Those yet to receive admission decisions should still keep calm. it is still rolling out. I just received mine now from dreamapply. Accepted for my first course, awaiting decision for my second course.

2016 budget ran from May 2016 to May 2017. Appropriation Act doesn't work with January to December system...

What is operational now is 2017 Appropriation Act which is to expire June 11, 2018.

Sir, a budget signed in May means the Fiscal Year starts from May and will run until April the following year.

Appropriation Act, like any other act, takes effect from the moment it was signed into law. It is never backdated

If we have I trillion naira in circulation that 1 trillion is a CBN liability and the external reserves are CBN assets so effectively if you own 1 million then you have a share of the external reserve because the naira( CBN debt) only has value if backed up by CBN assets.
