All the nukes of the USSR spread across the USSR, went to Russia which inherited them from the USSR. End of story.

Those nuclear weapons being located in Ukraine before the break up of the USSR doesn't equate to Ukraine inheriting them, and as proof, they were handed back to the Russian federation which actually inherited all the USSR nukes from every corner of the USSR, not just Ukraine.
