A source in the Nigerian judiciary told SaharaReporters that Nigeria’s new Chief Justice, Maryam Aloma Muktar, has stated in an interview as well as confided in associates that the reinstatement of Justice Isa Ayo Salami as President of the Court of Appeal is far from a priority for her. “She has told us that Justice Salami’s case is not her concern,” the source disclosed. Justice Muktar was at Aso Rock today to be sworn in as the new Chief Justice of the Supreme Court, the first woman to ever hold the post. A Senior Advocate of Nigeria expressed dismay at the stance taken by the new CJN. “I was shocked,” said the lawyer, adding, “for a CJN who promised to cleanse the judiciary to say that the Salami issue is not her issue is disappointing.” Our expectation is she should have said that not only Salami’s controversy but all issues related to reforming the judiciary will be given due attention.” Justice Muktar today granted an interview to Ibrahim Isah, the BBC Hausa Correspondent in Aso Rock, at the conclusion of her swearing in. Asked how she would handle the continued suspension of Justice Salami, the new CJN curtly stated, “This one is not my matter.” The Goodluck Jonathan administration has failed to implement a decision of the National Judicial Council (NJC) recommending that Mr. Salami be restored to his former post at the Court of Appeal. Even so, the same administration was quick to remove Mr. Salami in what was seen as a politically motivated maneuver after the same NJC had proposed suspension. “This is a rather troubling start to Justice Muktar’s tenure at the helm of the Nigerian judiciary,” said the SAN who spoke to SaharaReporters. AFTER a car with registration number Kogi LKJ 919 AA, rigged with explosive devices, exploded in Okene on Sunday, a bomb and explosive factory has been discovered in an apartment in Kogi State. The building also houses a church and a mosque at Okaito, a remote village in Okehi LGA of the state. On the building was an inscription: “Any weapon fashioned against me shall not prosper.” The Kogi State Police Commissioner, Mr Muhammed Katsina, while addressing newsmen, on Monday, said that through the efforts of the police command’s expanded strategic network, it got intelligence report on the location of the factory, where the bombs and explosives were being manufactured. According to him, what baffled him was that, in the same bomb factory were a church and a mosque, adding that bibles, rosaries, pictures of Jesus Christ and other Christian worship materials were found, just as copies of the Holy Qur’an were also recovered from another room that served as mosque. He said, in a joint operation between the police and the army, the security officers stormed the factory and recovered the items. The police boss, who declined to mention the owner of the said building, stressed that investigation was ongoing and warned property owners, particularly landlords, to investigate properly those who they were renting their houses to. He added that anyone involved in the process of causing crisis in and around the state, no matter how highly placed, would not be spared. Katsina, who also paraded the suspect and items recovered from the bomb factory, described the incident as a case of miscreants who were engaged in criminal activities across the state. Items recovered from the bomb factory included, 46 Improvised Explosive Devices (IEDs), 15 capacitors, 15 fuses, three bottles of potassium chloride, five litres of acid and one electrical detonator. Others were, roll of firing cables, 250m detonating cord, three remote controlled siren GSM sets, nails of various sizes, ammunition, motorcycle, bibles, Qur’ans and other household items. It will be recalled that from December 2011 till date, four different bomb factories have been uncovered in Kogi State, with one in Kabba, the western axis of the state, while the remaining three were in Okene, Okehi and Adavi areas, all in the central area of the state. Meanwhile, a suspected terrorist in Kaduna has led the police to a hideout in Rafin Guza village, where explosive devices were manufactured to cause mayhem and kill innocent people, the Commissioner of Police in Kaduna State, Mohammad Jinjiri Abubakar, has said. Mr Abubakar spoke to newsmen on Monday shortly after he displayed materials for the manufacture of Improvised Explosive Device (IED) and a cache of arms and ammunition recovered, following the confession of an unnamed terrorist, who was arrested in Kaduna. The commissioner said in the police continued clampdown on criminal elements in the state, on Monday, July 16, at about 0200 hours, a confessed terrorist led a team of detectives to Rafin-Guza area, where a hideout was raided and a bomb-making powder, different cans of explosives, two bags of chemicals, two masks, eight car alarms, four khaki uniforms and one AK47 with 27 rounds of live ammunition were recovered. Commenting on the arrest of two gunmen in Kaduna on Sunday, Abubakar said that,’ on Sunday, July 15, at about 1030hours, following distress calls, as sporadic gunshots were being fired at Hayin