visit sounds quite phony.
In conclusion CIC is rogue organization!!!!!

1. What I have said consistently is that all study permit applications are processed in Ghana (Online & Paper) which is true, until such a time CIC says otherwise. I have never said all Categories of application are processed in Ghana.
2. When I replied @Thebae that CALA was online route and GHAN being paper route I was refering specifically to study permit applications only.
I will encourage you to please read posts very well and reply the appropriate nairaland moniker that you agree or disagree with.
Bro your worries about where is thing is proccessed is kind of inconsequential in my own opinion.
Na make them answer person first be the wahala.
