This is a very insensitive decision from the Lagos state government. Government should show empathy towards the people's suffering and not compound it with useless fines. I'm sure even you would equal or even exceed the so called developments if you were thrust into such a position of power and authority.
I'm sure you've heard of an 80s. gov called Jakande and his exploits even though some were considered crude.
He was the first Lagos gov to embark on Metro transport system for Lagos and may have completed it, if not for a military coup. IGR was a term virtually unheard of at the time.
Imagine a gov like that having all of today's IGR at his disposal ?
Lagos would be comparable to Paris by now....