Taro-Taro, Rigasa area, a police patrol team raced to the scene. The team discovered that three gunmen on a motorcycle were attacking the residence of one Aliyu Abdulwahab, the district head of Afaka, when people who sighted them raised the alarm. “The gunmen continued to shoot indiscriminately in their bid to escape, injuring seven persons in the process. Police and army patrol teams, assisted by youths around, went in hot pursuit and arrested two of the gunmen, Nura Abubakar and Mohammed Kabir, who had been injured at Mahuta village. “IEDs and two AK47 rifles, three magazines and ammunition were recovered from the two gunmen.The two suspects are in the custody of the 1 Division Nigerian Army, while seven injured victims are being treated at 44 Army Reference Hospital , Kaduna,” he said. In a related development, the police have arrested three bandits out of a gang of four operating on two motorcycles, who stormed a gas station at Maraban Yakawada . The Kaduna State commissioner of police gave the names of the armed bandits who were arrested, while attempting to rob the manager of the gas station as Ibrahim Usman, Zakari Hassan and Umar Mohammed, saying the police recovered an IED, one AK47 rifle with 28 rounds of ammunition, one Revolver with six rounds of ammunition, four expended ammunition, one Nokia handset and one motorcycle from them. The Economic and Financial Crimes Commission (EFCC) has officially dissociated itself from letters purportedly written by the former chairperson of the Commission, Mrs. Farida Waziri, to absolve ex-Governors James Ibori, Buba Marwa and Obong Victor Attah of criminal acts in relation to the use of Wing Aviation for money laundering and financial crimes, as well as inappropriate conversion in the Econet share sales, which is still being probed by the London Metropolitan Police. It has also disclosed that it has not closed its investigation of the former governors. The EFCC denial is contained in a counter affidavit filed by one of its lawyers in response to Suit No: FHC/L/CS/921/11, which was filed by HEDA Resource Centre under the FoI Act. HEDA had requested those letters exonerating Ibori in the allegation of using Wings Aviation for money laundering; Mohammed Buba Marwa in allegations of financial crimes and money laundering; and Obong Attah from money laundering cases that were being investigated by the EFFC. The request was supported by the provisions of the FOI act. The Commission's failure to respond to the requested prompted HEDA to file a motion on notice, supported by an affidavit to substantiate its demands. According to the Commission’s counter affidavit, such letters as purportedly exonerated the above-mentioned former public officials governors were not written by the EFCC, and the publication of NEXT newspaper of June 26th, 2011 neither emanated from the EFCC nor were authorized by it. Furthermore, the Commission stated that after a thorough search of all the correspondence emanating from the office of the executive chairman of the EFCC, there is no indication that the letters were written, emanated from or were authorized by the EFCC, meaning that no such letters are in the custody of the EFCC. The Commission also said that its investigations of the ex-governors have not been closed. This response seems to be an afterthought as the Commission failed to initially respond to HEDA's request as provided for in section 1(1) of the FOI act 2011 which states, “Notwithstanding anything contained in any other act, law or regulation, the right of any person to access or request information, whether or not contained in any written form, which is in custody or possession of any public official, agency or institution whatsoever is established.” Contrary to expectations, the EFCC urged the court to "dismiss HEDA’s case in its entirety since it cannot produce documents that are not in its possession or custody". This submission contradicts intelligence practice. The Commission as a law enforcement agency, committed to the rule of law, is expected to have responded to the original request within the stipulated time and subsequently commenced investigation on the veracity or otherwise of the news report. According to HEDA, “The assertion of the Commission is therefore considered an affirmation of an ongoing investigation cum prosecution of the concerned personalities in line with these allegations.” HEDA chairman, Mr. Suraju Olanrewaju, affirming his organisation's commitment to accountable leadership, said that HEDA will work with the EFCC to ensure the prosecution of indicted public office holders while also engaging NEXT publishing house to expose individuals and or groups behind the issuance of the letter in question. The case has been adjourned to October 19. |

Cassava bread wont have been a bad policy if it can independently increase production of cassava and create employment. We should first encourage production by input provision, giving lands to interested farmers, making fertilizer available, create storage facility, stabilize price etc, only then can you start talking of cassava bread.
